Job Title: Commissioning Machinery Supervisor

Mission

Ensure safe commissioning, start-up and maintenance execution on Rotating Equipment, compliant with HSE rules, legislative regulations and international std.
Set and promote Leadership in Safety attitudes.
Bring leadership and supervision and provide support to team members in terms of technical and individual performance capability.
Be responsible for supporting the close out of any gaps in the competency standards for all team members.

Tasks

Ensures that all activities within his area of responsibilities are done in full compliance with the HSE requirements.
Actively contributes to Safety Walk down. Prepares incident reports and contributes to investigations.
Approves work permits during his shift as per procedure to enable the execution of scheduled works. Ensures the works are conducted in compliance with approved safety and quality standards.
Identifies, reports and follow up risks within his area of responsibility.
Identifies and control hazards to avoid damage to equipment, personnel and the environment.
Supervises the Pre-Commissioning, Commissioning & Start-up activities according to the approved procedures and issue reports.
Supports the specialists and the Vendors for the execution of the activities.
Coordinates the activities on rotating equipment with Electrical Substation and Technical Room.

Fleet Management

  • Supervise preventive maintenance and repair programs to ensure high equipment availability and reliability.

Rental Sales and Customer Management

  • Develop and execute marketing and sales strategies for rental services; identify and expand new customer segments and market opportunities.
  • Manage the full lifecycle of rental contracts including negotiation, execution, and renewal.
  • Build and maintain strong customer relationships; handle inquiries and complaints to ensure high customer satisfaction.
  • Monitor rental pricing strategies to ensure competitiveness and profitability.

Financial and Risk Management

  • Prepare rental business budgets and monitor execution; control operational costs (e.g., maintenance, logistics, labor).
  • Analyze key performance indicators (KPIs) such as equipment utilization, ROI, rental collection rate, and bad debt ratio; report regularly.
  • Manage rental receivables and ensure timely collections.
  • Assess and manage risks related to credit, equipment damage/loss, and market fluctuations.
  • Ensure compliance with Saudi financial, tax, and legal regulations relevant to rental operations.

Team Management

  • Recruit, train, manage, and motivate rental operations team members (e.g., dispatchers, site coordinators, customer service representatives).

II. Dealer Rental Capability Development Support

Needs Assessment and Planning

  • Evaluate current rental operations, capabilities, and resource gaps of authorized dealers.
  • Collaborate with dealer leadership to define rental business development goals and implementation roadmaps.

Team Building and Training

  • Assist dealers in recruiting and forming rental operations teams.
  • Provide comprehensive training to dealer teams (sales, operations, management) covering rental processes, contract management, equipment handling, customer service, financial analysis, and other core competencies.
  • Share LiuGong’s global and local best practices.

System and Process Development

  • Guide dealers in establishing standardized rental workflows (from inquiry to contract closure).
  • Support the development of equipment management systems, including IT system recommendations.
  • Help dealers formulate key policies for pricing, credit evaluation, and risk control.

Ongoing Support and Performance Improvement

  • Conduct regular dealer visits to provide on-site guidance and resolve operational challenges.
  • Monitor dealer rental KPIs and offer analytical insights and improvement suggestions.
  • Facilitate experience sharing and collaboration among dealers and between dealers and LiuGong Saudi Arabia.

Qualifications and Requirements

Mandatory Requirements

Education

Bachelor’s degree or above in Engineering, Mechanical, Business Administration, Marketing, Finance, or related fields preferred.

Work Experience

  • Minimum 5–7 years of rental operations management experience in construction equipment, heavy machinery, automotive, or related industries, with at least 3 years in a managerial role.
  • Must have work experience in Saudi Arabia or the GCC region, with deep understanding of local business practices, cultural norms, and legal regulations (especially related to rental, labor, and taxation).

Core Competencies

  • Exceptional rental operations management skills: Proficient in full lifecycle equipment rental management (procurement, dispatch, maintenance, disposal), contract administration, cost control, risk management, and profitability analysis.
  • Solid technical knowledge of construction equipment: Familiar with performance, applications, and maintenance of excavators, loaders, cranes, rollers, etc.
  • Strong commercial and financial acumen: Capable of analyzing market trends, setting pricing strategies, conducting financial forecasting and budget management, and interpreting key financial metrics.
