**What You'll Be Doing:**

Job Responsibilities:

  1. Strategic Contribution:
    • Contribute to the development and implementation of the annual business plan, and target and implement the strategic agenda of the RSUC Technical Services function to deliver RSUC’s and RSG vision and mission.
    • Develop and implement strategic plans and functional roadmaps for the distribution of dry utility initiatives aligned to RSUC goals.
    • Ensure that the dry utilities distribution strategy is translated into operational business plans for the RSUC Technical Services function and monitor the performance and execution of those plans to achieve functional objectives and deliver the company’s strategy.
    • Provide direction to the dry utilities distribution team, fostering a culture of collaboration, innovation and continuous improvement.
  2. Dry Utilities Technical Services (Distribution) – Responsibilities:
    • Lead & guide the distribution team to contribute towards design, construction, testing and commissioning projects within dry utilities.
    • Supervise the preparation of the employer requirements, tender documents, scope demarcation for the technical advisors, engineering consultant, independent engineers, design & build contractors, and the Public Private Partnership (PPP), and contribute to initiating the bidding process by providing relevant inputs specific to distribution of dry utilities.
    • Assist in managing the assessment of the technical bids specific to distribution of dry utilities and support in the selection and appointment of a suitable engineering consultants, technical advisory consultants, independent engineers, design & build contractors, and PPP consortia / project companies.
    • Lead & manage the engineering design and the development and delivery of the dry utility transmission & distribution systems including the power supply transmission & distribution systems and the associated cooling distribution network for district cooling plants.
    • Support in developing detailed delivery schedules where the technical services and engineering managers define design, construction, testing and commissioning phases road map and ensuring that time and cost are managed effectively and efficiently.
    • Support in reviewing the project design and ensure that the required technical details are obtained from the relevant functions to clarify technical aspects and materials used in the project and provide inputs specific to distribution of dry utilities to contribute towards cost planning.
    • Ensure the consultants and the contractors have obtained the requisite permits from the relevant authorities before the dry utility transmission & distribution systems plans are finalized, tenders are issued to bidders, and the contractors commenced construction works on site.
    • Ensure the progress of the engineering design and construction works to ensure the design and construction is being carried out as per the approved plans and in compliance with the contract requirements.
    • Assist in the decision of critical issues during the engineering design and the construction phases, verifying claims for extra work, and coordinating with the other RSUC and RSSG functions where necessary.
    • Monitoring the commissioning and testing including the 3rd party testing, startup test, trial run tests, performance tests, reliability tests, annual capacity tests and ensure that all major/ main systems and sub systems for the dry utilities are meeting the technical, functional specifications and the contractual requirements prior to issuing the acceptance certificates for the dry utilities transmission & distribution systems projects.
    • Ensure all documents including engineering and technical studies, engineering design reports, drawings and manuals, and operational & maintenance plans are obtained from consultants/ technical advisors, contractors, and PPP companies.
    • Manage the review of the Technical Advisors and the Independent Engineers reports and submittals.
    • Provide technical support to other RSUC functions including the Technology Utilities & Metering, Operations, New Developments and Commercial Services.
    • Review the progress of projects along with the cost management and the planning management teams, and monitor and control projects against budgeted costs, quality, and schedule to ensure that the project specifications are aligned with tender documents.
    • Manage the relationship with the consultants and subconsultants, plan upcoming works, oversee the quality of work, and recommend appropriate measures to ensure that project delivery date and technical requirements are met.
    • Manage the identification, assessment, and mitigation of different aspects of risks presented on the project to create preventative risk methods and avoid potential delays and added cost.
    • Contribute to the preparation of the functional budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalized upon.
  3. Leadership & People Management:
    • Manage the activities of the projects and the dry utility transmission & distribution systems include assets technical services team to ensure that all work is carried out efficiently in line with the strategic project management plans, policy, and procedures.
    • Assist in building and motivating a competent team by setting priorities and objectives, managing performances, and providing ongoing feedback and coaching to meet the functional challenges and goals.

Qualification & Experience:

  • Experience in KSA and GCC countries.

The Role

Digital Grid Management (DGM)'s Advanced Distribution Management System (ADMS) is a rapidly growing area within our organization that enables electric distribution utilities to monitor, manage, control, and optimize the grid. As a Power Systems Engineer in DMS, you will be involved in delivering systems to our customers, engaging with them to design, build, configure, troubleshoot, and test deployments. This role provides broad exposure to the entire ADMS, focusing on advanced applications such as Distribution Power Flow (DPF), Fault Location, Isolation & Service Restoration (FLISR), and Volt/VAR Control & Optimization (VVC/VVO). To lead in providing Electrical Engineering oversight to ensure safe & reliable operation of plant facilities under JIGPC in Jazan, Saudi Arabia.**Nature & Scope**
Properly functioning Electrical systems and equipment are critical to the safe, reliable, and efficient operation of the plant facilities and associated equipment & systems. As a member of the site engineering team, the Sr. Electrical Engineer will lead to interact routinely with plant operations, maintenance, and engineering personnel to provide “hands-on” field-engineering & troubleshooting support, instructions, and technical guidance related to the site’s Electrical systems & equipment including: large high voltage induction and synchronous motors and starting systems including reduced voltage autotransformers, electrical protection relays, low voltage and high voltage distribution systems, high voltage power-factor-compensation units, motor control centers & switchgear, and a variety of specialized electronic / electrical equipment. The position emphasizes teamwork, communications, organization, change management, work process optimization, planning, leadership, and hands-on technical skills with comprehensive knowledge across engineering disciplines.**PRINCIPAL ACCOUNTABILITIES**

**Safety**

- Maintain compliance with all Critical Safety Circuits (CSS), Safety Integrity Levels (SIL), and Safety Instrumented Systems (SIS) implementation and revalidation programs.
- Develop, implement, and manage a comprehensive risk-based inspection and calibration program for all Electrical systems & equipment.
- Establish & maintain a relationship with the local inspection bureau, maintain relevant statutory, regulatory, technology standards, and code information consistent with JIGPC plant operational objectives and local regulations.
- Utilize predictive and other non-destructive inspection & test methodologies to identify and isolate inherent reliability problems.

The Role

DGM's Advanced Distribution Management System (ADMS) is a high-growth area that enables electric distribution utilities to monitor, manage, control, and optimize the grid. As an Intermediate ADMS Project Consultant, you will be involved in all aspects of delivering systems to our customers. You will leverage your experience with utility operations, ADMS systems, and business processes to lead and advise utility clients during ADMS implementation. You will be a trusted advisor, engaging with all levels of the utility from field crews to executive management. You will collaborate with DGM's teams, including ADMS Application Engineers, Architecture and Product Solution teams, and Software Development. Your Impact
  1. Lead ADMS business process reviews to understand current ('As-Is') and future ('To-Be') process mappings.
  2. Conduct contractual requirements analysis on ADMS projects to identify potential concerns.
  3. Provide insights, guidance, and recommendations to clients, project teams, and product development based on utility knowledge and experience.
  4. Promote the importance of project change management to build knowledge and support within ADMS projects.
  5. Stay informed about advancements in digitalization, analytics, security, markets, and operational technology within the electric grid industry.

What You'll Need
