GovCIO is currently hiring for a SR Curriculum Development Specialist to lead the curriculum development team in providing technical and administrative support services to the Royal Saudi Naval Forces (RSNF) ESS program for the analysis, maintenance, and development of training curriculum, courseware, and training systems). This position will be located in Riyadh, KSA and will be an onsite position.

Responsibilities:

  • Analyze current courseware and curriculum used by the RSNF to identify training and education gaps and select appropriate media types and delivery modalities to satisfy new training requirements and enhance existing training solutions to align with job performance.

  • Provide and supervise courseware and curriculum development services required to meet RSNF training program objectives. The required format(s) shall conform to the guidance provided in NAVEDTRA 130 series manuals for all curriculum development efforts.

  • Assess Courseware products according to current NAVEDTRA standards, understand the RSNF end-to-end process, and tailor the product for use within RSNF for curriculum modification management.

  • Analyze the current training systems, hardware, and software the RSNF uses.

  • Supervise the development, update and revision and Interactive Multimedia Instruction.

The Instructional Designer is responsible for overseeing the quality and progress of training materials and ensuring the successful execution of training content projects and program launches. The role includes monitoring the quality of training packages, supervising consultants, and preparing studies and reports to support executive decision-making and enhance operational efficiency.

Main Responsibilities
  • Design, develop, and enhance high-quality instructional materials and training packages aligned with the organization’s learning objectives and standards.

What You’ll Be Doing

  • Break down product updates and processes into simple, scannable, and engaging learning content (think slides, facilitator guides, eLearning, job aids, quick videos, walkthroughs).
  • Partner with the Product team to stay ahead of upcoming releases and turn feature changes into digestible training content.
  • Co-create with Trainers and SMEs to make sure learning is accurate and practical.

  • Month 1: Get to know our products, agent workflows, tools, and tone. Shadow live sessions, training sessions, product demos, and knowledge syncs.

  • Month 4+: Take the lead on full content projects — from brief to delivery — and become the go-to for anything instructional design in agent education.

  • Excellent written English and Arabic with ***strong editing, formatting, and structuring skills
  • At least 1 year in instructional design and eLearning creation.
  • Hands-on experience with tools like Figma, Canva, Articulate Rise/Storyline, Google Slides, and LMS platforms.
  • Able to turn raw inputs (Slack threads, Notion docs, product specs) into structured learning content.
  • Strong writing and visual storytelling skills — you know how to make complex things sound simple.
  • Comfortable working cross-functionally — especially with Product, Tech, and Ops teams.
  • Detail-oriented and process-driven, with the ability to maintain consistency and quality under pressure

  • Preferred Qualifications
    • 2+ years overall in L&D, CX enablement, or content design (minimum 1 year in instructional design).
    • Bonus if you’ve worked in CX, product, or tech startups .
    • Experience with knowledge bases (like Notion, Zendesk, Helpjuice).
    • Experience collaborating with training, QA, compliance, or product teams
    • Experience supporting multilingual teams or agents with limited English proficiency is a plus.
