Parsons is looking for an amazingly talented Design Engineering Manager to join our Qiddiya Logistics team.
What You'll Be Doing:
Lead the planning and initial site set-up and production of the Logistics engineering and Design management plan, integrated with the city and program engineering plans to give a city-wide approach.
Develops Standard operating procedures for the rail tunnels, civils and structures engineering of the program and ensure that QIP follow them so there is operational consistency across the program.
Ensures and assures consistency in the execution of supply chain design and construction in accordance with Client technical requirements.
Leads design review process to ensure compliance with Client Requirements
Coordinates technical reviews in support of the FIDIC Engineer
Coordinate with other delivery partners (Jacobs and Mace), as well as QIC and all existing contractors, and future planned procurement of major contractors.
Plan and implement civil engineering strategies and approaches in accordance with the completed and approved mobility engineering plan.
Lead the implementation and application of advanced principles, theories, and concepts, ensuring compliance and consistency across the delivery teams.
Contributes to the development of innovative engineering principles and ideas.
Leads on unusually complex civil engineering problems and provides solutions that are highly creative, in coordination with project and engineering leads.
Facilitates partnerships with key stakeholders/organizations impacted by the program.
Assigns work to employees, oversees, and tracks the completion of work assignments.
Agrees scope, budget and schedule for remote engineering services in support of QIP tracks the completion of work orders.
Interviews and selects personnel for assignment as required.
Maintains clear and concise work standards and goals; provides training and development; completes performance evaluations, conducts employee counselling, takes corrective action as necessary.
Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.
Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
4-year degree in Civils Engineering and preferred Masters degree and Chartered status (or equivalent) with minimum 10 years’ experience in mega construction projects.
Proven experience of working within a complex rail and metro engineering environment with tunnelling, Stations, Structures and heavy Civils.
Working knowledge with all local and international Railways and Metro applicable standards in the field of Civils, Stations, Structures and Tunnels
Safety Qualification / Awareness Training.
Very strong oral & written communication skills in English.

We are seeking a highly experienced and efficient Head of Engineering Design to join our team. The successful candidate will be responsible for managing and coordinating all aspects of design and shop drawings for projects, ensuring quality and adherence to engineering standards and local and international codes.

The Senior Manager - Engineering Management will ensure the development of effective strategies, engineering management plans, engineering activities schedule (including critical and strategic milestones), risk identification and mitigation plans, resource strategy, forecast resource plans, stakeholder management plan, communication plan, report preparation & presentation and compliance with applicable Neom standards & practices reporting plan.
Key Responsibilities:
- Identify, develop, implement and manage the engineering strategies, engineering management plan, engineering deliverables schedule, risk management plan, stakeholder management plan, communication plan, reporting plan, needed to meet the requirements of the project.
- Providing engineering work output, expertise and guidance to ensure project engineering outcomes are effectively delivered in support of the Project Manager/Director.
- Ensure compliance with relevant Neom codes, standards and practices.
- Collaborate with stakeholders, cross-functional teams, including project managers, architects, consultants, and contractors, to achieve the projects outcomes and objectives.
- Drive project engineering success, foster innovation, and ensure fit-for-purpose engineering solutions are identified and delivered.
- Monitoring and reporting the progress of all engineering activities in relation to the project in accordance with management requirements.
- Prepare scopes of work, evaluate technical proposals for related engineering services or construction works.
- Provide all necessary engineering support.
- Manage team performance and project outcomes.
- Assured engineering outcomes aligned to project objectives.
- Plan and oversee the execution of projects engineering activities in order to meet timelines, budget, and quality including applicable standards.
- Strategic risk management for the area they are responsible for.
Managing resources effectively including resources allocation, and procurement.
Essential skills:
- Proven track record of leading engineering projects and/or an office for a major contractor, consultant and/or developer delivering significant work.
- Ability to analyze and resolve complex issues, both logical and interpersonal.
- Ability to negotiate efficiently and effectively.
- Strong leadership skills and experience in managing and coordinating multiple teams across the various stages of a project's lifecycle.
- Ability to be a team player that motivates and educates other team members and comprehends complex, technical subjects.
- Excellent verbal and written communication skills and the ability to effectively interact with a diverse group of individuals.
- Excellent knowledge of, and conversant with, development of concept strategies, development programs and business cases for large building projects.
- Ability to work in a high-pressure environment.
Demonstrate a strong ability to analyze complex issues and develop innovative solutions to overcome obstacles to ensure successful project execution.
Experience
Over 15 years of engineering experience, with at least 5 years senior/director engineering experience. 6 years of experience gained in Engineering Project Management or equivalent leadership roles.
