Parsons is looking for an amazingly talented Engineering / Design Director to join Qiddiya project. This is a strategic leadership role for a proven infrastructure expert with deep experience in critical utilities and civil systems design.
The successful candidate will drive the engineering vision and delivery of complex infrastructure networks – including roads, wet and dry utilities, stormwater, wastewater, power, and district cooling.
What You’ll Be Doing
Lead all engineering and design efforts for critical infrastructure and utilities across the Qiddiya Giga Project
Oversee planning and design of wet and dry utility networks, roadworks, power distribution, sewage, stormwater, and district cooling systems
Manage a multi-disciplinary design team across civil, electrical, mechanical, and utilities disciplines, ensuring technical excellence and coordination
Act as the technical interface with the client (QIC), consultants, authorities, and other stakeholders to ensure compliance with masterplan and regulatory requirements
Review and approve design deliverables across all stages (concept to IFC), ensuring alignment with project goals and engineering best practices
Enforce engineering standards, QA/QC procedures, and risk management protocols across all infrastructure packages
Provide technical oversight during procurement and construction phases, resolving design-related challenges in real time
Ensure all infrastructure systems support long-term sustainability, resilience, and smart city integration goals
What Required Skills You’ll Bring
Bachelor’s degree in Civil, Mechanical, or Electrical Engineering (or equivalent)
20+ years of infrastructure engineering experience, with 5+ years in a design director or senior leadership role
Proven experience leading infrastructure design on large-scale urban development or Giga projects in the GCC
Deep technical understanding of utility networks (potable water, wastewater, stormwater, electrical, telecom) and civil infrastructure

**POSITION OVERVIEW:**
Provides management and direction for one of the large Engineering disciplines, or may have a special assignment such as Manager of the Quality Program, or Operations Manager for the department, or Manager over all engineering disciplines on a large job, typically exceeding $250 million in total installed cost.
**SPECIFIC RESPONSIBILITIES:**
Reviews and approves discipline staffing budget estimates and staffing assignment schedules on each project. Reviews and approves staff forecasting reports.Monitors the quality and progress of the discipline on each project, ensuring that production requirements are satisfied. Works closely with Project Managers to resolve any existing or forecasted problems related to discipline staffing, quality of work, schedule performance or productivity.Establishes standards and procedures manuals for the discipline. Recommends improvements to department procedures.Supervises the preparation of the discipline's annual salary plan and controls salary actions within the approved plan.Responsible for overall managerial and technical direction of the discipline. Recruits, interviews, and evaluates prospective employees. Hires, offers personnel development, conducts performance evaluations, counsels, takes corrective action, as required and approves terminations. Ensures that new employees receive orientation on company policies and procedures.Supports pre-contract and business development efforts as required, serving as technical consultant.Ensures performance within overhead budgets assigned to the discipline.Actively participates in and promotes the Quality Improvement Program. **EDUCATION/EXPERIENCE:**
Bachelor's Degree in Engineering (or related field) and typically **20+ years** of related work experience, including significant managerial experience of a large group of Engineers, Designers, and technical support personnel. Professional Engineer registration with active membership in a professional engineering society may be required.
**SKILLS/COMPETENCIES:**
Proven ability for managing a large group of engineering/technical personnel and directing work involving complex technical situations, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific engineering software for use in completing engineering assignments.

- Skills:

**Job Description:**
Parsons is looking for an amazingly talented Design Engineering Manager to join our Qiddiya Logistics team.
**What You'll Be Doing:**
+ Lead the planning and initial site set-up and production of the Logistics engineering and Design management plan, integrated with the city and program engineering plans to give a city-wide approach.
+ Develops Standard operating procedures for the rail tunnels, civils and structures engineering of the program and ensure that QIP follow them so there is operational consistency across the program.
+ Ensures and assures consistency in the execution of supply chain design and construction in accordance with Client technical requirements.
+ Leads design review process to ensure compliance with Client Requirements
+ Coordinates technical reviews in support of the FIDIC Engineer
+ Coordinate with other delivery partners (Jacobs and Mace), as well as QIC and all existing contractors, and future planned procurement of major contractors.
+ Plan and implement civil engineering strategies and approaches in accordance with the completed and approved mobility engineering plan.
+ Lead the implementation and application of advanced principles, theories, and concepts, ensuring compliance and consistency across the delivery teams.
+ Contributes to the development of innovative engineering principles and ideas.
+ Leads on unusually complex civil engineering problems and provides solutions that are highly creative, in coordination with project and engineering leads.
+ Facilitates partnerships with key stakeholders/organizations impacted by the program.
+ Assigns work to employees, oversees, and tracks the completion of work assignments.
+ Agrees scope, budget and schedule for remote engineering services in support of QIP tracks the completion of work orders.
+ Interviews and selects personnel for assignment as required.
+ Maintains clear and concise work standards and goals; provides training and development; completes performance evaluations, conducts employee counselling, takes corrective action as necessary.
+ Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.
+ Performs other responsibilities associated with this position as may be appropriate.
**What Required Skills You'll Bring:**
+ 4-year degree in Civils Engineering and preferred Masters degree and Chartered status (or equivalent) with minimum 10 years' experience in mega construction projects.
+ Proven experience of working within a complex rail and metro engineering environment with tunnelling, Stations, Structures and heavy Civils.
+ Working knowledge with all local and international Railways and Metro applicable standards in the field of Civils, Stations, Structures and Tunnels
+ Safety Qualification / Awareness Training.
+ Very strong oral & written communication skills in English.

his responsibility extends to coordination and integration where required of Project Delivery Systems across all functions and disciplines, such as:
- Engineering Systems:
- Engineering Design Systems (EDS)
- Engineering Data Management Systems (EDM)
- Project Systems:
- Construction Management Systems
- Project Control Systems (Estimating, Planning, Cost Control, Progressing)
- Procurement Systems etc.
- Third Party hosted systems, information technology Systems and other enterprise systems including iM Infrastructure.
- Strong knowledge of the Engineering / Procurement / Construction (EPC) information lifecycle.
- Broad working knowledge of all related Information management disciplines including engineering design systems, data and document management systems, project systems (estimating, project controls, procurement, construction, commissioning systems and information technology with specific expertise in one or more of these disciplines.
- A strong understanding of engineering and project data management, including database technologies, data presentation, project data lifecycles and project data domains is required.
Industry Specific Experience:
- Experience within the EPC or the E&P (Exploration and Production) industries, in a relevant role and with strong project execution experience, is required.
Education - Qualifications, Accreditation, Training:
- Degree or Diploma in Engineering, Computer Science of Business is preferred.
HSE Capability:
- Ability to comply with, promote and provide leadership in HSE policy and OneWay framework.
IT Skills:
- Have strong skills with PC hardware, Windows OS, MS Office 2010 or newer, and be able to operate in a networked environment.
