S-Chem is seeking a highly experienced and technically adept Engineering Coordinator to lead and manage multidisciplinary engineering design activities—including process, mechanical, piping, civil, structural, electrical, and instrumentation—for a portfolio of complex brownfield projects.
The ideal candidate will serve as the technical expert, providing oversight to engineering contractors and ensuring full compliance with project specifications, international standards, and industry best practices. Key Responsibilities:
- Technical Leadership:
> Provide strategic direction and coordination support for all engineering activities within the Project Engineering Department across multiple disciplines and projects.
> Lead engineering kick-off meetings with engineering contractors to establish a clear design basis, define scope boundaries, and communicate compliance expectations.
> Conduct thorough design audits to identify gaps, deviations, or non-conformances in contractor deliverables, ensuring timely implementation of corrective actions.
> Serve as the primary technical reviewer for all detailed engineering documents, including P&IDs, PFDs, isometrics, datasheets, and material take-offs, ensuring accuracy, completeness, and alignment with project specifications.
> Validate critical engineering calculations such as hydraulics, stress analysis, heat transfer, and equipment sizing by applying advanced engineering principles and sound judgment.
> Ensure strict adherence to CPChem Engineering Standards (CPChemES) and relevant international codes and standards (ASME, API, ANSI, NFPA, ISO, ISA, IEC, EN) across all engineering disciplines.
> Promote and enforce inherently safer design principles and ensure full compliance with Process Safety Management (PSM) requirements.
> Actively take part in HAZOP, LOPA, SIL, and FMEA studies, ensuring that all findings are accurately reflected in the engineering documentation.
> Verify that safety-critical elements—such as pressure relief systems, emergency shutdowns, and fireproofing—meet applicable standards including API 520/521, IEC 61511, and NFPA.
> Guide engineering contractors on technology selection, licensor coordination, and preliminary cost estimates.
> Provide expert guidance to project engineers and contractors, assisting in navigating through technical deliverables required in various CPDEP (Chevron Project Development and Execution Process) phases.
> Support Project Engineers in developing a comprehensive engineering scope of work and inquiry packages.
> Resolve high-impact technical conflicts—such as piping stress versus equipment nozzle loads or thermal expansion versus structural constraints—through engineering analysis and sound judgment.
> Lead key project coordination meetings, including Design Coordination Meetings, 3D Model Reviews (60%/90%/IFC), and constructability review sessions.
> Ensure engineering contractors adhere to all contractual obligations by reviewing and validating work proposals, progress reports, invoices, and time sheets for accuracy and completeness.
> Strategically allocate work across contractors to maintain a consistent and capable core team that meets S-Chem’s long-term project needs.
> Proactively monitor engineering schedules, identify potential delays or bottlenecks, and engage stakeholders to implement timely corrective actions.
> Drive resolution of engineering issues through diligent follow-up, ensuring timely closure to maintain project momentum and contractor performance.
> Facilitate the resolution of Requests for Information (RFIs) and Technical Queries (TQs) in collaboration with contractors and internal stakeholders.
> Coordinate and manage document review cycles using digital platforms such as Coreworx, SmartPlant, and SharePoint, ensuring timely feedback and version control.
> Collaborate proactively with project teams and contractors to implement sustainable, long-term solutions, actively participating in root cause analyses to eliminate recurring issues and drive operational excellence.
Champion continuous improvement by identifying inefficiencies in engineering processes and procedures, and leading initiatives to enhance productivity, quality, and overall effectiveness.
Required Qualifications & Experience:
- Bachelor's degree in the Mechanical or Chemical Engineering.
- Minimum 10 years of proven experience in design engineering management and coordination within the renowned engineering firms, EPC/EPCM companies, or owner-side engineering design and coordination roles within petrochemical, oil & gas, or refining facilities.
- Exceptional technical judgment with the ability to make high-stakes engineering decisions.
- Strong negotiation skills to align contractors, vendors, and stakeholders on technical solutions.
- Mentorship capability to guide junior engineers and foster technical excellence.
- Technical Skills: The ideal candidate should demonstrate strong technical acumen and proficiency in interpreting and integrating multidisciplinary engineering deliverables, along with a good working knowledge of relevant codes and standards across various domains:
> General Engineering Deliverables:Skilled in interpreting PFDs, P&IDs, line lists, equipment sizing, datasheets, and material specifications.
> Process Design:Familiar with API 14E, API 520/521; capable of interpreting hydraulic analysis using tools such as AFT Fathom and AFT Arrow.
> Mechanical Engineering:Knowledgeable in ASME Section VIII, TEMA standards, and API 610/620/650; good grasp of pressure vessel and heat exchanger designs.
> Piping & Layout: Strong command of ASME B31 series codes, MSS-SP standards, ANSI specifications, and API 570. Excellent understanding of piping stress analysis (Caesar II), flange leakage evaluation (ASME PCC-1), and pipe support design (MSS SP-58/69). Able to review 3D models using S3D and Navisworks.
> Instrumentation & Control Systems:Knowledgeable in control logic development, loop diagrams, I/O allocation, and standards such as ISA and IEC 61511.
> Civil & Structural Engineering: Understanding of foundation design and steel structure engineering principles.
> Electrical Engineering:Good working knowledge of electrical system design and analysis, including load flow, short circuit, and arc flash studies. Familiar with IEC, NEC, and IEEE standards.
Familiar with PHA/HAZOP tools and methodologies.

The Project Team Leader (PTL) is the single point of accountability for the end-to-end project process necessary for a Capital Project to deliver on business objectives. The Senior Project Control Engineer II is responsible for leading all aspects of project control including scope, cost, schedule, risk, budget control, quality, resource planning, and stakeholder coordination to ensure efficient and successful project delivery . This role involves developing project plans, monitoring key performance metrics, implementing advanced project control methodologies, and ensuring alignment with Tasnee’s strategic goals and best practices .
Key Responsibilities
1. Project Control & Management
- Implement integrated project control methodologies to align projects with budget and schedule requirements.
- Develop project plans, WBS, schedules (Primavera P6/MS Project) , and cost estimates.
- Monitor project KPIs , including Cost Performance Index (CPI), Schedule Performance Index (SPI) , and Earned Value Management (EVM) .
- Identify project risks, develop mitigation strategies, and maintain the risk register .
- Conduct project audits, variance analysis , and implement corrective actions for improved performance.
2. Cost & Budget Control
- Prepare comprehensive project cost estimates and establish budget baselines.
- Track and optimize project expenditures to minimize waste and enhance profitability.
- Forecast project financial outcomes based on cost trends and consumption data.
- Collaborate with finance to ensure transparent reporting and compliance with budget policies.
3. Scheduling & Resource Management
- Create and maintain detailed project schedules using Primavera P6 , integrating risk and resource allocation.
- Track progress, analyze schedule deviations, and implement corrective measures to ensure on-time delivery.
- Monitor resource utilization , optimize workforce and equipment allocation, and prevent delays.
4. Quality, HSE & Stakeholder Engagement
- Develop quality control plans , conduct audits, and ensure all deliverables meet Tasnee’s standards.
- Oversee HSE compliance for all construction projects and ensure alignment with regulatory requirements.
- Maintain effective communication with internal and external stakeholders , including contractors, vendors, consultants, and authorities.
5. Procurement & Contract Management
- Participate in vendor selection, contract negotiation, and performance evaluation .
- Ensure timely procurement and delivery of materials and equipment to avoid project delays.
- Support contract administration , including monitoring contractor performance and resolving deviations.
- Generate dashboards and KPI reports for senior management, providing insights into cost, schedule, and resource performance.
- Document lessons learned and contribute to process improvement initiatives for future projects.
- Leverage data analytics and historical project data to optimize project control practices.
Qualifications & Certifications
- Bachelor’s Degree in Engineering (Mandatory)
- PMP Certification (Mandatory)
- PMI-RMP, CCEM, Project Control, or Contract Management Certifications (Preferred)
Experience
- 10+ years of experience in project control within petrochemical, oil & gas, construction, or industrial sectors .
- Proven expertise in costing, scheduling, EVM, risk management, and stakeholder coordination for large-scale projects .
Technical Skills
- Earned Value Management (EVM), CPI/SPI Analysis, KPI Monitoring
- Engineering Principles & Change Management

The project:
This is an opportunity to work on one of the largest programmes in Saudi Arabia. This unique project consists of major mixed-use development, including sports facilities, entertainment, and arts, along with all associated infrastructure.
The incumbent is responsible for ensuring the facades package is managed safely, effectively, and efficiently as well as being completed on time and within budget in accordance with the objectives of the client.
Manage and oversee all phases of construction projects from planning and design to execution and completion, client interface, and leading the technical quality of all project-related construction matters. From a façade bias as well as being a subject matter expert for the project in relation to the development and coordination of the facades.
Full ownership/responsibility - procurement, design, delivery including closeoutand commercial.
You’ll be responsible for:
Align project delivery with the client’s strategic objectives, mission, and vision.
Coordinate with architects, engineers, contractors, and stakeholders to meet project requirements.
Lead technical design processes, including surveys, reports, statutory approvals, and RFIs.
Collaborate with design teams to maximise quality and value while minimising risk.
Develop and manage health and safety strategies, ensuring stakeholder expectations are exceeded.
Establish policies and standards for modern methods of construction (MMC) and contribute to project execution plans.
Oversee facade construction, ensuring contractor compliance and managing progress against schedule and cost.
Support planning and commercial teams in developing integrated construction programmes and cash flow forecasts.
Supervise construction teams, resolve technical issues, and provide expert guidance on facade elements.
Lead stakeholder communication and talent development, and contribute to sustainability targets through innovative construction methods.
You'll need to have:
A relevant degree qualification.
Chartership or pursuing a similar level of professional qualifications.
Extensive construction facade experience. Ideally experience working with curved glass
Necessary visa criteria for the Kingdom of Saudi Arabia and have relevant work experience working on high-valued projects/programmes for a project management consultancy business, which are required for immigration and client approval.
Working experience in the MEA region.
Influential skills - experience in leading or senior roles on major construction projects.
