Major Duties and Responsibilities:

- Ensure proper planning, organizing and implementing hospital risk management program.
- Review risk management reports and share the information with the appropriate sections.
- Review the critical events reports with Q.I Director & determine appropriate steps to be initiated for the prevention of the critical event after studying the root causes analysis.
- Analyze the information collected through the risk identification process and share with the appropriate clinical / administrative committees.
- Plan and manage through coordination with concerned staff and section heads the six areas related to Facility Management and Safety:
- Safety and Security
- Safety: the degree to which the hospital buildings, grounds, and equipment do not pose a hazard or risk to patients, staff, or visitors
- Security: protection from loss, destruction, tampering, or unauthorized access or use.
- Hazardous materials: Handling, storage, and use of radioactive and other materials are controlled, and hazardous waste is safely disposed.
- Emergency management: Response to epidemics, disasters, and emergencies is planned and effective.
- Fire Safety: Property and occupants are protected from fire and smoke.
- Medical equipment: Equipment is selected, maintained, and used in a manner to reduce risks.
- Utility Systems: Electrical, water, and other utility systems are maintained to minimize the risks of operating failures.
- Has the authority to intervene in/stop any process/activity that poses or may pose a hazard or potential risk that may cause unsafe action and/or condition and formulate necessary measure for correction.
- Coordinate with infection control officer to fulfill the guidelines of the environmental infection control
- Ensure efficient use of energy, water sanitation & conservation, and controlled air emissions.
- To give in-service training regarding environmental health, safety and risk management issues.
- To ensure the cleaning disinfection and decontamination process are maintained following the approved procedures.
- To ensure that in-service training is offered to concerned staff for the proper procedures and techniques.
- To ensure that continuing education through monthly in-service training is offered to all concerned members to update them on the changes in technology and the latest advance in procedures based on international standards.
- To make a written report to the Director of Operations Services for non-compliances and monthly achievements and action plans.
- To make monthly reports highlighting the environmental health, risk management and safety indicators, investigate the root cause analysis for any non compliance and propose the necessary action plan (Performance Improvement Initiative).
- Any difficulty in the execution of the assigned work shall be brought immediately to the attention of the Director of Operations Services.

The Company is seeking a highly motivated and experienced Health & Safety Manager to lead and manage all aspects of occupational health, safety, and compliance at our ethanol production facility in Medina, New York. This critical role will be responsible for developing, implementing, and maintaining comprehensive safety programs to ensure a safe and healthy work environment for all employees, contractors, and visitors. The Health & Safety Manager will be the primary point of contact for related regulatory agencies and will oversee the facility's Process Safety Management (PSM) program.
Duties and Responsibilities
Safety Program Development and Implementation:
- Develop, implement, and maintain comprehensive written safety programs, policies, and procedures in compliance with all applicable federal, state, and local regulations (OSHA, EPA, DEC).
- Develop and deliver engaging safety training programs for employees at all levels, including new hire, job-specific training, and refresher courses.
- Conduct regular safety audits and inspections of the facility to identify potential hazards and ensure compliance with safety regulations and company policies.
- Lead and participate in incident investigations, root cause analysis, and the development of corrective and preventative actions.
- Track and analyze safety performance metrics, identify trends, and develop strategies for continuous improvement.
- Manage the facility's personal protective equipment (PPE) program, ensuring proper selection, use, and maintenance.

- Manage the mechanical integrity program, including inspections, testing, and maintenance of critical equipment.
- Ensure compliance with management of change (MOC) procedures for process modifications.
- Coordinate pre-startup safety reviews (PSSRs) for new or modified processes.
- Develop and maintain operating procedures, safe work practices, and emergency shutdown procedures.
- Oversee the training and qualification of employees involved in PSM-covered processes.
- Conduct regular PSM audits to ensure program effectiveness and compliance.
Regulatory and Insurance Compliance and Reporting:
- Serve as the primary point of contact for regulatory and insurance inspections and inquiries.
- Maintain accurate and up-to-date safety records and documentation.
- Prepare and submit required regulatory reports in a timely and accurate manner.
- Stay abreast of changes in safety regulations and communicate these changes to relevant personnel.
Leadership and Collaboration:

Job Description:
Parsons is seeking a talented Health & Safety Manager to join our team. In this role, you will provide expertise, advice, and technical assistance to project or program managers in implementing risk management practices and ensuring compliance with regulatory and client SH&E requirements. You will represent the company in all SH&E matters related to projects and programs. This position reports functionally to the SH&E director and administratively to project or program managers.

What You'll Be Doing:
- Lead SH&E specialists in implementing work plans and risk management practices.
- Represent the business unit SH&E director on project sites.
- Advise project teams to conform with Parsons’ Environmental, Safety, Health, and Risk Program (ESHARP) and policies.
- Develop site-specific safety and compliance programs, training, and orientations.
- Collaborate with project managers to evaluate subcontractors’ SH&E performance and culture.
- Audit projects and worksites against standards; prepare audit reports.
- Inspect worksites for hazards; provide guidance to eliminate or control risks; document findings.
- Manage occupational injury and incident reporting processes.
- Conduct incident investigations and root cause analyses.
- Work with teams to implement corrective actions; document investigations and lessons learned.
- Perform trend analyses on audit, inspection, and incident data; produce regular reports.
Required Skills and Qualifications:
- Bachelor's Degree in Occupational Safety and Health or related field (or equivalent experience).
- Minimum 10 years of experience in Health and Safety, including supervisory roles.
- Extensive knowledge of federal and state safety regulations and reporting procedures.
- Advanced understanding of safety standards (e.g., ANSI, NFPA).
- Excellent communication skills, both oral and written.
- Ability to supervise and manage teams effectively.

**What You'll Be Doing:**
+ Leads full-time, part-time, and collateral duty project and program SH&E specialists in implementing work plans and the company's risk management practices.
+ Represents the business unit SH&E director on project or program worksites.
+ Advises and assists project manager, program manager and/or other project and program personnel in conforming to Parsons' Environmental, Safety, Health, and Risk Program (ESHARP) management system and Parsons' policies and procedures.
+ Develops site-specific work plans, SH&E compliance programs, training programs, and orientation plans fully conforming to relevant SH&E regulations, Parsons' ESHARP management system, and client requirements.
+ Collaborates with project and program managers to evaluate (sub)contractors' SH&E performance, planning, and culture to be consistent with the company's risk management practices and core values.
+ Audits projects and programs and their worksites against corporate standards; creates and submits written audit reports.
+ Inspects worksites to detect hazards and provides expertise to project personnel to eliminate/control the SH&E risks associated with exposure to the hazards; creates and submits written inspection reports.
+ Implements Parsons' occupational injury and incident reporting and management processes.
+ Initiates and conducts thorough incident investigations and root cause analyses using defensible protocols.
+ Collaborates with project or program managers, craft workers, and other project or program personnel to identify effective corrective actions; creates and submits comprehensive investigation reports and lessons learned.
+ Performs trends analyses on audit findings, inspection findings, and incident reports; creates and submits regular analysis reports.
**What Required Skills You'll Bring:**
+ Bachelor's Degree in Occupational Safety and Health or related field (or equivalent experience)
+ Minimum 10 years of related work experience in the field of Health and Safety, including some supervisory experience
+ Extensive knowledge of Federal and State health and safety regulations and reporting procedures
+ Advanced knowledge of safety-related national consensus standards (e.g., ANSI, NFPA)
+ Exceptional interpersonal, oral, and written communication skills
+ Ability to perform in a supervisory/managerial capacity
