Job Description

Strategic Information Director – Zambia

ICAP at Columbia University, a global health leader within the Columbia University Mailman School of Public Health in New York City, seeks two qualified Strategic Information (SI) Directors based in Solwezi and Lusaka, Zambia. ICAP in Zambia partners with the Zambia Ministry of Health since 2004 to implement HIV care and treatment programs across multiple provinces, and currently provides technical assistance and evidence-based interventions in Western and North-Western provinces. This role reports to the Country Director.

Location: Solwezi, North-Western Province (and Lusaka for the second role)

Date: November 2024

Position Summary

As a highly valued member of ICAP in Zambia, the Strategic Information (SI) Unit Director will work closely with the ICAP Country Director, Senior Advisor for HIV Care and Treatment, and the Clinical Coordinator including M&E Managers at the provincial level to design and implement data-driven HIV prevention, care and treatment programs, aligned with Ministry of Health and PEPFAR priorities. The SI Director will provide overall leadership, management and technical direction on SI-related activities for all ICAP projects in Zambia. S/he will ensure that all SI activities are aligned with ICAP’s SI program and donor, MOH, and government expectations. The SI Director will have overall responsibility for SI staff and for routine and specialized monitoring and evaluation (M&E) activities, targeted evaluation initiatives, and knowledge management. The SI Director will liaise with the SI Unit and other ICAP units at headquarters in New York City.

Qualifications (summary)

The ideal candidate should possess at least 10 years of experience designing and implementing high-quality SI systems for HIV/AIDS programs in low-resource settings.

Major Responsibilities

Technical Responsibilities

  • Facilitate and provide leadership to ensure effective design, review, and implementation of the project’s M&E plan, including development of project outputs, performance indicators, and targets, in line with PEPFAR indicators and reporting.
  • Design and oversee the implementation of M&E systems, such as the evaluation and performance monitoring plan (EPMPT), to ensure timely data collection, management, and dissemination for reporting progress toward objectives.
  • Coordinate with the Senior Advisor for HIV Care and Treatment, Clinical Coordinator, and clinical teams to ensure information availability on priority interventions for program management and action plans.
  • Lead ICAP in Zambia’s technical assistance to provincial health offices to comply with donor reporting guidelines and monitor data quality in all project reports and donor submissions.
  • Ensure that program activity data reported by ICAP are verified by QA procedures and that reports to ICAP headquarters, PEPFAR, and other stakeholders are accurate and timely.
  • Review regular reports (quarterly, semi-annual, annual) and provide feedback on quality, completeness, and timeliness.
  • Review data prior to submission and provide timely feedback for corrections.
  • Use software such as DHIS2 to improve data visualization and presentation for ICAP and stakeholders.
  • Coordinate with the clinical team on data review needs and share monthly performance updates with staff.
  • Provide technical direction on SI issues across ICAP Zambia projects, including research, evaluation, and review of routinely collected data to monitor and improve programs.
  • Support SmartCare and DHIS2 data collection and management tools and contribute to developing tools and databases for analysis and reporting.
  • Lead training and ongoing mentorship on SI for ICAP and Ministry of Health staff at provincial and district levels.
  • Serve as a resource for evaluation of ongoing programs and collaborate with a variety of stakeholders in Zambia on SI-related projects.
  • Contribute to documentation of program successes, including manuscripts, abstracts, and posters.
  • Serve as the in-country focal point for all M&E components for ongoing reporting (semiannual and annual reports, interim progress reports, continuation applications) under various funding awards.
  • Lead development of key indicators, data collection tools and information flow to meet project needs.

Management Responsibilities

  • Oversee development and monitoring of annual work plans and budgets to support SI activities.
  • Manage SI-related human resources including regular appraisal and performance monitoring.
  • Conduct supervisory visits to assess staff performance and provide technical assistance.
  • Promote skills and capacity of SI staff.
  • Organize and attend national and international SI-related technical meetings to inform program planning and implementation.

Qualifications and Experience

  • Master’s Degree in epidemiology, public health, biostatistics, demography or related field.
  • Demonstrated leadership in HIV prevention, care and treatment with knowledge of current HIV treatment programming literature.
  • Minimum of five (5) years in managing strategic information for large HIV programs, with supervisory experience.
  • Minimum of 10 years in design and implementation of SI systems for HIV/AIDS programs or related areas.
  • Experience in training, mentoring, and supervising multi-cultural teams.
  • Experience working with USG agencies, MOH and partners; fluent in English (oral and written).
  • Strong data management, analysis and visualization skills; proficiency with MS Office and statistical software (SPSS, SAS, STATA, or R).
  • Ability to travel regularly within the province.

Travel Requirements

  • Domestic travel requires a minimum of 30-40% of the time.
Key Populations M&E Advisor (01) – Lusaka

Position Summary

Provide technical assistance to the National AIDS Council (NAC) in strategic information related to key populations (KP) programming, including monitoring and evaluation (M&E) and surveillance. Strengthen systems for routine data collection, triangulate findings across data sources, improve data visualization and analytics, and strengthen data use for decision making at provincial and national levels.

Major Accountabilities

  • Provide high-level technical guidance to NAC in planning and implementing M&E systems and surveillance for KP.
  • Review KP data collection processes and standardize reporting procedures for national HIV programs.
  • Develop SOPs for data quality assurance, reporting, data dissemination, and routine KP data processes.
  • Support capacity building to triangulate, visualize and use KP data across data sources.
  • Conduct internal data monitoring and analysis, including dashboards and timely progress tracking.
  • Review M&E data and support NAC and PHACs/DHACs in using findings to improve program performance.
  • Support NAC data use by improving dashboards for routine and non-routine data.
  • Support KP data review meetings at NAC and ICAP’s M&E activities under KP awards.
  • Maintain regular communication with in-country leadership and New York staff on technical assistance activities.
  • Perform other related duties as directed by the Director Policy and Planning and ICAP BBS Project Director.

Education

  • Full grade 12 certificate
  • Advanced degree in Public Health, Statistics, Epidemiology, or related field

Required Experience, Skills & Minimum Qualifications

  • Minimum six (6) years of experience working with M&E and/or surveillance systems.
  • Experience and knowledge in M&E and/or public health surveillance systems.
  • Strong problem-solving, data management, analysis and statistics skills.
  • Experience with health information management systems and databases preferred.
  • Proficiency with MS Word and PowerPoint; ability to analyze data; experience with MS Excel.
  • Ability to work under tight deadlines with multiple partners; excellent written and oral communication.
  • Interpersonal and team-building abilities; proficient in Microsoft Office Suite.

Travel Requirements

  • Domestic travel of 5-10 trips per year.
