Key Responsibilities:

Implement and monitor the HSE management system (HSEMS) on-site.

Conduct daily site inspections to ensure compliance with HSE policies, procedures, and standards.

Participate in and lead toolbox talks, risk assessments, and safety meetings.

Support the development of Job Safety Analyses (JSAs), Permit to Work (PTW), and other site-specific HSE documents.

Investigate incidents, near-misses, and unsafe conditions; recommend corrective/preventive actions.

Maintain records and documentation such as safety reports, inspection checklists, and audit findings.

Liaise with subcontractors and ensure alignment with the project’s HSE expectations.

Conduct induction and refresher HSE training for all site personnel.

Qualifications and Experience:

Bachelor's degree in Engineering, Environmental Science, or related field.

NEBOSH IGC (or equivalent internationally recognized HSE certification) is mandatory.

HSE experience in the construction sector within the oil and gas industry.

Strong knowledge of local and international HSE regulations and best practices.

Demonstrated experience in PTW systems, hazard identification, and risk management.

Effective leadership, communication, and reporting skills.

Must be willing to work on a rotational/site-based schedule in remote locations.

TM and TM Arabia Limited have been awarded two lump-sum turn-key EPC contracts related to a petrochemical expansion at the SATORP Refinery (a JV composed of Saudi Aramco and Total Energies), in Jubail, Kingdom of Saudi Arabia.

The overall value of the contracts is approximately USD 2 billion. The project’s scope of work entails complete engineering services, equipment and material supply, construction activities, pre-commissioning, and commissioning, and shall have a duration of approximately 4 years.

Duties and responsibilities
  • To perform the Job Hazardous Analysis (JHA) and participate to the Job Safety Analysis (JSA).
  • Verify the adequacy and application of the Site HSE Plan and all related procedures, to the preparing any revisions.
  • To update the HSE documentation during all the construction phases when deemed necessary.
  • To check that Subcontractors, perform their activities in accordance with all the HSE applicable procedures, regulation, and standards, promoting all necessary action to ensure that the said procedures and regulations are observed.
  • To organize, plan and participate to periodical HSE walk around, Inspections and Audits on site, prepare all the relevant reports, action plans, verify the follow up and the timely execution of the corrective action.
  • To organize, coordinate and directly participate in the HSE Training activities on site.

  • To organize in case of work accidents a full investigation of the event, finalized to the identification of corrective measure to avoid reoccurrence.
  • To keep accident records, identifying the areas to which prevention must be addressed.
  • To perform and or promote the indoctrination / training of personnel.
  • Lead and coordinate the activities off the Site HSE Committee (composed by all Contractor and Subcontractors HSE Representative).
  • To lead and coordinate the site emergency response team and fire prevention/fighting team, organizing training and emergency drill mock activities.
  • To prepare the HSE section of the construction monthly progress report and other periodical report.

Knowledge & Qualifications
  • Bachelor’s degree in relevant Engineering OR Science OR HSE discipline (from an institution of higher learning authorized to grant academic degrees in the country of issue).
Experience
  • Relevant experience in 3 major EPC projects: oil & gas, petrochemical sector.
  • Minimum 10 years’ experience in HSE in construction, fabrication, installation and/or commissioning projects / operations in the oil & gas or petrochemical industries.
  • NEBOSH IGC or Equivalent Any other HSE certifications
  • Experience dealing with the same client is beneficial for further consideration.
Skills and Abilities
  • Ability to conduct HSE orientation / induction/HSE awareness sessions to workers.
  • Ability to understand and implement HSE plans, Welfare plans, Emergency response procedures/plans and site specific HSE procedures / work instructions.

INTECH Automation Intelligence is seeking Electrical - I&C Construction Site Supervisor to join our dynamic team. This role is pivotal in advancing Process Automation Solutions across industries such as Oil & Gas, Petrochemicals, Utilities, and Renewable Energy. You will be responsible for supervising all on-site Electrical, Instrumentation, and Control construction activities, ensuring quality execution, safety compliance, and timely delivery across installation, testing, and commissioning phases. At INTECH, you will contribute to groundbreaking projects, leveraging expertise in Integrated Control Systems, SCADA Virtualization, Wellhead Automation, and Telecommunication to drive operational excellence and innovation.

What You’ll Lead and Deliver


Construction & Supervision


  • Lead site execution of electrical and I&C works including demolition, installation, termination, and testing.
  • Oversee SCADA systems, control panels, field instruments, PLC/HMI systems, and communication interfaces.
  • Ensure compliance with engineering standards (SAES, SAMSS, SES) and safety procedures.
  • Supervise daily activities, manage technicians and laborer's, and coordinate with QA/QC, HSE, and planning teams.

Testing & Commissioning


  • Perform loop checks, cable testing (continuity, insulation), calibration, I/O verification, and system integration.
  • Support pre-commissioning and commissioning activities per SABIC/Aramco procedures.

Coordination & Documentation


  • Collaborate with civil and mechanical teams.
  • Prepare and review ITPs, method statements, and QA/QC documentation.
  • Maintain accurate records including redlines, test reports, and progress logs.

Estimation & Planning


  • Conduct site visits for scope assessment and assist in BOQ preparation and resource estimation.

Health, Safety & Environment


  • Promote a strong safety culture through toolbox talks, inductions, and compliance with HSE plans.


Requirements

To Be Successful in This Role, You Must Have:


  • B-Tech or Diploma in Electrical/Instrumentation or related field
