**Job Description:**
Parsons is looking for an experienced **Asset Management Manager** to oversee the strategic management of all assets within the project lifecycle, from acquisition through operation to disposal.
This role will involve developing and implementing asset management strategies that maximize the value, performance, and longevity of physical assets, including machinery, equipment, and infrastructure systems. The Asset Management Manager will collaborate with various teams to ensure assets are properly tracked, maintained, and optimized for operational efficiency, cost-effectiveness, and compliance.
**What You'll Be Doing:**
+ Develop and implement a comprehensive asset management strategy that aligns with the organization's goals and maximizes asset value throughout its lifecycle.
+ Collaborate with senior leadership to define asset management objectives and ensure they are incorporated into the overall project and operational plans.
+ Establish an asset management framework that encompasses asset procurement, maintenance, operation, performance monitoring, and decommissioning.

+ Ensure assets are utilized effectively to achieve optimal performance, reliability, and availability while minimizing operational costs.
+ Monitor and evaluate the useful life of assets and make recommendations for replacements, upgrades, or decommissioning as needed.
+ Collaborate with operations and maintenance teams to develop and implement effective preventive maintenance programs that minimize asset downtime and extend asset life.
+ Analyze asset performance data and recommend improvements to optimize efficiency, performance, and sustainability.
+ Ensure that all assets are maintained in line with manufacturer recommendations and industry standards to achieve high levels of reliability and safety.
+ Develop and manage asset management budgets, ensuring that funds are allocated efficiently across maintenance, upgrades, and replacement strategies.
+ Conduct cost-benefit analyses to determine the financial viability of asset replacements, upgrades, and repairs, and ensure alignment with organizational objectives.
+ Track and report on asset-related costs, including capital expenditures (CAPEX) and operational expenditures (OPEX), and work with finance teams to ensure proper cost management.
+ Identify and assess risks related to asset management, including operational failures, obsolescence, and regulatory compliance issues.
+ Implement risk mitigation strategies to minimize the potential impact of asset failures and ensure continuous service delivery.
+ Ensure assets comply with legal, regulatory, and environmental standards and requirements, including health and safety, ISO certifications, and environmental sustainability goals.
+ Oversee the collection, analysis, and reporting of key performance indicators (KPIs) related to asset performance, reliability, and utilization.
+ Ensure that all asset data is effectively captured and maintained in Asset Management Software (AMS) or Enterprise Resource Planning (ERP) systems.
+ Prepare regular asset performance and maintenance reports for senior management, providing actionable insights to improve asset performance and reduce operational costs.
+ Coordinate with internal teams (e.g., operations, engineering, procurement) and external stakeholders (e.g., contractors, suppliers, regulatory bodies) to ensure effective asset management across the project lifecycle.
+ Provide regular updates and reports to senior management on asset performance, operational readiness, and budget adherence.
+ Facilitate meetings to review asset management plans, performance, and strategies with key stakeholders, ensuring alignment with overall project goals.
+ Lead the development and implementation of continuous improvement initiatives in asset management practices.

**What Required Skills You'll Bring:**
+ Bachelor's or Master's degree in Engineering, Asset Management, Facilities Management, Operations Management, or a related field
+ Professional certifications in Asset Management (e.g., Certified Asset Management Professional (CAMP), ISO 55000 certification) are highly desirable.
+ Minimum of 15 years of experience in asset management, facility management, or operations management in large-scale infrastructure projects or industrial settings.
+ Proven experience in asset lifecycle management, including procurement, maintenance, performance monitoring, and decommissioning.
+ Experience with asset management software tools (e.g., SAP PM, Maximo, Infor EAM, or similar platforms) and Enterprise Resource Planning (ERP) systems.
+ Strong understanding of asset management principles, including lifecycle management, preventive maintenance, and performance optimization.
+ In-depth knowledge of asset management standards and best practices (e.g., ISO 55000).

+ Industry Experience:

- Bachelor’s degree in Finance, Real Estate, Economics, or related fields.
- 4-8 years of asset management experience with Class A multifamily and mixed-use assets, preferably in MENA.
- Proficiency in cash flow modeling, sell/hold, and ROI analysis.
- Experience with Fund Management structures preferred.
- Support in transaction processes like acquisitions, financings, and dispositions.
- Deep understanding of multifamily property financial reports and operations.
- Excellent communication skills; fluency in English required, Arabic preferred.

Parsons is providing Project Management Consultancy (PMC) services for the development of NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.

**Planning and Strategy**
- Establish a strong understanding of the project requirements and develop and implement strategies to effectively communicate the AM/FM requirements and activities across The LINE.
- Support the development of the day-to-day implementation of the strategy, approaches, and priorities for the FM Implementation Plan supportive of design development activities.
- Oversee the implementation of the FM Implementation Plan strategy, planning, and task priorities.
- Support the Asset and Facility Management workstream in representing The LINE FM in Engineered Design and broader NEOM meetings, risk management, and reporting activities.
- Advance and strengthen the internal and external coordination and outreach on behalf of The LINE FM.
- Manage multiple engagements, stakeholders, design packages, and activities simultaneously to strategically and tactically advance project delivery.
- System Configuration: Lead the configuration and customization of asset management software systems, including defining workflows, user roles, data structures, and integration points with other business systems.
- Requirement Gathering: Collaborate with clients and internal stakeholders to gather business requirements, understand their asset management needs, and translate them into system configuration specifications.
- System Design: Develop comprehensive system design documentation, including data models, system architecture, and configuration guidelines, to ensure efficient and effective asset management processes.
- Testing and Quality Assurance: Conduct thorough testing and quality assurance activities to ensure the accuracy, reliability, and performance of the configured asset management systems.
- Analyze asset-related data, such as operational, financial, and performance parameters. Utilize statistical and data mining approaches to find patterns, trends, and insights that may be used to boost the performance and whole life value of the assets.
**People Management**
- Develop Facility Management workstream and support the Asset and Facility Management (AM/FM) Workstream through successful program delivery.
- Advance the FM Workstream and Team activities to confirm key and foundational FM considerations are integrated into design and project delivery.
- Work collaboratively with other workstreams, departments, and stakeholders to advance the delivery of the project to the highest standards.
- Work to advance and action FM staff recruitment and mobilization activities to confirm the FM Workstream has appropriate resources to successfully deliver assigned activities.
- Advance and action staffing assignment activities.
