**What You'll Be Doing:**
+ Leads full-time, part-time, and collateral duty project and program SH&E specialists in implementing work plans and the company's risk management practices.
+ Represents the business unit SH&E director on project or program worksites.
+ Advises and assists project manager, program manager and/or other project and program personnel in conforming to Parsons' Environmental, Safety, Health, and Risk Program (ESHARP) management system and Parsons' policies and procedures.
+ Develops site-specific work plans, SH&E compliance programs, training programs, and orientation plans fully conforming to relevant SH&E regulations, Parsons' ESHARP management system, and client requirements.
+ Collaborates with project and program managers to evaluate (sub)contractors' SH&E performance, planning, and culture to be consistent with the company's risk management practices and core values.
+ Audits projects and programs and their worksites against corporate standards; creates and submits written audit reports.
+ Inspects worksites to detect hazards and provides expertise to project personnel to eliminate/control the SH&E risks associated with exposure to the hazards; creates and submits written inspection reports.
+ Implements Parsons' occupational injury and incident reporting and management processes.
+ Initiates and conducts thorough incident investigations and root cause analyses using defensible protocols.
+ Collaborates with project or program managers, craft workers, and other project or program personnel to identify effective corrective actions; creates and submits comprehensive investigation reports and lessons learned.
+ Performs trends analyses on audit findings, inspection findings, and incident reports; creates and submits regular analysis reports.
**What Required Skills You'll Bring:**
+ Bachelor's Degree in Occupational Safety and Health or related field (or equivalent experience)
+ Minimum 10 years of related work experience in the field of Health and Safety, including some supervisory experience
+ Extensive knowledge of Federal and State health and safety regulations and reporting procedures
+ Advanced knowledge of safety-related national consensus standards (e.g., ANSI, NFPA)
+ Exceptional interpersonal, oral, and written communication skills

Job Purpose:

To lead and execute internal and external audits of Health, Safety, and Environmental management systems across company sites and operations, ensuring compliance with corporate policies, legal requirements, and international standards (e.g., ISO 45001). The role involves identifying risks, evaluating controls, and recommending improvements to support a safe and sustainable workplace.

Responsibilities:

  • Develop comprehensive Risk Register and Risk Assessment covering the risk areas within various work facilities (Warehouses, Plants, Service Centers, Production Workshops, Showrooms, etc.)
  • Develop risk-based internal audit schedules and checklists.
  • Plan, schedule, and conduct HSE audits in accordance with the approved audit plan and applicable standards.

Execution of Routine and Special Audits

  • Evaluate the effectiveness of HSE management systems, policies, and procedures.
  • Identify unsafe practices, regulatory violations, and systemic HSE weaknesses
  • Identify non-conformities, risks, and improvement opportunities, and develop clear, actionable audit findings and recommendations.

Reporting

  • Prepare detailed audit reports for senior management, including root cause analysis and corrective action tracking.

Follow-up

Qualifications:

**Position Overview**:Provides expertise and technical assistance to site management for the implementation of the ESHARP and company SH&E processes. Reviews, interprets and provides assistance on safety regulations and standards. Monitors project safety performance and conducts project audits and safety inspections.

**Responsibilities**:

- Establish activities and plans to monitor SH&E activities supporting the overall SH&E Program including, SH&E audits, inspections, reviews, risk assessments and other SH&E assessments.
- Implement Parsons wide policy and/or tools and be prepared to contribute to the development of company policy
- Implement and maintain established SH&E Management Plan & Procedures to ensure the site work process are performed in compliance with approved SH&E Management Plan & Procedures
- Develop strategy, management systems and key performance indicators to assess and monitor achievement of performance excellence.
- Plan and execute a program for SH&E training, motivation and further competency development for site personnel to ensure site SH&E training programs are implemented.
- Promote a SH&E culture which is consistent with Parsons leadership ambitions and values and defining and implementing Site Specific SH&E Program and Plans.
- Oversees Parsons SH&E policies and procedures and ensures they are maintained and updated in accordance with Parsons’ quality and recordkeeping requirements.
- Guide, support and facilitate ownership, implementation and improvement of SH&E requirements including workplace safety, personal safety, asset integrity and management of health, safety and environmental hazards.
- Provide coaching and assistance to the Site team with regard to the implementation of Parsons SH&E Standards, statutory requirements, industry standards, and best practice.
- Ensures that good coordination of the SH&E team with other Operations functions (Engineering, Construction, Contract Management, Procurement, etc.).
- Train, mentor and supervise the SH&E Officers assigned to each project.
- Record all incidents, reporting details to Client as per approved arrangements
- Support the incident investigation process to ensure that appropriate causal analysis undertaken and suitable corrective/preventive actions identified. contribute to Contractors’ investigations to understand the causes and influencing factors.
- Ensure the compilation of SH&E related lessons learned and dissemination across the Operations team and Contractors on a regular basis.
- Assist and assure contractors’ compliance to SH&E plan & program
- Review audit findings with the Contractors and support closure of action items.
- Review all documentation related to SH&E issues submitted by Contractors
- Plan and perform site SH&E inspections/audits and participate in leadership tours to identify, close-out and produce preventive actions for potential hazards
- Manage Parsons site activities including Contractors to ensure they comply with approved PSHEP Management Plan & Procedures
- Coordinate and interface with other Departments within the Company, the Client and Contractors for all SH&E related issues

**Qualification and Experience**:

- Bachelor / Master in the engineering discipline from a Western University.
- Min 20 years of related experience, including supervisory/managerial experience
- Experience in managing all aspects of HSSE on projects or facilities. Extensive experience in implementing and managing HSSE training programs.
- Broad knowledge of engineering and construction systems, methods and work processes.
- Ability to deal effectively with HSSE matters with contractors/subcontractors or consultants during construction.
