We are hiring a skilled Project Engineering Manager – Substation on behalf of our Client, a global leader in engineering, procurement, and construction (EPC) , delivering world-class infrastructure and industrial projects.

The role is located in Saudi Arabia, involves managing and executing primary and secondary engineering activities for GIS (Gas Insulated Substation) / AIS (Air Insulated Substation) projects up to 765kV. The PEM (Project Engineering Manager) will lead a team of Design Leads, Design Engineers, and Draughts persons, coordinating with interdisciplinary teams including Civil, Structural, Electrical, MEP (Mechanical, Electrical, and Plumbing), and Instrumentation departments to ensure high-quality engineering outputs delivered on schedule and within budget. The role spans the full project lifecycle from pre-bid engineering, design review, vendor coordination, to commissioning support while providing technical leadership and facilitating vendor engineering processes.

Objective

Job Summary:

Career opportunity available to self‑motivated, high performing Lead Process Engineer with a proven track record seeking technical/leadership challenges in the process design of a wide range of technologies. The engineer would be required to utilize their significant knowledge in all areas of design from conceptual studies to detailed engineering. The engineer should have a proven track record and will be recognized for their understanding of the key process concepts as well as having previous experience leading a team of process engineers. The candidate will be familiar with standard process deliverables such as design basis, H&MB, PFDs, process descriptions, P&IDs etc. and would be comfortable both originating as well as approving these documents. Arranging detailed phases of engineering work, applying judgment in the application of techniques as well as prepare or assist in preparation of conceptual studies, designs, reports or proposals. Simulation experience is highly desirable and experience in multiple software (HYSYS, Pro/II, UniSim, ProMax) will be an advantage.

Major Responsibilities:
  • Determines engineering scope and set up an engineering work plan for the process engineering discipline on complex projects for Pre‑FEEDs, FEED’s and detail design phases.
  • Executes process engineering deliverables according to a set engineering design criteria utilizing Bechtel’s approved engineering procedures, practices, and standards.
  • Leads engineering teams – has engineering direct reports and organizes the team’s work and deliverables to meet project goals, coaches and mentors the direct reports on the team, conducts performance reviews and holds career development discussions.
  • Takes the initiative to coordinate the detailed design development of a system with other engineering disciplines while managing workload and meeting schedule due dates.
  • Manages teams of process engineers and be responsible for the delivery of project deliverables (PFDs/UFDs, HMB, equipment sizing, selection and specification, PSVs and flare system sizing and specification, etc.) within the agreed job hour budgets and schedules.
  • Manages and leads complex technical discussions with third parties (customer, licensors, suppliers and regulators) in order to facilitate appropriate technical decisions.
  • Identifies issues (problems, value improvement opportunities) and helps clarify areas of complexity during all phases of the engineering design work.
  • Scope baselining, identifying changes from contracts and carrying out change management procedures as per project’s and Bechtel’s procedures
  • Developing and/or checking overall plant and unit simulations using standard process simulation programs (HYSYS, Pro/II, UniSim, ProMax), including development of H&MBs.
  • Developing and/or checking Process Flow Diagram (PFDs) and Utility Flow Diagrams (UFDs) being able to explain selected flow configuration.
  • Developing and checking calculation of equipment sizes including vessels, columns, heat exchanger requirements, and packaged equipment specifications.
  • Attendance and input at major reviews such as PFD/P&ID reviews, HAZOPs, and 3D model reviews. Representing the process engineering discipline and being able to explain process design questions to clients and other disciplines.
  • Development of relief load narratives, relief load calculations, load summaries and relief valve datasheets.
  • Development of offsites and utility design including consumptions and the overall utility summary.
  • Development of alarm and trip setpoint and process safety time calculations.
Education and Experience Requirements:
  • A recognized master’s degree in chemical engineering from an accredited college or university with a professional license in an appropriate engineering discipline from a recognized licensing board.
  • At least 15 years of experience in the Energy Transition, Petrochemical and / or Oil and Gas industry.
  • Proven track record of leadership in a group supervisor role and strong familiarity with Bechtel’s own work processes and standards
  • Understand multi-disciplinary technical issues and be able to provide innovative technical solutions to resolve these issues.
Required Knowledge and Skills:
  • Experience in executing Middle Eastern projects, brownfield experience and familiarity with Aramco standards and specifications is highly desirable
  • Pre‑FEED, FEED and PMC experiences in related types projects
  • A strong understanding of chemical engineering principles of heat transfer, vapor‑liquid equilibria, mass transfer and thermodynamics, and their general application to process design.
  • Extensive relevant industrial experience in multiple types of units/processes required such as: Natural gas processing including liquefaction and regasification, Coal, gas, or biomass to chemicals such as methanol and ammonia, Petrochemicals such as HDPE, LDPE, MEG, PET, PTA, PVC, Carbon capture and sequestration, Solar and/or combined cycle power plants, Hydrogen value chain including reforming, liquefaction, transportation, and fueling stations, Offshore and onshore pipelines, Desalination, raw water, demineralized water, and wastewater treatment plants, Familiarity with current process technologies and licensors associated with the above.
  • Excellent knowledge of technical theory, engineering principles, good engineering practices and how to apply them for design execution
  • Extensive experience with major regulations and industry codes and standards affecting standard design, quality, or processes
  • Extensive experience in relief calculation methodologies and industry codes and standards applicable to pressure relief design.
  • Knowledgeable in process design of equipment, including vessels, columns, heat exchangers and package process specifications for equipment and control valves.
  • Experience with process configuration and optimization studies to increase product yield, reduce utility consumption (steam, power, cooling water) and reduce/mitigate flare loads.
  • Demonstrated experience in process simulation and automation.
  • Extensive Process Engineering experience in EPC and/or operating industry, with many complex lead roles undertaken
