Job Overview

Job Overview: The Performance Monitoring & Reporting Engineer (E2) will be responsible for ensuring the successful delivery of projects by monitoring and reporting on their performance. This individual will work closely with project teams to establish performance metrics, track progress, and identify areas for improvement. The role will be based in Dammam, Saudi Arabia and will require occasional travel to project sites.

General Description of Role and Responsibilities
  • Develop and implement a comprehensive performance monitoring and reporting framework for the projects.
  • Oversee the collection, analysis, and reporting of key performance indicators (KPIs) across all departments.
  • Ensure that performance data is accurate, reliable, and consistent.
  • Analyze performance data to identify trends, patterns, and areas for improvement.
  • Advise on KPIs and performance metrics.
  • Provide regular reports and updates to senior management on performance against targets and goals.
  • Work closely with department heads to develop action plans to address performance issues and improve overall performance.
  • Coordinate with IT department to ensure that performance monitoring and reporting systems are functioning optimally.
  • Stay up-to-date with industry best practices in performance monitoring and reporting.
  • Train and mentor staff in performance monitoring and reporting techniques and best practices.
  • Lead and manage a team of performance monitoring and reporting professionals.
  • Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.
  • Perform other duties as assigned by the line manager/supervisor.
Qualifications, Experience, Knowledge and Skills
  • Bachelor degree in engineering from an accredited university
  • Minimum 10 years experience in project management environment on large projects
  • Thorough knowledge and demonstrated experience of professional project management processes and procedures.
  • Working knowledge of engineering, procurement, contracts, construction, and start-up / set up work processes.
  • Involvement in continuous improvement and capacity building / talent development.
  • Demonstrated skill in management, supervisory and personnel administrative functions.
  • Excellent analysis skills and report writing.
  • Proven ability to prepare professional presentations and present them to management
  • Excellent verbal and written communication skills.
  • Experience of working internationally (preference KSA experience).

We are seeking an experienced Performance Monitoring Engineer to support and enhance the operational health of a multi-technology (2G/4G/5G) E/// based Mobile Radio Access Network (RAN). The role focuses on ensuring network KPIs are met, quality metrics are generated in real-time, and performance degradations are quickly identified and addressed.

Key Responsibilities:

·Monitor and maintain the day-to-day performance of 2G/4G/5G RAN (PS and CS domains).
·Ensure all RAN nodes are within the agreed KPIs and SLAs.
·Generate RAN performance quality metrics in real-time.
·Analyze E/// RAN counters, understand KPI definitions, and troubleshoot KPI degradations.
·Utilize E/// Performance Management tools (e.g., ENIQ, UPM, SDM, BO) for data analysis and performance reporting.
·Conduct real-time monitoring of network KPIs (24/7) and escalate issues where thresholds are breached.
·Perform root cause analysis on RAN degradations and open trouble tickets using Remedy or similar systems.
·Work in a multi-vendor environment and adapt to different network elements and performance platforms.
·Understand and manage the end-to-end data flow from Network Elements (NEs) to OSS.

Requirements:

Duties and Responsibilities

  1. Coordinate CCMS program engineering, installation, and management activities.

Job Specification

Qualifications
Candidate shall have a minimum of Bachelor of Science (B.Sc.) degree in Electronics/Electrical Engineering. Must be knowledgeable about the CCMS and related subsystems preferably in Command, Control, Communications, Computer and Intelligence (C4I) environment. Must be proficient in the use of desktop computer software packages, in particular MS Office.

Experience

  1. The candidate shall have a minimum of ten (10) years of experience in CCMS in general and a minimum of five (5) years of this experience with C4I systems or systems of the same type and generation in a security/military environment.
  2. The candidate shall have experience in CCMS installation, integration, testing, operation, and maintenance.
  3. The candidate shall have experience demonstrating excellent communication skills including written and verbal communication skills.
  4. The experience shall include demonstrated ability to work independently, completing multiple and often competing tasks.
  5. The candidate must have experience with CCMS products associated with HVAC, Water Treatment, and Power Generation.
  6. The candidate must have experience in CCTV system, Security Intrusion Detection System, Fire Alarms System, Fire suppression techniques and water leak detection system.
