- Implement all the requirements in his designated area for issued QHSE policy / procedures / guidelines and for ISO 9001:2008, ISO 14001:2004 and OHSAS 18001:2007. Ensure the plant area / equipment is maintained in demonstrable condition and implementation of 5S.
- Exhibit full awareness of emergency response system and PTW system and immediately report any incident / near miss and identify hazards / risks and assist the team to mitigate them.
- Ensure the drum filling and small pack filling are completed within the standard time for STPP and 3rd party customers and with 100 % compliance of issued manufacturing protocols.
- Closely monitor the quarantine inventory incoming and outgoing and ensure its usage in daily production.
- Assist Production Manager in ensuring the ISO procedures are religiously being followed on the plant and report any deviations by conducting internal audit of production department on regular intervals.
- Ensure zero spillages / wastage of finished goods and packing material.
- To assist Production Manager in carrying out the Training need analysis of Plant operation staff of his respective area, developing Training Plans thus to Provide quality training and coaching to Improve operational skills of staff according to training plan to deliver safe OTIF.
- To assist Production Manager in maintaining peaceful & cordial environment at plant.
Candidate Profile
- Bachelor's degree in Engineering Mechanical , Industrial ,.etc.
- 7 years of experience in a production or supply chain role.
- Proven track record in OEE analysis and improvement.
- Strong command of English and computer skills (MS Office suite).

Duties And ResponsibilitiesUnder the overall guidance of the Resident Representative (RR) and direct supervision of the Deputy Resident Representative (DRR), the Operations Manager acts as an advisor to Senior Management on country office management and operations. This includes strategic management of financial and human resources, procurement and logistical services, ICT and common services in line with UNDP rules and regulations. The Operations Manager leads and continuously evaluates and adjusts CO operations to ensure consistent service delivery and smooth functioning of programmes and projects.
The Operations Manager leads and guides the CO Operations Team, fostering collaboration within the team and with programme staff and other UN Agencies using a client-oriented approach. The Operations Manager works closely with programme and project teams in the CO, Operations staff in other UN Agencies, UNDP HQ staff and Government officials to deliver the country programme. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve strategic goals. Personnel are expected to work across units, functions, teams and projects to enhance horizontal collaboration.
Competencies- As a member of the CO management team, ensures the strategic direction of operations
- Ensure full compliance of operations with UN/UNDP rules, regulations, policies, and Internal Control Framework (ICF)
- Implement corporate operational strategies. Establish management targets (BSC); regularly monitor office performance indicators and take timely corrective actions
- Establish collaborative arrangements with potential partners and a client management system for partnerships and resource mobilization
- Map CO business processes and establish internal SOPs for Finance, HR, Procurement, ICT, Logistics, Protocol, Travel and Transportation
- Support senior management in risk identification and management for the CO; monitor the operating environment and conduct risk analysis; adjust operations as needed with legal considerations
- Adhere to UNDP policies and corporate guidance on enterprise risk management; participate in project appraisals and anticipate cost of risks
- Consult relevant colleagues from programme and operations in risk identification and management across the office
- Support knowledge building and sharing about management and operations; coordinate staff learning and consolidate lessons learned
- Contribute to UNDP knowledge networks and communities of practice
- Finance management: ensure planning, tracking, and recording of expenditures in compliance with IPSAS; audit financial resources including extra-budgetary income
- Oversee contributions management and accounting for contributions with proper documentation
- Manage delegations in ERP for voucher and Treasury approvals; approve bank reconciliations and disbursements as needed
- Organize cost-recovery mechanisms for CO services; prepare proforma invoices for UN agencies
- Oversee CO cash management, liquidity management, bank relations, and security for cash assets
- Monitor financial exception reports and investigate anomalies; inform relevant staff of findings
- Serve as a member of the bank signatory panel
- Oversee internet banking transaction approvals and stop payments
- Ensure all financial transactions comply with IPSAS and corporate policies
- Human Resources: ensure CO compliance with HR policies, advise on staffing, oversee recruitment, and ensure performance management and learning opportunities
- Procurement and Logistics: ensure compliance with procurement rules, develop procurement strategies, plan contracts, and oversee procurement and logistics
- Asset, Facilities and Administrative Services: manage assets, facilities and administrative services with IPSAS compliance
- ICT and Common Services: ensure ERP usage for improved results, promote web-based processes, maintain secure infrastructure, update disaster recovery plans, and promote content management and knowledge sharing
- Plan and track common services budget and agency contributions
- Contribute to Operations Management Team (OMT) activities including risk management
Supervisory/Managerial Responsibilities : Supervise and manage UNDP Country Office operations staff
Education and Experience Education- Advanced university degree (master’s) in Business Administration, Public Administration, Finance, Economics, or related field is required
- Alternatively, a first-level university degree with additional two years of qualifying experience may be considered in lieu of the advanced degree
- Minimum of 5 years (with master’s) or 7 years (with bachelor’s) of relevant experience at national or international level in management advisory services and/or operational systems and establishing relationships with international organizations and governments
- Experience with computers and ERP/web-based management systems
- Knowledge of accrual accounting, IPSAS or IFRS is highly desirable
- Experience at national and international levels with programme/project design and implementation
- Experience overseeing operational processes (procurement, logistics, HR, finance, administration, ICT)
- Proven experience providing operational advisory services to Government, UN Agencies and stakeholders
- Client-oriented approach and understanding of client needs
- Knowledge of UNDP Policies and Procedures
- Fluency in Arabic and English is required
- Knowledge of another UN language is desirable
