Job Description
Working within integrated client teams, you will share your knowledge, experience and technical skills to work jointly with our clients and other supply chain partners to develop and deliver procurement solutions to complex project challenges. The Associate Director will head up the procurement element of the project and will be responsible for the day-to-day onsite procurement activities, liaising with the Client and their appointed consultants and representatives. Responsible for ensuring that all members of the procurement team carry out their work as required by the Client. When required, the Associate Director may provide input for strategic procurement decisions, this however will be done in collaboration with the wider Program or Project Management teams. This role will involve direct management of the procurement team acting as part of the Program or Project Management structure. This role will be varied in its scope depending on the project requirements however, the focus will be on the successful delivery of the day-to-day procurement activities. The Associate Director will also be providing input into the creation of standardised procurement processes and procedures for the project for approval by the Client. The Associate Director will be responsible for ensuring that all procurement activities comply with these approved processes and procedures.
**Requirements**:
Experience Experience working in a client-focused environment - working closely with clients, colleagues and other consultants to build and maintain relationships. Experience in leading strategy development, procurement and project delivery. Operating within large capital programs and complex projects. 10+ years of experience in Procurement profession. 5 years of experience in the Middle East. Ability to implement commercial policy, procurement and advice to customer teams. Responsibility of managing clients and stakeholders while striving to exceed their expectations. Manage personal workload and a large part of projects in collaboration with the project lead. Excellent document drafting and analysis skills. Knowledge of project management processes. Knowledge of FIDIC contracts. Strong interpersonal skills and a good team player. Qualifications/Skills Bachelor's degree in Engineering or Construction Management (or related field) -Desired related experience, including supervisory/managerial experience Proficiency in various Project Controls Software and Microsoft Office Suite Proven ability to perform in a supervisory capacity Thorough knowledge of industry practices is required

Key Responsibilities

Qualifications

The project is a major built environment programme for a mixed-use development aiming to be a global landmark recognized for its unique vision and position as an authentic destination in Riyadh. The community will be a distinct, self-sustaining hub for Riyadh offering several iconic assets. KBR will provide Project Management Consultancy services in project planning, controls, design and engineering management, and implementation of the development and early works packages.
THE ROLE
Reporting to the Programme Director, the Procurement, Cost and Commercial Director is responsible for the management of the procurement, cost and commercial activities of the PMC.
MAIN RESPONSIBILITIES
Procurement
- Directs and manages the evaluation process for all tendered projects in the Programme.
- Leads the evaluation team made up of PMC Pre-contracts support staff, Project Controls staff preparing tender financial analysis and design consultant evaluation team.
- Manages the delivery of the evaluation reports within the agreed time.
- Produces the written report and associated cover letters and paper for representation to the client.
- Interface with the Main Project Steering Committee.
- Responsibilities for which includes production of evaluation documents to aid the approval process.
- Directs the evaluation teams to ensure that they meet the Project objectives by establishing contracts on time, in an ethical manner always, and truly in accordance with project procedures.
Cost
- Develops and implements cost estimating and commercial strategy.
- Lead and manage team of cost controllers, estimators contract administrators and quantity surveyors.
- Prime interface and coordinate with authorities in obtaining all necessary documents to aid the approval process.
• Developing and maintaining estimating and cost control and reporting standards and procedures
• Preparation and maintenance of the project cost break down structure, budget and integrated cost report and cashflow
- Establishment and maintenance of a program cost benchmarking database
- Analysing and reporting on Consultants and Contractors cost reports and cashflows
- Preparing of Cost Estimates and Commercial Reports throughout the projects life cycle.
Commercial
- Directs the commercial team to ensure that they meet the Project objectives by establishing contracts and securing materials, equipment, and related services on time and within budget, in an ethical manner always, and truly in accordance with project procedures.
- Ensures timely production of all required commercial deliverables by KBR.
- Develops and implements commercial strategy.
- Prime interface with the authorities for obtaining of all necessary documents to aid the approval process.
- Production of Commercial Reports throughout the project's life cycle.
General:
- Preparation of monthly and weekly reports
- Preparing and making presentations
EXPERIENCE, SKILLS AND KNOWLEDGE
• BSc Quantity Surveying or Masters Degree
• Minimum 20 years overall experience
- Minimum 10 years of experience in a similar role
- Minimum of 5 years working experience in Middle East
• Sound knowledge of cost control, estimating and commercial aspects of major civil & infrastructure projects including roads, bridges and utilities with significant experience in procurement and contract management of such projects.
- Experience in managing direct reports with overall responsibility for teams in excess of 20 people
- Experienced user of MS Office and understanding of project management software
- Membership of a recognised International Professional Body e.g. MRICS or FRICS (preferred)

As a multibillion-dollar project, Qiddiya will encompass vast infrastructure development, hospitality, retail and service sectors, requiring robust strategic procurement management. The Executive Director, Strategic Procurement will lead the development and execution of procurement strategies across key categories such as building materials, design consultants, contractor services, etc., ensuring alignment with Qiddiya’s strategic goals.
The successful candidate will oversee procurement strategies across various categories, ensuring alignment with project goals, compliance with regulations and optimization of value levers – such as innovation, budget adherence, speed, quality, etc. The role demands strong leadership in category management, supplier intelligence dissemination and procurement innovation to deliver beyond cost savings on all value dimensions, such as by ensuring quality improvement and risk mitigation. The Executive Director, Strategic Procurement, will act as a partner to business unit leaders and the Central Development Unit (CDU) to ensure that category strategies seamlessly translate into operational procurement across all procurement strategies across Qiddiya’s diverse and large-scale projects.
· Lead the development and implementation of strategic sourcing plans and category strategies for Corporate and Development teams in alignment with Qiddiya’s long-term vision and strategic objectives, focusing on scalability, on-time delivery, innovation and value optimization across spend categories.
· Act as a partner to the business , particularly Development BU Heads and CDU,to support translation of category strategies into procurement operations and broader project development goals.
· Oversee continuous monitoring of internal and external factors influencing category strategies, ensuring that demand forecasting aligns with operational needs.
· Drive full value enablement by selecting appropriate levers across categories to extract maximum value from the procurement spend, including non-commercial levers such as specification improvement, partnerships, etc., identifying opportunities for strategic sourcing, supplier consolidation, volume purchasing and value engineering.
· Ensure compliance of category strategies and sourcing projects with the procurement policy, Local Content policy, Supplier Development Program guidelines and KSA and PIF legal requirements.
· Engage cross-functional teams in category risk management , creating mitigation strategies for supply chain risks, such as geopolitical factors and market volatility.
· Lead negotiations on frame agreements and oversee contract development with key strategic suppliers.
· Ensure transparency on short-, mid- and long-term demand for categories in close cooperation with Development BU heads, CDU and Finance teams.
· Act as a peer/partner to business unit heads and CDU to ensure strategic alignment of procurement activities across critical categories such as building materials, contractor services and design consultancy.
· Identify critical suppliers , in collaboration with Supplier Relationship Management (SRM) team, in each category that can be suitable partners that operational procurement teams can engage with in respective categories.
· 20+ years of experience in strategic procurement or category management in large-scale projects, preferably in construction, real estate or urban development.
· Strong background in managing complex category strategies (building materials, design consultants, etc.) and indirect categories (IT, marketing, etc.).
· Proven track record of working in cross-collaborative environments and ensuring differing goals and needs align with overarching category strategy approach.
· Bachelor’s or Master’s degree in Supply Chain Management, Business Administration, Engineering, or a related field. MBA or advanced degree preferred.
· CIPS, CPSM, or CSCP certification preferred but not a prerequisite.
· Fluency in English is required, with proficiency in Arabic highly desirable.
