Project Overview
Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Job Summary
Work Location: Ras Al-Khair.
The position is based in Ras Al-Khair, located approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al-Khair is required, using either the available transportation facility or the shuttle bus service. Accommodation for this role is provided in Jubail Industrial City. Complimentary breakfast and lunch are provided for Ras Al-Khair assignees on workdays.
This position is designated as Single Status only.
The Engineering Quality and Work process Manager is expected to maintain and improve the engineering department quality program in order to assure high quality services and deliverables. This shall include reviewing and giving feedback on consultant quality management systems (QMS), helping to establish key performance indicators (KPI), performing root cause analysis, problem solving techniques, identifying lesson learned, auditing engineering activity and executing ongoing QA/AC activities across the department. The manager will have three to five direct reports and will be responsible for task assignments and professional development of staff. The manager will also be expected to coordinate with multiple stakeholders and lead process and procedure improvements within the client's organization.
Major Responsibilities
- Working with Engineering Management to identify areas for continuous improvement.
- Developing and writing engineering procedures and work instructions
- Leading quality initiatives and activities on the project to ensure management goals and objectives are met
- Communicating work process improvements to the Director of Engineering, all engineering staff and consultants.
- Defining and implementing quality system tools and procedures to support work processes
- Performing Royal Commission audits of technical service consultants.
- Performing internal audits of engineering work and external audits among engineering Consultants, i.e, develop and implement the Project Quality Audit and Surveillance Schedule,
- determining the level and frequency of audits based on performance and risk analysis
- Maintenance and ongoing improvement of a lessons learned program
- Preparing regular periodic quality reports on the effectiveness of the quality program/plan implementation
- Maintaining engineering department software database, manuals, specifications and standard drawings.
- Quality control reviews of key department deliverables (i.e. engineering input to technical services and construction contracts, addendums, consultant scopes of work, design change notices, field change documents etc.)
- Contributes to continuous improvement of core programs to improve project execution efficiency and performance.
- Builds and drives competency/training program to drive the quality culture and processes across the project.
- Implements guidance requirements for project Quality planning on project.
- Manages the auditing and assessments to verify the effectiveness of the quality system/program/plan.
- Review Scope of Services documentation and create project procedures and instructions
- Develop, review, and approve the project quality program/plan, managing arrangements for key milestones to demonstrate solid progress against the established QMS
- Review and approve suppliers and subcontractors' responses to deficiencies identified during quality audits and surveillance activities
- Prequalify consultants, subcontractors, vendors, and designers, evaluating their quality system capabilities and controls
- Review project schedules for quality-related activities to ensure timely and effective implementation of the quality assurance program/plan
- Identify quality issues, initiate documented actions, and verify the effectiveness of implemented solutions. Manage the implementation of the corrective action tool and drive core quality program initiatives
- Oversee the project corrective action system and processes, analyzing quality data and metrics/KPIs to ensure process health is adequate for planned and future work. Initiate documented actions and verify the effectiveness of solutions
- Lead and facilitate Project Root Cause Analysis (RCA) using an effective process for initiating, planning, and performing analyses, reporting results, and identifying corrective measures to resolve quality issues and prevent recurrence
Education And Experience Requirements
- BS/MS degree in an Engineering discipline.
- Minimum 13 to 15 years experience in civil engineering or related discipline, experience in infrastructure or related industry encompassing activities associated with engineering, procurement, and construction of critical products, projects or services.
- Minimum 3 years experience in a leadership position.
- Minimum 3 years experience as an engineering group supervisor or equivalent in managing a small group (at least 5 engineering staff).
- Ability to perform in-depth of QA/QC checking on documents such as design packages, design change notices (DCN), engineering scopes of work and field change documents.
- Able to work in a culturally diverse environment.
- Excellent written and verbal communication skills and interpersonal skills.
- Strong technical writing skills (ability to write clear and concise procedures/ work instructions).
Required Knowledge And Skills
- Licensed / registered as a Professional/Chartered Engineer or equivalent.
- Previous experience in carrying out AE Consultant Audits.
- Experience with Quality Management Systems based on ISO 9001 standards as applied to engineering design.
- Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
- Experience in reviewing design packages, reviewing and approving shop drawings and technical submittals and responding to technical queries.
- Experience with the effective implementation of standardized technical documentation across multiple Engineering offices.

The Global Supplier Quality Engineering (SQE) team drives industrialization, launch readiness, and long-term supplier excellence across innovative product lines. As Manager, SQE Program and Plant, you will lead a team of Quality Engineers to execute SQE deliverables and ensure alignment with key stakeholders across project, engineering, quality, and plant functions during both development and mass production phases.

You Will
- Support suppliers' plant readiness in the early program phase to follow the sourcing strategy.

- Coordinate quality issues resolution for supplier manufacturing non-conformity, ensuring each open item has a recovery plan consistent with the car milestones.
- Manage Capacity Assessment and ensure readiness according to program deliverables

You Bring
- 5+ years of experience managing direct reports within a structured Supplier Quality Engineering function
- Bachelor's degree in engineering or a related technical discipline required; advanced degrees preferred.
- Greenfield project experience with CBU and suppliers launches.
- Strong written and verbal communication skills, proven program management capabilities, and the ability to build strong relationships with internal and external stakeholders.
- Hands-on supplier industrialization, supplier quality toolbox (ISO, IATF, DFM, GD&T), and automotive core pillars (APQP, PPAP, MSA, SPC, FMEA) experience. Demonstrated experience in auditing suppliers and assessments using industry-standard methodologies.
- Team player with strong interpersonal skills, hands-on and data-driven, creative mindset in problem-solving

Purpose of the Job
The Quality Assurance / Quality Control (QA/QC) Engineer ensures that all project construction activities comply with FBS's quality standards, technical specifications, and client requirements. This role is responsible for implementing QA/QC procedures, performing material and site inspections, preparing documentation and reports, and supporting continuous quality improvement to enhance project performance and compliance within FBS's governance framework.
Key Responsibilities
Administrative and Supervisory Tasks
- Execute assigned QA/QC tasks in alignment with departmental goals, project schedules, and quality objectives.
- Coordinate with project teams, site engineers, and subcontractors to ensure workflow efficiency and compliance with approved quality plans.
- Compile and organize required documentation, inspection records, and reports to support operational activities.
- Monitor task progress, identify potential issues or deviations, and report them to the QHSE Manager.
- Assist in implementing project quality plans, inspection test plans (ITPs), and procedures as per project requirements.
- Participate in meetings to present quality performance, findings, and suggestions for improvement.
- Ensure timely submission of required QA/QC deliverables and adherence to company processes.
- Contribute to process optimization and promote a culture of continuous improvement.
Technical Tasks
- Prepare and implement project-specific
Quality Plans
and
Inspection and Test Plans (ITPs)
during project mobilization. - Review and update the
Master QC Tracker
to include inspection results (MIRs/WIRs), findings, and follow-up actions. - Review
Material Inspection Requests (MIRs)
to verify material conformity with approved Material Approval Requests (MARs). - Conduct
Work Inspection Requests (WIRs)
for site activities, ensuring work complies with approved drawings, specifications, and ITPs before submission to the client. - Issue
Non-Conformance Reports (NCRs)
or
Findings Reports
for any deviations or non-compliant work and ensure proper follow-up until closure. - Review and sign
Work Inception Permits (WIPs)
after confirming site readiness, drawing approvals, and material compliance. - Support the QHSE Manager in
internal audits, site inspections, and document reviews
to ensure ongoing compliance with the Quality Plan. - Maintain records of all inspections, testing results, consultant/client feedback, and closure actions.
- Prepare and submit
weekly and monthly QA/QC reports
summarizing inspection activities, open issues, and quality observations. - Ensure subcontractors and suppliers adhere to project quality requirements and corrective actions are implemented effectively.
- Participate in
project close-out activities
, verifying completion of inspections, testing, and documentation archiving.
Job Qualifications
Education:
- Bachelor's Degree in Civil Engineering, Quality Management, or a related field.
Experience:
- 2–4 years of practical experience in construction quality assurance and control.
Certifications (Preferred):
- Quality Control in Construction
- Inspection and Testing Techniques
- ISO 9001:2015 Quality Management Systems
Languages:
- Excellent command of Arabic and English (reading, writing, and speaking)
Skills and Competencies
- Strong knowledge of QA/QC standards and inspection procedures.
- Proficiency in documentation, NCR handling, and compliance reporting.
