About The Opportunity:
With a strong presence in Saudi Arabia, we are actively involved in critical projects throughout the region. We are spearheading several exciting initiatives, taking on technical responsibilities for programme management, engineering oversight, and construction assurance. As part of our expanding footprint in the region, we are currently seeking a qualified Engineering Manager to support the delivery and oversight of a key infrastructure package under our Technical Services Provider (TSP) contract. This position is site-based in Riyadh, supporting secure infrastructure works for one of our government clients. As the Engineering Manager, you will act on behalf of the client to provide oversight, assurance, and technical input across all phases of the Design & Build contractor’s delivery. Your contributions will help ensure the project meets its quality, safety, compliance, and performance requirements.
The Engineering Manager plays a critical role in supporting the technical oversight of all engineering activities under the TSP contract on behalf of our client. This includes leading the multi-disciplinary coordination of design reviews, managing the assurance of design compliance, and ensuring constructability, integration, and alignment with contractual and regulatory obligations. The role involves working closely with the Design & Build contractor, client engineers, and internal assurance teams to identify and mitigate risks early in the design lifecycle. The Engineering Manager is also responsible for maintaining the technical integrity of the programme, ensuring that engineering outputs are of high quality, and that they support a smooth transition into construction, testing, and commissioning phases. This role is central to ensuring that client expectations are met in terms of safety, performance, maintainability, and long-term operational value.
Key Responsibilities:
Support the safe, on-time, and high-quality delivery of infrastructure works.
Collaborate with contractors, consultants, and internal engineering teams.
Ensure technical compliance with drawings, specifications, and standards.
Review submittals, RFIs, method statements, and test plans as applicable.
Participate in inspections, reviews, and quality/safety audits.
Report progress, issues, and risks to the project leadership team.
Here’s What You’ll Need:
Bachelor’s degree in a relevant discipline (Engineering, Architecture, or HSE depending on role).
5–10 years of experience in infrastructure or secure projects.
Familiar with Saudi regulations and international standards.
Strong communication and stakeholder coordination skills.
Experience with secure site protocols is a plus.
Demonstrated experience in supporting technical oversight, design review, or quality control on government or defence-related projects.
Ability to interpret technical drawings, specifications, and contractual requirements.
Experience working with or alongside Design & Build contractors is highly desirable.
Strong understanding of compliance requirements in secure or regulated environments.
Fluent in English; Arabic language skills are an advantage.

GENERAL ROLE :

QUALIFICATIONS

Recommends improvements to department procedures.
Supports precontract and business development efforts as required, serving as technical consultant.
Ensures performance within overhead budgets authorized for the discipline.
Actively participates in and promotes the Quality Improvement Program.
May head a committee within the discipline, striving to motivate and educate the assigned personnel.

What You’ll Be Doing
We need our Engineering Managers to be versatile as well as have exceptional communication, analytical and management skills.
In this role you provide management and direction for an Engineering department or a major section within one of the larger programs. You will recruit, interview, and evaluate prospective employees as well as hire, offer personnel development, conduct performance evaluations, counsel employees, takes corrective actions (as required), and approve terminations.
What Required Skills You’ll Bring
Reviews and approves discipline staffing budget estimates and staffing assignment schedules on each project.
Maintains appropriate staffing level, including temporary personnel, as needed. Reviews and approves staff forecasting reports.
Coordinates all discipline staffing requirements for the program.
Monitors the quality and progress of each discipline on the project, ensuring that production requirements are satisfied.
Works closely with Project Managers to resolve any existing or forecasted problems related to discipline staffing, quality of work, schedule performance, or productivity. Establishes standards and procedures manuals for each discipline.
Recommends improvements to department procedures.
Supports precontract and business development efforts as required, serving as technical consultant.
Ensures performance within overhead budgets authorized for the discipline.
Actively participates in and promotes the Quality Improvement Program.
May head a committee within the discipline, striving to motivate and educate the assigned personnel.

Main Tasks And Responsibilities
- Assist in hiring, training, supervising, scheduling, disciplining, and planning activities of maintenance department personnel.
- Participate in employee performance reviews.
- Ensure effective preventive maintenance schedules are followed.
