The Instructional Designer is responsible for overseeing the quality and progress of training materials and ensuring the successful execution of training content projects and program launches. The role includes monitoring the quality of training packages, supervising consultants, and preparing studies and reports to support executive decision-making and enhance operational efficiency.
Main Responsibilities- Design, develop, and enhance high-quality instructional materials and training packages aligned with the organization’s learning objectives and standards.

- Coordinate with relevant departments and stakeholders to ensure alignment between training programs and organizational goals.
- Support the launch and roll-out of training programs, ensuring timely and successful delivery.
- Prepare studies, analytical reports, and recommendations to support executive management in strategic decision-making.
- Participate in reviewing the department’s annual budget and operational plan by providing professional input and improvement suggestions.
- Measure the impact of training programs and propose improvements across trainers, venues, administrative processes, and delivery methods.
- Perform any other related tasks assigned by executive management.
- Bachelor’s degree in Accounting or an equivalent field.
- SOCPA Fellowship or any other relevant professional certification is preferred.

What You’ll Be Doing
- Break down product updates and processes into simple, scannable, and engaging learning content (think slides, facilitator guides, eLearning, job aids, quick videos, walkthroughs).
- Partner with the Product team to stay ahead of upcoming releases and turn feature changes into digestible training content.

- Hands-on experience with tools like Figma, Canva, Articulate Rise/Storyline, Google Slides, and LMS platforms.
- Able to turn raw inputs (Slack threads, Notion docs, product specs) into structured learning content.
- Strong writing and visual storytelling skills — you know how to make complex things sound simple.
- Comfortable working cross-functionally — especially with Product, Tech, and Ops teams.

- Preferred Qualifications
- 2+ years overall in L&D, CX enablement, or content design (minimum 1 year in instructional design).

Provide and supervise courseware and curriculum development services required to meet RSNF training program objectives. The required format(s) shall conform to the guidance provided in NAVEDTRA 130 series manuals for all curriculum development efforts.
Assess Courseware products according to current NAVEDTRA standards, understand the RSNF end-to-end process, and tailor the product for use within RSNF for curriculum modification management.
Analyze the current training systems, hardware, and software the RSNF uses.
Supervise the development, update and revision and Interactive Multimedia Instruction.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
