Position Summary :

We are seeking a Senior Environmental Consultant with a minimum of 15 years of experience

to develop, lead, and grow our Environmental Consultancy Department. The successful

candidate will be responsible for establishing the department's operations, service portfolio, and

team, focusing on delivering Environmental Impact Assessments (EIA), baseline environmental

studies, and other environmental consultancy services.

This is a leadership role requiring deep knowledge of local Saudi regulations, international best

practices, and proven experience working with multinational clients across industrial sectors

(such as oil & gas, petrochemicals, mining, and infrastructure).

Key Responsibilities :

Department Development & Leadership:

  • Establish the environmental consultancy department, defining its service scope,

operational workflows, and quality management systems.

  • Build, train, and lead a team of environmental specialists, consultants, and project

managers.

  • Develop the department's business plan and align it with company goals and Saudi

Vision 2030 sustainability initiatives.

Project Delivery & Technical Leadership:

  • Oversee and deliver Environmental Impact Assessments (EIA), Environmental and

Social Impact Assessments (ESIA), baseline surveys, feasibility studies, and permitting

support.

  • Ensure compliance with Saudi Arabian environmental regulations (e.g., NCW, MEWA,

NCEC) and international standards.

  • Provide expert guidance on environmental permitting, regulatory submissions,

stakeholder engagement, and environmental management planning.

Client & Stakeholder Management:

  • Lead client engagements, including multinational corporations and large industrial

players.

  • Prepare and review technical proposals, reports, and presentations.
  • Represent the company in meetings with regulators, partners, and key stakeholders.

Business Development:

  • Identify market opportunities, build client relationships, and support business

development initiatives for environmental consultancy services.

  • Collaborate with the commercial team to pursue new projects and partnerships.

Requirements

:

Minimum 15-20 years of experience in environmental consultancy, with proven

leadership in managing EIA/ESIA projects.

Strong understanding of Saudi Arabian environmental regulations and local permitting

processes.

Experience working with multinational companies across sectors such as oil & gas,

petrochemicals, mining, or infrastructure.

Master's or Bachelor's degree in Environmental Science, Environmental Engineering,

Environmental Management, or a related field.

Strong leadership, project management, and team-building skills.

Excellent communication, proposal writing, and client-facing abilities (English fluency

required; Arabic a plus).

Preferred:

Professional certifications (e.g., IEMA, ISO 14001 Lead Auditor, PMP).

Prior experience establishing or growing an environmental department or consultancy

practice.

Familiarity with Saudi Vision 2030 environmental and sustainability goals.

**Strategy Formulation**
+ Support the Director in establishing and then implement, monitor and enforce department goals and objectives, initiatives, KPIs, and work procedures and ensure consistency with RCs overall goals and objectives.
+ Develop and support implementation Of departmental business plans that are in line With RC'S goals, objectives and vision as formulated in the approved Annual Business Plan
**Budgeting and Control**
+ Actively participate and contribute to the department staffing and budget planning.
+ Monitor costs of external contracts and purchase orders
**Operational Tasks**
+ Perform a full assessment of the existing urban planning work program.
+ Provide leadership and develop proposals to restructure the urban planning work program, if required.
+ Collaborate with the director and section managers and re-define what the urban planning work program needs to be
+ Establish a "Team" effort between director and section managers and propose and maintain a structure for regular department management meetings with deadlines and accountability.
+ Maintain a responsive urban planning organization capable of providing urban planning support for projects
+ Support and guide section managers to conduct special studies, analysis, surveys, and inspections as required.
+ Ensure urban planning activities are properly staffed with qualified technical personnel to meet schedules, budgets, and technical scope,

**What Required Skills You'll Bring:**
+ Bachelor's degree or equivalent in Urban Planning, Transportation, Architecture, Geography or a related subject. A postgraduate degree is preferred.
+ A minimum of 20 years of experience working on urban and industrial zone planning, with at least 8 years working in a supervisory or management role on a local level responsible for handling investor-oriented land use and zoning issues.
+ Conversant with survey reports, maps, technical drawings, aerial photography, and other topographical/, geologic data to plan and design projects.
**What Desired Skills You'll Bring:**
+ Advanced computer skills are essential with experience using MS Office (Word, Excel, Power Point) and a basic understanding of industry standard design software (such as AutoCAD, Adobe-Lab or equivalent).

  • Undertake environmental reconnaissance surveys and pre-construction site assessments
  • Review weekly and monthly environmental reports from the contractors
  • Report environmental incidents on site, undertake necessary investigation and reporting, and follow up on corrective actions and plans
  • Develop and implement a project-specific communication strategy
  • Implement environmental awareness campaigns and conduct environmental training as necessary
Qualifications
  • BSc and MSc degree qualified in a relevant environmental or engineering discipline.
  • 10+ years’ experience working in environmental supervision
  • Extensive experience working with environmental management systems, preferably ISO 14001 certified
  • Ability to work across multiple disciplines and a flexible mindset to working.
  • Experience in providing technical alternatives and solutions to technical clarifications and solutions to the clients.
  • Significant proofing, editing and report collation experience.
  • Excellent written English and verbal communication, presentation and organisational skills.
  • Robust project management, time management and client management skills.
  • Collaborative mindset and outcome driven working method.
