**Position Summary**

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

**The work location can be Jubail or Ras-Al-Khair.**

**Major Responsibilities**:
**Job Purpose**:

- Support the coordination, maintenance and monitoring of the Resilience Program (Emergency and Crisis Management) for the Royal Commission in Jubail and the Royal Commission in Ras Al Khair.

**Operational tasks**
- Support the development, audit and review of emergency plans to address the risks to Jubail Industrial City and Ras Al Khair Industrial City.
- Develop, write and maintain the Crisis and Disaster Management Department Emergency Plan and assist in relevant training, exercise and learning opportunities.
- Look for any emergency management gaps in the Royal Commission's capabilities, establish the appropriate solutions, and submit recommendations and observations to the relevant sector.
- Maintain records and database of emergency plans including the audit, review and recommendations to ensure all plans remain valid.
- Identify and make recommendations of opportunities to enhance emergency management capabilities using best practice.
- Coordinate and communicate with the appropriate authorities as assigned by the Department Director.
- Work with and across all sections of the Crisis and Disaster Management Department to ensure continuity of services and workloads.
- Assist in the development, design and delivery of training and exercises to test emergency plans and capabilities including all learning lessons processes.
- Be prepared to represent the Crisis and Disaster Management Department at Emergency Operational Planning Groups.
- Be prepared to respond to emergencies, crises or disasters affecting Jubail Industrial City and Ras Al Khair Industrial City.
- Assist with requests from the Director of Crisis and Disaster Management Department.
- Other related tasks as assigned.

Role Overview

The Head of Resilience Strategy & Operations is responsible for leading and implementing NEOM’s Resilience Strategy, ensuring cross-organizational alignment, and overseeing key resilience functions across Crisis Management, Business Continuity, Strategic Urban Resilience, Contingency Planning, and Resilience by Design. This role integrates resilience considerations into NEOM’s broader GRC strategy, collaborating with cross-functional teams and external partners to establish NEOM as a global leader in resilience practices and technologies. The Head of Resilience Strategy & Operations safeguards NEOM’s infrastructure, services, and reputation through proactive resilience measures. Additionally, this role provides leadership and support during active NEOM Crisis events to ensure effective response and coordination.

Responsibilities
  • Take the overall technical lead on the management of the Innovations and Investment fund to meet project goals and catalyze private and public investment in target areas.
  • Design and develop processes, guidelines, and manuals for fund management based on Mercy Corps global best practices and in compliance with USAID rules and regulations.
  • Develop tactical and strategic plans for the fund to leverage co-investments and ensure alignment with key result areas of the project.
  • Ensure fund activities do not create unfair competition among market actors and support activities across project target areas.
  • Participate in the development of overall project implementation plans and design NOFOs, Annual Program Statements, and related procurement processes; manage awards.
  • Review fund applicants’ budgets for completeness, cost realism, and budget compliance; conduct pre-award financial reviews with the finance and compliance teams.
  • Coordinate sub-award selection, draft sub-awards, negotiate terms, and modify sub-awards as needed; identify potential private sector, public, and community-managed partners for collaboration.

  • Prepare prior approvals, waivers, and other compliance requests to USAID; assist subrecipients with compliance requests as needed.
Qualifications
  • Master’s degree or equivalent in Finance, Economics, or Business Administration; or Bachelor's degree with significant experience.
  • Minimum 5–7 years of experience in enterprise development, investment management, and partnerships with private sector actors across on-farm, off-farm, wage and employment, nutrition, governance, and sustainability of partnerships.
  • Strong understanding of market systems development, facilitation, and the investments process; ability to engage private sector actors and attract investments.
  • Experience developing proposals and representing the organization with international and local partners.
  • Fluency in English; knowledge of local Ethiopian languages preferred.

Key Responsibilities

  • Lead the development, maintenance, and enhancement of Business Continuity and Disaster Recovery Plans across the organization.



  • Conduct and oversee risk assessments, Business Impact Analyses, and continuity capability evaluations to ensure robust preparedness.



  • Lead and coordinate Disaster Recovery (DR) planning and execution activities, including developing, testing, and validating Disaster Recovery Plans (DRP) to ensure operational resilience during disruptions.



  • Ensure all BCM activities comply with relevant regulatory requirements including SAMA, PDPL, and AML/KYC.



  • Stay current with industry standards, guidelines, and best practices in BCM, disaster recovery, and enterprise risk management.



  • Collaborate closely with the enterprise risk and IT teams to identify, assess, and mitigate organizational risks, particularly those related to technology.



  • Drive the integration of BCM practices into the organization’s risk management framework.



  • Provide data-driven insights to improve risk mitigation strategies and continuity planning.



  • Prepare and deliver regular reports and updates for senior leadership and the BCM Committee regarding the status and effectiveness of continuity efforts.



  • Develop and lead training sessions, workshops, and awareness initiatives across all departments to foster a strong continuity culture.



  • Plan, coordinate, and participate in regular BCM drills and exercises to test and validate readiness.



  • Support real-time response and recovery activities during incidents or disruptions, ensuring clear communication and coordination among stakeholders.



  • Lead post-incident reviews to capture lessons learned and implement continuous improvements.



  • Foster cross-functional collaboration with departments and external partners to ensure alignment and support of BCM initiatives.

  • Minimum 5-7 years of experience in Business Continuity Management, Disaster Recovery, and enterprise risk.


  • Proven experience with regulatory compliance , including SAMA (mandatory), PDPL , and AML/KYC .


  • Demonstrated expertise in developing and managing BCPs across complex, technology-driven environments.


  • Strong knowledge of enterprise risk management frameworks and methodologies.


  • Excellent communication and stakeholder engagement skills, with the ability to influence across all levels of the organization.
  • Experience in facilitating BCM training, awareness programs, and incident response coordination.
