The Power Systems Manager is a full-time role that will support the Asset & Maintenance Team in their oversight and supervision of the Operations & Maintenance (O&M) Contractors for the Riyadh Metro Project. The expertise of the **Power Systems Manager **will ensure that the High Voltage, Medium Voltage, Low Voltage and Traction Power Systems used and maintained by the O&M Contractors will perform at the highest level of safety, efficiency, availability and reliability. The performance of HV, MV, LV and Traction Power Systems will be intrinsic to delivering a world-class metro service for Riyadh.
Our Client requires the person appointed to this role to have a minimum of 10 years’ management and technical experience within this area of expertise in a railway environment.

**Responsibilities & Duties**
- Demonstrate understanding of the safety significance in the operation and maintenance of the High, Medium and Low Voltage systems and Traction Power Systems in a railway environment and always place this safety as the highest priority;
- Technical management of Subject Matter Experts for **MV/LV Power Systems** and **Traction Power Systems;**
- Review the O&M Contractors’ submissions for MV/LV Power Systems and Traction Power Systems including asset and maintenance plans, procedures and work instructions;
- Support the coordination of the O&M Contractors with the Design & Build (D&B) Contractors with respect to MV/LV Power Systems and Traction Power Systems;
- Oversee and report on MV and LV and Traction Power Systems maintenance delivery activities by O&M contractors, verify that it is being carried out safely and to the Employer’s satisfaction;
- Responsible for measuring O&M Contractors’ performance in relation to MV and LV and Traction Power Systems, (must be capable of evaluating and adjusting performance where and when required);
- Advise on the Asset Management and Maintenance Strategy relating to MV and LV and Traction Power Systems;
- Monitor, audit and report Key Performance Indicators (KPI) relating to MV, LV and Traction Power Systems;
- Represent and support the Senior Asset & Maintenance Manager as needed; and Perform other duties as directed, in support of the Asset & Maintenance Team and the project.
**Qualifications**
- Technical management of engineering teams or similar;
- High, Medium and Low Voltage power supply networks, MV cable networks, MV distribution substations and MV switching stations and MV & LV switchgear;
- 750V to 1500V DC traction power systems including traction power substations
- AC and DC switchgear, HSCBs, VLDs, transformers, rectifiers, inverters, energy regeneration and AC & DC control & protection devices.
- Earthing, Bonding and Stray current mitigation/protection;
- LV power distribution systems, Lighting & small power distribution, Emergency Backup LV Generators, Power Factor Correction, UPS systems, and Central Battery Systems.
**Skills and Aptitude**

Attend the FAT & SAT visits to ensure all the performance criteria are met related to grid compliance requirements. The test shall be conducted with RTDS or other similar tools.
Review the updated model received from EPC based on FAT/SAT reports and ensure all the grid compliance requirements are met as agreed during the detail design stage.
Assist Client to incorporate equipment models provided by EPC contractor into the TRANSCO network PSSE & PSCAD models suitable for various planning studies (steady state and dynamics).
The power system studies review work shall briefly include, but not limited to the following:
Reactive power capability study
Grid impact study
Transient and dynamic stability studies
Insulation co-ordination study
Switching transient study
Faulted transient switching study
Transformer Energization study
AC/DC harmonics and flicker study
AC/DC harmonic filter sizing report
Harmonic impedance locus identification and analysis study
AC protection relay setting coordination study
Sub-synchronous resonance studies
All required ETC compliance studies

- Lead in the provision of engineering guidance to ensure reliability and maintainability of equipment, processes, utilities, facilities, controls, and safety/security systems.
- Lead in the provision of engineering input for development and maintenance of Electrical systems & equipment standards, procedures, best practices, inspection contracts, and contractor selection guidelines.
- Develop detailed engineering specifications, evaluate quotations, perform technical bid evaluations & vendor document review, and validate factory acceptance testing related to the procurement of Electrical equipment and system components.
- Maintain compliance with all Critical Safety Circuits (CSS), Safety Integrity Levels (SIL), and Safety Instrumented Systems (SIS) implementation and revalidation programs.
- Develop, implement, and manage a comprehensive risk-based inspection and calibration program for all Electrical systems & equipment.
- Establish & maintain a relationship with the local inspection bureau, maintain relevant statutory, regulatory, technology standards, and code information consistent with JIGPC plant operational objectives and local regulations.
- Utilize predictive and other non-destructive inspection & test methodologies to identify and isolate inherent reliability problems.
- Employ appropriate project development and project management activities (including scope, budget, schedule, execution strategies, risk plans, cost collection / reporting, etc.) for the execution of all projects and turnaround activities.
- Provide engineering support to develop the annual budget for Electrical Systems & Equipment maintenance, repair, and major turn-around activities.
- Promote an atmosphere of team spirit through good example, open communication, good listening, and timely problem resolutions.
- Drive continuous improvement in safety performance, reliability, and cost of quality goals.
- Establish & maintain relationships with regional pressure system equipment suppliers

Key Responsibilities
- Develop detailed technical specifications for the 230kV substation and associated systems.
- Lead the preparation of design documents, drawings, and calculations in compliance with project standards, Aramco, and Saudi Electricity Company requirements.
- Coordinate with multidisciplinary teams to ensure design integration and alignment with project objectives.
Procurement & Technical Evaluation
- Prepare material requisitions and technical bid evaluations for HV equipment and systems.
- Review vendor offers and ensure compliance with technical specifications and project requirements.
- Participate in vendor meetings and clarify technical queries during procurement stages.
- Monitor and follow up on vendor deliverables to ensure timely submission and quality compliance.
- Interface with the client for design approvals, technical clarifications, and progress updates.
- Provide technical support during construction, installation, testing, and commissioning phases.
- Resolve field issues and ensure alignment between design intent and site execution.
- Participate in start-up activities and ensure successful energization of the substation.
Qualifications & Skills
- Bachelor’s degree in Electrical Engineering .
- Minimum 7 years of experience in HV substation design and execution, preferably in oil & gas or utility sectors.
- Proven experience with 230kV systems and related protection, control, and communication schemes.
- Strong understanding of international standards (IEC, IEEE, etc.) and utility specifications.
- Excellent command of English (spoken and written) to confidently communicate with clients, and design teams.
- Proficiency in design tools and software (e.g., ETAP, PSCAD, etc.) is a plus.
