General Description of Role and Responsibilities:

Qualifications, Experience, Knowledge and Skills:

  • Bachelors degree in engineering, Construction, Business Administration or equivalent.
  • Total of 15 years of experience and 5 years of working experience in a similar role.
  • Holds a professional certification in Planning & Scheduling (PSP / PMI-SP/ or equivalent)
  • Holds a professional certification in Cost Management (CCE / CCP/ or equivalent)
  • Extensive knowledge of leading or executing project control elements such as project CPM scheduling, performance measurement, scope change management, control and management of budget and costs and project controls team is required.
  • Extensive knowledge of Primavera P6 is required. Experience with other systems and tools such as MS Project, Office suite, Power BI, Deltek Acumen Fuse, Asta Powerproject, and Oracle OPRA is desirable.
  • Possessing a PMP-SP (Project Manager Professional - Scheduler Professional PMI) Certificate or a similar certificate will also be valued.

Summary

In our finance function we aspire to set the industry pace for speed and accuracy of reporting. We aim to achieve this by driving our product pricing and terms, contracting, sales processes and systems into alignment. We are looking for a professionally qualified accounting leader with expertise in NetSuite to build scalable processes, automated through correct and auditable implementations in NetSuite, Salesforce and other connected business systems.

This lead will work across teams including product management, legal, FP&A, sales operations and commercial business systems to align understanding and ensure that the accounting and revenue recognition treatment of contracts and products is straightforward and correct, with a very high level of automation. Perhaps unusually we prefer a leader with deep personal interest in the software and technology industry, and ideally some data analytics and software engineering experience . The Systems & Controls Accountant will ensure the proper application of revenue accounting guidance for public market scrutiny. Ideally they will also be technically savvy and able to work effectively with technical teams and software engineers.

This is a driving position which requires confidence in presentation, setting goals, and directing the work of others. We expect to grow a team with a particular emphasis on systems and automation, that puts us at the top of the leaderboard for clarity, correctness, transparency and speed of reporting as a global tech company.

Location: This role is home-based in EMEA time zones, with the option to be based in our London office. It will report to our Global Head of Accounting.

  • Lead complex NetSuite configuration, workflows, customization, and integration

Job Description

Project Brief This PMO initiative supports the delivery of a multi-year, multi-billion-riyal capital development Programme aligned with national aviation objectives. Operating as an integrated consultancy–client team, the PMO provides strategic oversight, governance, and operational support to ensure that all projects across the national airport portfolio are delivered on time, within budget, and to the highest quality standards. The Programme encompasses portfolio management, project controls, engineering standardization, construction assurance, asset management, and governance functions, with direct engagement across multiple Operating Companies (OpCos).

Role Purpose Lead the project controls function within a high-profile national aviation PMO, overseeing cost, schedule, risk, and change control for a multi-billion SAR portfolio. Ensure standardization, data-driven decision-making, and performance excellence across multiple operating companies. Reports to the Head of Project Control.

Key Responsibilities

  • Strategic Leadership in Project Controls
  • Lead the implementation and continuous enhancement of the Integrated Project Controls Framework across all OpCos.
  • Ensure consistency with PMO guidelines, standards, and reporting requirements.
  • Provide oversight of portfolio-level cost, schedule, risk, and change control.
  • Cost Management: Oversee development of cost estimates, budgets, cash flows, and cost forecasts for the entire portfolio.
  • Manage cost control processes including earned value analysis, variance analysis, and benchmarking.
  • Schedule Management: Supervise the preparation and maintenance of integrated master schedules (L1–L4).
  • Review contractors’ schedules for compliance with PMO requirements.
  • Risk & Change Control: Maintain a live portfolio risk register, ensuring proactive mitigation strategies. Oversee the structured change management process, including impact assessments. Coordinate lessons learned and trend analysis to inform strategic decision-making.
  • Data, Reporting & Systems: Lead the production of monthly portfolio/program/projects reports, executive dashboards, and progress updates using Power BI and PMIS. Ensure data validation and integrity across all Operating Companies. Drive automation and digitalization initiatives for project controls.
  • Stakeholder & Team Engagement: Act as the primary interface between PMO project controls and Operating Companies, PMCs, contractors, and internal stakeholders. Mentor, coach, and develop project controls staff, promoting knowledge transfer and local talent development. Participate in strategic reviews with Matarat leadership and provide decision-support insights.

Qualifications

Education : Bachelor’s degree in Engineering or related discipline from an accredited university.

Experience :

  • 15+ years (minimum 12 years with exceptional profile) in project controls (Cost, Schedule, Risk & Reporting) on large, complex capital programs.
  • Proven track record in leading project controls teams on multi-billion SAR large-scale infrastructure projects – Aviation experience is a plus.
  • Demonstrated expertise in PMO environments, preferably with exposure to governance frameworks and integrated portfolio management.
  • Strong knowledge of engineering, procurement, contracts, construction, commissioning processes.
  • International exposure; KSA / GCC experience highly preferred.

Skills :

  • Advanced proficiency in Primavera P6, Cost & Risk management tools, Power BI, and PMIS systems.
  • Strong analytical, communication, and leadership skills.
  • Ability to operate at both strategic and detailed levels.
  • Experience in continuous improvement, process optimization, and talent development.

Key Responsibilities
