We are recruiting a highly capable Project Engineering Manager to oversee the technical execution of multi-site high-voltage substation EPC projects across Saudi Arabia. Project typically in excess of $500m to $1Bn.
This role requires strong engineering leadership, deep knowledge of high-voltage design, and the ability to manage multi-disciplinary teams and technical interfaces throughout the project lifecycle.
Key Responsibilities:
• Lead engineering activities and design teams from concept through commissioning for HV GIS/AIS substation EPC projects.
• Act as the main interface between the engineering team, client, and utility stakeholders.
• Coordinate all design disciplines (primary, secondary, civil, and protection) to meet project scope, schedule, and regulatory requirements.
• Review and validate design deliverables, ensuring compliance with international (IEC, IEEE, ANSI, NEMA, CIGRE) and Saudi standards (SEC, ECRA, SASO, TMSS, TESP, TCP).
• Oversee design reviews, documentation control, technical risk management, and design freezes.
• Support site teams by resolving design queries and ensuring smooth handover to construction.
• Contribute to subcontractor selection and technical evaluations.
• Lead internal coordination and client technical meetings.
Technical Experience Summary:
• Proven experience in primary design and layout of HV substations (132kV–400kV)
• Knowledge of HV equipment specification, layout, clearances, cable routing, and integration
• Familiarity with earthing, lightning protection, civil coordination, and control/protection building design
• Ability to review and approve technical documents from internal and external stakeholders
Desired Candidate Profile
• Degree in Electrical Engineering
• Minimum 5 years’ experience as a lead engineer on EPC projects in transmission or power generation
• Strong background in HV GIS/AIS substations and utility-standard compliance
• Excellent communication and leadership skills
• Fluent in English; Arabic is a plus
• Willing to travel to project sites across Saudi Arabia

Here's what you'll need
- Minimum 15 years of experience in civil engineering engineering, with at least 5 years in airport infrastructure and terminal building projects.
- Proven experience in a client liaison role, managing relationships with stakeholders on complex projects.
- Expertise in the design, installation, and maintenance of mechanical and plumbing systems in airport environments, including airside and landside facilities.
- Strong knowledge of airport infrastructure design and construction, including drainage systems, pavements, grading, and utility networks.
- Proficiency in civil engineering software such as AutoCAD Civil 3D, InfraWorks, and other relevant tools.
- Familiarity with geotechnical and environmental considerations in airport projects.
- Understanding of airfield operational requirements and the ability to integrate them into design and construction plans.
- Exceptional communication and interpersonal skills to manage relationships with airport authorities, contractors, and stakeholders.
- Ability to convey complex mechanical and plumbing concepts clearly to non-technical stakeholders.
- Proven experience in conducting stakeholder meetings, progress briefings, and workshops.
- In-depth knowledge of aviation-specific regulations and guidelines, such as ICAO Annexes, IATA standards, FAA regulations, and local civil engineering codes.
- Familiarity with sustainability practices, including LEED, BREEAM, or similar frameworks for civil works.
- Expertise in coordinating multi-disciplinary teams, including structural, geotechnical, and environmental engineers.
- Strong capabilities in planning, scheduling, and budgeting civil engineering works for complex airport projects.
- Experience in risk management and contract administration.
- Deep understanding of construction safety practices and standards, particularly in high-security environments like airports.
- Experience in conducting quality control inspections for civil works and ensuring adherence to project specifications.

We are seeking an experienced Technical Expert/Client Liaison Engineer specializing in civil engineering for airport projects. The role involves being a critical part of a site-based team led by the Engineering Director, coordinating civil design, analysis, and construction oversight (if required) while serving as a key liaison with clients and stakeholders.
In this role, you will report into the Building Assets Director.
Responsibilities:
The successful candidate will have a strong technical background, proven experience in airport infrastructure and superstructure projects, and excellent client management skills. This position requires collaboration with multi-disciplinary teams to ensure the delivery of high-quality, innovative, and compliant civil solutions in a fast-paced, aviation-focused environment.
- Act as the primary contact for clients, addressing inquiries, concerns, and feedback related to infrastructure designs and construction.
- Prevent the emergence of questions before, during, or after the design period stages.
- Organize and participate in regular meetings with stakeholders to discuss project progress, technical challenges, and potential solutions, adding value to our services.
- Translate technical details into clear and concise information for non-technical stakeholders.
