Job Brief:

Our client is seeking an experienced Operations/Plant Manager who has successfully managed greenfield manufacturing projects within the last three years. This role requires a hands-on leader capable of setting up the factory from the ground up, coordinating with local authorities, finalizing the facility, and eventually leading full-scale operations.

Job Responsibilities:

1. Project Setup & Facility Development

  • Work with local authorities to evaluate and secure suitable factory options (land lease for construction, ready-built factory for rent, or purchase).
  • Lead negotiations and ensure compliance with local legal, regulatory, and environmental requirements.
  • Collaborate with consultants, contractors, and government bodies during factory establishment.
  • Coordinate with the production team to transfer layouts, workflows, and technical know-how.

2. Manufacturing Operations

Job Requirements:

  • Bachelor's degree in 
    Engineering
     (Mechanical/Industrial/Chemical preferred). A master's degree is an advantage.
  • 10+ years of experience
     in manufacturing operations, with at least 
    3 years in greenfield project setup
    .
  • Proven 
    track record of working with the government authorities
     for industrial permits, land/facility acquisition, and compliance.
  • Strong knowledge of manufacturing processes, equipment installation, and plant commissioning.
  • Experience in insulation, construction materials, or related manufacturing industries preferred.
  • Excellent leadership, problem-solving, and decision-making skills.
  • Fluency in English required; 
    Arabic proficiency strongly preferred
    .

  • Engie Al Jubail for O&M company Ltd performs services through an O&M agreement for the Owner of the SWRO Plant: Al Jubail International Water Company.
  • The project is a Greenfield IWP with a 25 year WPA with single off-taker Saudi Water Partnership Company.
  • The Job Holder will be based at Al Jubail SWRO Plant that will be located in the industrial city of Al Jubail on the Arabian Gulf coast in eastern Saudi Arabia, around 100 kilo meters from Dammam. The Al Jubail SWRO Plant will serve Riyadh and Qassim with potable water. The plant will include storage tanks with one day's production capacity in addition to in-house solar capacity to reduce power consumption from the kingdom's national grid.
  • The Job Holder leads the Operations & Maintenance Department in a safe and efficient manner. He is responsible for setting Departmental Objectives, delivering targets (quantity and quality) as well as execution of the company strategy.

HSE & Sustainability

  • Ensure compliance with health, safety and environmental norms and legislation

  • Monitor sustainability KPIs and related improvement activities (waste, energy and water consumption)

Product availability & quality targets

  • Supervise the deployment of the strategic plan and annual/monthly production plan

  • Ensure the plant quality trends monitoring and targets achievement (waste, outgoing quality, etc.)

  • Develop the volume loss analysis and define/implement the countermeasures accordingly

  • Guarantee compliance with the international standard (ISO 9001, etc.)

  • Coordinate customer audit management and certification

Industrial Development

  • Develop and execute the maintenance annual plan

  • Implement the investments plan in alignment with the annual/strategic plan

  • Perform the gap analysis of the machinery structure capability

Organization development

  • Supervise the hiring process for the industrial area

  • Ensure the correct development of the competencies needed to guarantee the achievement of the plant objectives.

  • Implement and maintain efficient/lean processes and organizations within the plant

  • Guarantee the correct implementation of the continuous improvement and Pirelli Manufacturing System methodology and approve the main training initiatives

People Management

  • Guarantee clear communication with the people supervised, clarifying professional expectations and highlighting individual contribution to the overall company strategy

  • Provide oversight and direction to the employees in the operating unit in accordance with the organization's policies and procedures

  • Manage and develop of the people supervised in terms of competencies and skills, also by defining and supporting training initiatives

Competencies/Requirements

  • A basic knowledge of the Microsoft Office suite is required.
  • English language is mandatory, Arabic or an additional language is a plus;
  • Industrial experience is mandatory (Tyre industry is a plus)
  • Corporate social responsibility (CSR)

Overview:
The Manufacturing Manager is responsible for overseeing and optimizing all aspects of manufacturing operations to ensure efficient, cost-effective, and high-quality production. This role is crucial for achieving company goals, maintaining compliance with Saudi regulations, and driving continuous improvement within the factory environment

Key Responsibilities:

  • Oversee daily manufacturing operations and manage production schedules to ensure timely delivery of products
  • Implement cost-effective production methods while maintaining and improving quality standards
  • Lead and develop the manufacturing team, including recruitment, training, performance management, and fostering a culture of safety and excellence
  • Drive continuous improvement initiatives to enhance productivity and reduce waste
  • Ensure compliance with Saudi health, safety, and environmental regulations, as well as any industry-specific standards
  • Monitor and analyze production KPIs, such as efficiency, downtime, cost management, and quality metrics, and take corrective actions as needed 1
  • Coordinate with supply chain, engineering, and quality assurance teams to ensure seamless operations and timely material flow
  • Maintain and schedule preventive maintenance for all manufacturing equipment to minimize downtime
  • Prepare and present regular performance and progress reports to senior management
  • Support business growth by developing and executing plans for capacity expansion, process upgrades, and new product introductions

Required Qualifications and Skills:

  • Bachelor’s degree in Industrial Engineering, Manufacturing, Mechanical Engineering, or a related field
  • Minimum 5 years of managerial experience in a manufacturing environment, preferably within Saudi Arabia or the GCC region
  • Strong knowledge of manufacturing processes, production management, and regulatory compliance in Saudi Arabia
  • Proficiency in ERP systems, lean manufacturing tools, and Six Sigma methodologies
  • Excellent leadership, team management, and coaching skills
  • Strong analytical, problem-solving, and decision-making abilities
  • Effective communication and interpersonal skills, with fluency in English (Arabic is an advantage)
  • High integrity, attention to detail, and the ability to work under pressure
  • Valid driving license and willingness to travel as required
  • Experience in sectors relevant to Saudi industry, such as geodesic domes, oil industry components, or metal manufacturing, is highly desirable.
  • Familiarity with Saudi customs clearance and import procedures is a plus
