Responsibilities- Ensure compliance with database standards, quality, and content specifications
- Serve as the primary contact for database release processes and cross-departmental collaboration
- Lead key initiatives within large geographic areas, map layers, or Data Engineering services like Cloud Analytics and Data Mining
- Advocate for product quality and timely delivery while balancing customer satisfaction
- Maintain and expand proficiency in database processes, specifications, and quality assurance techniques
- Manage certification processes, including validation exceptions, queries, and quarterly checks
- Act as primary contact person for database related questions for Technical Operations, Data Ops, Product & Release Planning and software engineering teams
- Maintain proficiency in all facets of the processes utilized in the maintenance, enhancement and creation of HERE databases including proficiency in database specifications, quality assurance and quality control
- Maintain the process for releasing a database (including reports, visual checks, batch processes, and is responsible for ensuring the preparation, coordination, implementation and control of the overall release of the database)
- Manage and executes database analysis projects
- Coordinate preparation, updating and release of database release notes and pedigree

- Familiarity with applying AI or machine learning techniques to geospatial data is a strong advantage
- Proficiency in Microsoft Office; familiarity with SQL, Python, FME, Startbust or similar programming languages used in spatial data processing is a plus
- Strong collaboration and communication skills, with the ability to work effectively across multidisciplinary teams

Our Associate Consultants and consultant will support and manage the delivery of data and digital transformation projects as part of our Saudi Arabia team. They will be responsible for defined areas of focus and ensuring successful delivery against agreed outcomes, primarily supporting high-profile clients in the oil, gas, and petrochemical sectors.

Tasks may include, but are not limited to:
- Delivering projects in data analytics, AI model development, data management, and digital transformation
- Supporting and managing delivery of sector-specific initiatives in oil, gas, and petrochemicals
- Documenting detailed requirements, solution specifications, and project plans
- Conducting technical research and due diligence for emerging digital solutions
- Facilitating collaboration between internal teams, client stakeholders, and technology partners
- Contributing to sustainability-focused initiatives, including circular economy projects, carbon capture & storage (CCS), and supply chain optimization
- Managing and tracking project progress using formal delivery tools (e.g., Gantt charts)

Qualifications- Strong academic background in Business, Engineering, Economics, or related fields
- Consultants/Senior Consultants: 3-7 years of relevant experience
- Prior experience in top-tier consulting firms or leading industrial companies is highly valued
- Experience in planning, managing, and delivering complex digital and data projects
- Knowledge of sustainability, circular economy, CCS, and advanced computing tools is an advantage
- Business proficiency in Arabic and English is essential
- Willingness to relocate within Saudi Arabia depending on project requirements

What You'll Be Doing
- Design and implement data management strategies for transportation datasets, including ingestion, processing, and storage of traffic, sensor, and mobility data from diverse sources (e.g., ITS systems, APIs, sensors).

Purpose of Job
Jobholders at this level are capable of operating with minimal supervision. They contribute to the completion of milestones or operational targets within the assigned functional area. They undertake operational activities including performing research and benchmarks, ensuring completeness/validity/reliability of content, conducting statistics, conducting analytical studies using certain tools and models, and drafting reports to management.
Job Responsibilities
Data Collection, Analysis, and Reporting
- Analyze the data and reporting needs of various internal and external stakeholders
- Develop research agenda and prioritize research activities as per GSTC objectives to improve related research output
- Develop reporting framework and standard designs for standard and periodic reports that will be issued for various stakeholders
- Identify partners/stakeholders (i.e., universities, OECD, international tax organizations, etc.) to collaborate with thought leaders, prepare joint studies and research and share them locally and internationally
- Implement necessary measures to ensure that data is permanently available to serve the research, studies and reporting processes
- Coordinate with other functions when needed to collect and align on information and data
- Perform detailed research and comparative studies with similar regional and global institutions in line with research methodology to fulfill requests
- Organize received information and documents and ensure completeness and reliability of content
- Analyze lawsuits, case data (case classification/case type/objection type and number/plaintiff req/total amount), hearings, decisions to enable the implementation of all periodic and annual statistical studies and reports
- Review data and information of submitted claims, analyze them and issue related reports
- Perform studies on taxation dispute settlement procedures conducted at GSTC and its branches and develop statistical reports accordingly
- Monitor the performance of the electronic system ensuring reflection of system's data and information to performance dashboards and develop accurate and timely reports to management
- Conduct comparative research and studies between ZATCA operations (type and number of registered taxpayers/ number of links exported/ number and types of fines/ number of objections/ number of notices issued according to the type of each objection/ objection amounts, etc.) and compare it with the number of lawsuits registered with GSTC and the types and classifications of the lawsuits
- Conduct analytical studies on the impact of media campaigns published on communication platforms on the number of lawsuits and awareness of customers
- Conduct comparisons between legal and technical opinions with the minutes of committee sessions
- Conduct periodic analytical studies to measure and analyze GSTC performance (case registration/ legal & technical studies/ drafting decisions, etc.)
- Develop accurate and timely periodic, special and annual GSTC reports to be submitted to senior management for review and approval in preparation to be submitted to the Board of Directors of ZATCA
- Coordinate for publication of reports on GSTC's website and its social media accounts
Organization and Operations
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
