Payroll Accountant with PRO Experience
Job Summary:
We are seeking a detail-oriented and experienced
Payroll Accountant with PRO expertise
to manage end-to-end payroll processing, statutory compliance, and employee-related government liaison activities. The ideal candidate will ensure accurate salary disbursement, compliance with labor laws, and handle all PRO-related functions such as visa processing, work permits, and employee documentation with government authorities.
Key Responsibilities:
Payroll Accounting:
- Manage and process monthly payroll accurately and on time.
- Maintain employee payroll records, attendance, leave, overtime, and deductions.
- Ensure compliance with statutory requirements (social insurance, taxes, gratuity, end-of-service benefits, WPS, etc.).
- Reconcile payroll accounts with the general ledger.
- Prepare payroll reports for management review.
- Address employee queries regarding salaries, deductions, and benefits.
PRO (Public Relations Officer) Duties:
- Handle employee visa applications, renewals, and cancellations.
- Process residency permits, labor cards, Emirates ID, and other government documentation (if UAE-based; can adapt to other GCC/local requirements).
- Liaise with government bodies (Labor Office, Immigration, Municipality, etc.) for compliance matters.
- Ensure timely processing of medical tests, work permits, and labor contracts.
- Maintain updated knowledge of labor laws and regulations.
- Keep accurate records of all PRO activities and government transactions.
Qualifications & Skills:
- Bachelor's degree in Accounting, Finance, HR, or related field.
- Minimum
3–5 years of experience
in payroll accounting with additional PRO duties. - Strong knowledge of payroll processes, WPS (Wage Protection System), and statutory compliance.
- Experience in liaising with government agencies for employee-related documentation.
- Proficiency in MS Excel and payroll/accounting software.
- Strong communication and interpersonal skills.
- Ability to handle confidential information with integrity.
- Fluency in English; Arabic is an advantage.
Preferred Candidate:
- Previous experience in the
UAE/GCC region
as both Payroll Accountant and PRO. - Familiar with local labor laws, taxation, and government portals.
- Capable of working independently and managing multiple responsibilities.

Job Objective:
To ensure accurate and timely execution of payroll processes in accordance with internal policies and local labor laws, while managing all aspects related to deductions, allowances, bonuses, taxes, and social insurance.
Duties and Responsibilities:
- Prepare and process monthly payroll accurately based on approved employee data.
- Verify the accuracy of data related to overtime, absences, leaves, and deductions.
- Calculate various deductions and allowances such as housing, transportation, overtime, penalties, and applicable taxes.
- Submit payroll to the banking system or prepare Salary Transfer Files.
- Continuously review and update employee financial and job-related information.
- Coordinate with the HR department to update records for promotions, salary adjustments, and terminations.

Responsibilities
- Prepare and post journal entries, accruals, and reconciliations for general ledger accounts.
- Maintain accurate and complete financial records in accordance with IFRS.
- Assist in the monthly, quarterly, and annual financial close processes.
- Reconcile bank accounts, intercompany accounts, and other balance sheet accounts.
- Assist with internal and external audits by providing documentation and explanations.
- Support budgeting and forecasting processes by providing accurate GL data and variance analysis.
- Prepare financial reports and presentations for management and external reporting.
- Oversee accurate and timely processing of multi-state payroll for employees (and/or global payroll if applicable).
- Ensure compliance with local payroll laws and regulations.
- Review and reconcile payroll reports and registers.
- Coordinate with HR on employee status changes, benefits, and deductions.
- Prepare and file payroll reports and payroll tax returns, if applicable
- Maintain payroll records and handle confidential payroll data with discretion.
- Respond to employee inquiries regarding payroll issues and discrepancies.
- Assist with internal and external audits by providing documentation and explanations.
- Collaborate with HR, Finance, and IT teams to ensure data accuracy and system integration.
- Improve processes and internal controls around payroll and GL accounting.
- Participate in system upgrades and implementations related to payroll or accounting software.
Qualifications
- CPA
- At least two (2) years of working experience as senior role accountant with relevant accounting and payroll experience, preferably in a mid to large-sized company
- Big four (4) auditing experience as senior auditor level is an advantage
- Attention to detail and accuracy
- Professional certification such as ACCA, SOCPA, CPA, or equivalent is preferred
- Proficiency in accounting and payroll software
- Strong analytical, problem-solving, and organizational skills
- Proficiency in data analysis and visualization tools such as Microsoft excel
- Excellent communication and presentation skills
