Overview

Fixed Networks Lead – Engineering & Networks. We are seeking a seasoned Fixed Networks Lead to join our Engineering & Networks team, working on strategic telecommunications projects across the Middle East. In this leadership role, you will oversee the end-to-end design, planning, and execution of fixed network infrastructures—including fiber, copper, xDSL, and FTTx—to enable high-performance broadband and enterprise connectivity solutions. You will lead technology strategy, network modernization initiatives, and performance optimization across diverse fixed network domains as a subject matter expert with deep multi-vendor experience and complex architectural knowledge.

Key Responsibilities
  • Network Architecture & Design: Lead the end-to-end planning, design, and evolution of fixed access network infrastructure (fiber, copper, xDSL, FTTx).
  • Oversee network architecture development, ensuring alignment with technology roadmaps, business goals, and service quality targets.
  • Develop scalable and cost-effective engineering designs to support current and future broadband and enterprise service demands.
  • Strategic Initiatives & Transformation: Drive strategic programs such as fiber expansion, fixed network modernization, and capacity upgrades.
  • Evaluate and incorporate new technologies to ensure future-proof, state-of-the-art infrastructure.
  • Ensure compliance with relevant industry standards, regulatory frameworks, and internal engineering policies.
  • Collaboration & Leadership: Engage with vendors, technology partners, and internal teams to assess, recommend, and deploy network technologies.
  • Provide leadership and technical guidance across cross-functional engineering, operations, and project teams.
  • Advise executive stakeholders on architecture trends, risk management, and capital planning.
  • Performance Monitoring & Optimization: Define KPIs and monitor fixed network performance, reliability, and availability.
  • Lead troubleshooting and root-cause analysis of complex network issues with operations and maintenance teams.
  • Identify opportunities for efficiency, automation, and continuous improvement.
  • Resource & Budget Management: Develop and manage engineering budgets, project resources, and timelines.
  • Ensure alignment between capital investment plans and network infrastructure growth.
Qualifications & Experience
  • 15+ years of experience in Fixed Networks design, planning, and operations.
  • Proven expertise in fiber, xDSL, FTTx, copper networks, and related access technologies.
  • Deep knowledge of multi-vendor environments and complex network architecture.
  • Strong understanding of telecommunications industry standards (ITU-T, ETSI, MEF, etc.).
  • Bachelor’s degree in Engineering, Telecommunications, or related field; Master’s or certifications such as PMP, CCNP, FTTH Council preferred.
  • Experience in greenfield deployments, transformation programs, and regulatory-compliant environments is a plus.

We are seeking an experienced and forward-thinking OSS Networks Lead to join our Engineering & Networks team in the Middle East. This strategic role is critical for the design, deployment, and lifecycle management of OSS (Operations Support Systems) to support advanced telecom networks including 2G, 3G, LTE, 5G, and fixed-line services. The ideal candidate will be a subject matter expert with over 15 years of OSS experience, proven expertise in complex, multi-vendor environments, and a track record of enabling digital operations, automation, and service assurance.

Key Responsibilities:

OSS Architecture & Design:

  • Lead the design and configuration of OSS components to support end-to-end network and service operations.
  • Align OSS architecture with network requirements to ensure scalability, reliability, and seamless integration with all network elements.
  • Define blueprints and roadmaps for OSS/BSS capabilities that support both traditional and autonomous networks.

Technology Innovation & Optimization:
  • Recommend improvements and enhancements to OSS design and toolsets to improve performance, reduce cost, and elevate user experience.
  • Drive the adoption of emerging technologies such as AI, ML, GenAI, analytics, and autonomous networking (AN) to modernize OSS platforms.

Integration & Operations Support:
  • Ensure proper integration of OSS/BSS into the client's operational structure for efficient service delivery and incident management.
  • Validate interface functionality and assess compatibility across modules.
  • Embed OSS/BSS capabilities into E2E testing, ensuring observability, traceability, and service quality across all network layers and customer services.

Leadership & Governance:
  • Provide strategic guidance across multiple teams and act as a trusted advisor to technical and business stakeholders.
  • Lead and influence cross-functional teams in designing and implementing OSS solutions that address business and operational challenges.
  • Ensure that all operational tools are identified and aligned to support E2E service delivery and lifecycle management.

Data & Service Management:
  • Enable data management, including access, quality, and enablement across network and customer service domains.
  • Define OSS strategies for resource management, service assurance, and proactive performance monitoring.

Required Qualifications & Skills:
  • Minimum 15 years of experience in OSS/BSS engineering and operations within telecom environments.
  • Proven expertise in OSS/BSS systems design, deployment, and lifecycle management.
  • Deep understanding of network technologies (2G, 3G, LTE, 5G, fixed) and multi-vendor system integration.
  • Strong familiarity with industry standards and best practices (TM Forum, ETSI, ITIL, etc.).
  • Demonstrated experience in greenfield and mission-critical environments.

ROLE OVERVIEW

The Port OT Networks Architecture Manager is responsible for the design, deployment, and secure operation of OT Network Infrastructure critical to the automation ecosystem of the port of Neom. The role ensures seamless connectivity, system reliability across all OT domains, enabling the safe and efficient delivery of projects, functioning of cranes, yard equipment, control systems, and other operational assets. The position acts in delivering a scalable, resilient, and standards-aligned OT environment for one of the region’s most advanced digital ports.

REQUIREMENTS SUMMARY

  • Lead the design, implementation, and lifecycle management of OT networks across automated port infrastructure (e.g., cranes, ERTGs, IGVs, sensors, control systems).
  • Ensure secure, high-availability connectivity for all automation systems, with proper OT/IT segmentation.
  • Oversee end-to-end deployment of OT field networks, access layers, and core connectivity to control rooms and data centers.
  • Drive implementation of OT-specific cyber hardening measures in alignment with frameworks such as HCIS and NCA OTCC.
  • Support commissioning and operational readiness of equipment with structured OT network services.
  • Maintain accurate documentation of OT network topologies, patching plans, and Networks interfaces.
  • Provide operational support for OT Networks fault isolation, RCA, and performance improvements.

The Port OT Networks Architecture Manager responsibilities will include, but not be limited to:

Stakeholder Management

  • Develop and implement engagement plans to align OT network architecture with business, operations, and regulatory needs.
  • Build and maintain strong relationships with internal stakeholders (Operations, HSE, Engineering, Cybersecurity) and external partners (vendors, regulators, and contractors).

Project Management

  • Provide senior management with regular updates on OT network architecture status, risks, dependencies, and opportunities.

  • Coordinate with multiple project teams (ICT Active, ICT Passive, ELV, SCADA, Crane Systems, and Gate Management Systems) to ensure OT network requirements are fully integrated into project planning and commissioning.
  • Track and monitor OT network-related activities and their contribution to successful project delivery, ensuring compliance with industry and regulatory standards.

Leadership

  • Prepare and deliver technical presentations, reports, and architecture documents tailored to both senior management and operational stakeholders.

Plan and manage the scope of work for projects in the design and implementation phases of the BOOT/ PPP and the Design & Build projects and ensures that works are executed as agreed in terms of quality, standards, materials, schedule and cost in order to meet The Red Sea Utility Company’s (RSUC) and RSG business objectives and requirements.

Job Responsibilities:

  1. Strategic Contribution:
    • Contribute to the development and implementation of the annual business plan, and target and implement the strategic agenda of the RSUC Technical Services function to deliver RSUC’s and RSG vision and mission.
    • Develop and implement strategic plans and functional roadmaps for the distribution of dry utility initiatives aligned to RSUC goals.
    • Ensure that the dry utilities distribution strategy is translated into operational business plans for the RSUC Technical Services function and monitor the performance and execution of those plans to achieve functional objectives and deliver the company’s strategy.
    • Provide direction to the dry utilities distribution team, fostering a culture of collaboration, innovation and continuous improvement.
  2. Dry Utilities Technical Services (Distribution) – Responsibilities:
    • Lead & guide the distribution team to contribute towards design, construction, testing and commissioning projects within dry utilities.
    • Supervise the preparation of the employer requirements, tender documents, scope demarcation for the technical advisors, engineering consultant, independent engineers, design & build contractors, and the Public Private Partnership (PPP), and contribute to initiating the bidding process by providing relevant inputs specific to distribution of dry utilities.
    • Assist in managing the assessment of the technical bids specific to distribution of dry utilities and support in the selection and appointment of a suitable engineering consultants, technical advisory consultants, independent engineers, design & build contractors, and PPP consortia / project companies.
    • Lead & manage the engineering design and the development and delivery of the dry utility transmission & distribution systems including the power supply transmission & distribution systems and the associated cooling distribution network for district cooling plants.
    • Support in developing detailed delivery schedules where the technical services and engineering managers define design, construction, testing and commissioning phases road map and ensuring that time and cost are managed effectively and efficiently.
    • Support in reviewing the project design and ensure that the required technical details are obtained from the relevant functions to clarify technical aspects and materials used in the project and provide inputs specific to distribution of dry utilities to contribute towards cost planning.
    • Ensure the consultants and the contractors have obtained the requisite permits from the relevant authorities before the dry utility transmission & distribution systems plans are finalized, tenders are issued to bidders, and the contractors commenced construction works on site.
    • Ensure the progress of the engineering design and construction works to ensure the design and construction is being carried out as per the approved plans and in compliance with the contract requirements.
    • Assist in the decision of critical issues during the engineering design and the construction phases, verifying claims for extra work, and coordinating with the other RSUC and RSSG functions where necessary.
    • Monitoring the commissioning and testing including the 3rd party testing, startup test, trial run tests, performance tests, reliability tests, annual capacity tests and ensure that all major/ main systems and sub systems for the dry utilities are meeting the technical, functional specifications and the contractual requirements prior to issuing the acceptance certificates for the dry utilities transmission & distribution systems projects.
    • Ensure all documents including engineering and technical studies, engineering design reports, drawings and manuals, and operational & maintenance plans are obtained from consultants/ technical advisors, contractors, and PPP companies.
    • Manage the review of the Technical Advisors and the Independent Engineers reports and submittals.
    • Provide technical support to other RSUC functions including the Technology Utilities & Metering, Operations, New Developments and Commercial Services.
    • Review the progress of projects along with the cost management and the planning management teams, and monitor and control projects against budgeted costs, quality, and schedule to ensure that the project specifications are aligned with tender documents.
    • Manage the relationship with the consultants and subconsultants, plan upcoming works, oversee the quality of work, and recommend appropriate measures to ensure that project delivery date and technical requirements are met.
    • Manage the identification, assessment, and mitigation of different aspects of risks presented on the project to create preventative risk methods and avoid potential delays and added cost.
