specialized in
Facility Management (FM)
to support large-scale projects within the Kingdom.

Key Responsibilities

  • Analyze client RFPs, scopes of work, technical specifications, and safety/quality requirements to prepare accurate cost estimates.
  • Develop detailed cost models for hard services, soft services, and integrated FM solutions.
  • Ensure full compliance with project-specific requirements across hospitality, healthcare, and infrastructure sectors.
  • Lead the preparation and submission of competitive bids for government, corporate, and mega-project tenders.
  • Collaborate with engineering, procurement, and operations teams to align cost estimates with execution strategies.
  • Formulate pricing strategies that balance competitiveness with profitability.
  • Review BOQs, contracts, and subcontractor quotations for accuracy and completeness.
  • Evaluate labor, materials, equipment, and lifecycle costs for FM and O&M services.
  • Benchmark pricing and productivity rates against industry standards and KSA labor market trends.
  • Supervise a team of estimators and coordinate with operations, finance, and legal teams.
  • Liaise with clients, consultants, and subcontractors to clarify technical and commercial aspects of bids.

Qualifications & Experience

  • Bachelor's degree in
    Engineering (MEP, Civil, or Industrial)
    or equivalent.
  • 10+ years
    of experience in FM/O&M estimation, including
    7+ years in Saudi Arabia or GCC.
  • Proven success in bidding for large-scale or giga projects in diverse sectors.
  • Strong knowledge of
    Saudi FM market
    , labor regulations (Saudization), and cost benchmarks.
  • Proficiency in
    CAFM, BMS, and CMMS
    systems.

Assists the project staff as required and prepares resource plans and provides such plans to the Plant/ Workshop to plan the sourcing of equipment to site upon project award.

  • Liaises with the Supply Chain Department to get the list of approved vendors / suppliers and subcontractors for various supplies / material as per project (pre/ post tender).

  • Finalizes estimation of all direct and indirect costs and consolidates tender documents for Director (Operations) review and approval.

  • Reviews calculations and cost updates associated with

the original contract works and monitors all variations to contract on "as we proceed" basis during the pre-tender stages.

* Prepares project estimation for each tendered RFP based on man-hours required

* Provides all the necessary project clarifications/ information upon project award to the Project Manager as per the project budget; advises the Project Manager on contractual rights, remedies, project variations, delays, and extension of time and BOQ items as needed.
