JOB PURPOSE

The Project Engineering Lead is responsible for managing projects throughout the Design and Construction phases. He/she ensures that all project parameters and construction schedules are met.

RESPONSIBILITIES

  • Communicate project information to brand designers and coordinators, including As-Built Drawings, LOD, Design Manuals/Guidelines, and other relevant documents, to ensure designs are completed according to actual site conditions and LL standards.
  • Receive drawings from brand designers and coordinators, managing coordination with brand managers, LL, public authorities, and MEP consultants.
  • Assist in construction permits and launch construction work on-site.
  • Receive materials on-site, monitor storing and warehousing activities, as well as quantity take-off from the site for final account settlement.
  • Approve payment and quantities' verification and ensure proper settlement (final settlement and defect liability period).
  • Guide, and monitor day-to-day work, ensuring compliance with quality, safety, and security standards at all times.
  • Supervise the compilation and effective rectification of snag lists and handover completed jobs to the retail management department.
  • Receive quotes for minor works and takes appropriate action.
  • Manage material procurement and delivery in coordination with the procurement department.
  • Prepare Bills of Quantities (BOQ) based on received designs and with reference to previous projects.

QUALIFICATIONS

Bachelor's degree in civil engineering, or Architecture, or related field.

Proficiency in MS Office, AutoCAD, and a Project Scheduling Tools (such as MS Project, Primavera or other).

Six to eight years of experience in retail/F&B stores fit out, or a similar role.

Experience in MEP is a plus.

Project Director - Construction Management & Supervision - 100% (m/f)
The Ideal Candidate will have a proven track record in leading large-scale transportation infrastructure construction supervision projects, with deep technical expertise across multiple engineering disciplines. They will be responsible for ensuring that construction works comply with design intent, technical specifications, quality standards, and safety requirements. With extensive site-based leadership experience, the candidate will oversee project execution, resolve complex technical challenges, and guide ARX's supervision teams toward successful delivery.

Responsibilities:

  • Direct and manage all aspects of construction supervision on major projects from mobilization to handover.
  • Oversee daily site operations, ensuring compliance with contract documents, design drawings, and technical specifications
  • Lead multidisciplinary supervision teams (civil, structural, architectural, MEP, and specialist engineers/inspectors).
  • Review and approve shop drawings, material submittals, method statements, and inspection requests.
  • Monitor contractors' performance against schedules, budgets, and quality benchmarks.
  • Identify technical risks, propose solutions, and resolve site-related issues in coordination with design and client teams.
  • Ensure strict implementation of QA/QC procedures and international construction standards.
  • Enforce health, safety, and environmental policies, ensuring compliance with Saudi regulations.
  • Chair technical and progress meetings with contractors, consultants, and client representatives.
  • Prepare and review technical reports, progress updates, and recommendations to clients.
  • Support contract administration, including claims evaluation, variation assessments, and change orders.
  • Mentor and develop resident engineers, discipline leads, and inspectors to enhance team technical capability.

Requirements:

  • Bachelor's degree in Civil Engineering, Construction Management, or related discipline (Master's degree a plus).
  • Minimum 15 years of construction supervision experience, with at least 5 years in senior management roles on large-scale projects in Saudi Arabia or the GCC

Technical Skills:

  • Strong expertise in site supervision, construction methodologies, and technical problem-solving.
  • In-depth knowledge of FIDIC and consultancy-based supervision contracts.
  • Proficiency in construction management tools (Primavera P6, MS Project, Aconex, etc.

Core Competencies:

  • Excellent command of construction codes, standards, and best practices.
  • Strong leadership in site-based environments with the ability to direct large supervision teams.
  • Effective communication and decision-making under high-pressure conditions.
  • Proven ability to enforce quality, safety, and technical compliance.
  • Certifications (Preferred): PMP, PE, or Chartered Engineer status.

Additional Skills:

  • Prior experience with giga-projects and infrastructure developments in Saudi Arabia (e.g., NEOM, Red Sea, Diriyah).
  • Strong contractual awareness to support claims, disputes, and risk management.
  • Middle East Experience Mandatory

Project Engineering Manager – Substation

We are hiring a skilled Project Engineering Manager – Substation on behalf of our Client, a global leader in engineering, procurement, and construction (EPC) , delivering world-class infrastructure and industrial projects.

The role is located in Saudi Arabia, involves managing and executing primary and secondary engineering activities for GIS (Gas Insulated Substation) / AIS (Air Insulated Substation) projects up to 765kV. The PEM (Project Engineering Manager) will lead a team of Design Leads, Design Engineers, and Draughts persons, coordinating with interdisciplinary teams including Civil, Structural, Electrical, MEP (Mechanical, Electrical, and Plumbing), and Instrumentation departments to ensure high-quality engineering outputs delivered on schedule and within budget. The role spans the full project lifecycle from pre-bid engineering, design review, vendor coordination, to commissioning support while providing technical leadership and facilitating vendor engineering processes.

Objective

The ideal candidate will:

  • Ensure that engineering activities are executed within stipulated timelines, with adherence to quality and cost requirements.
  • Monitor L2 (Level 2) schedule during project execution and optimize designs, propose alternate solutions, and deliver projects with positive margins.
  • Perform inter-disciplinary coordination among Civil, Structural, MEP, and Instrumentation teams.
  • Allocate work and manage man-hours across different project roles.

Key Responsibilities

  • Coordinate with the Project Planning Manager to align deliverables with the Project Schedule.
  • Conduct regular project review meetings to ensure adherence to timelines.
  • Conduct internal meetings for resource optimization, allocation, and productivity enhancement.
  • Review designs, calculations, and drawings; ensure timely submissions with client approvals.
  • Clarify vendor-related issues and ensure timely delivery of materials to the project site.
  • Multitask efficiently and deliver multiple outputs on time.
  • Provide clarifications to inter-discipline managers regarding design aspects of equipment.
  • Enable and review accurate estimation for Bill of Materials (BOM) submission.
  • Review critical issues and procedural delays in design; support Site Execution Teams.
  • Resolve procurement issues and support Supply Chain Management (SCM) for vendor engineering order finalization.
  • Support BOQ (Bill of Quantities) review, pre-bid offers, technical submissions, and post-tender clarifications to the Contracts Team.
  • Lead and manage the team of Design Leads, Design Engineers, and Draughtspersons.
  • Conduct vendor evaluation against technical specifications required by the client.
  • Provide support to Site Execution Teams for commercial issues and processing of bills.
  • Ensure issuance of Manufacturing Clearance through communication with suppliers.
  • Communicate deliverable lists from clients and obtain resource requirements for projects.

Skills and Qualifications

  • Minimum Qualification: B.E. / B.Tech. in Electrical / Electrical & Electronics Engineering
  • Experience: 12+ years (Must have experience predominantly in design aspects of Substation Construction and leading engineers in execution of multiple projects)
  • Comprehensive knowledge of Primary Engineering and Secondary Engineering for substation projects.
  • Proficient in design aspects of GIS (Gas Insulated Substation) / AIS (Air Insulated Substation) up to 765kV.
  • Expertise in selection and design of equipment including Power Transformers, Reactors, Circuit Breakers, Disconnectors, and Instrument Transformers.
  • Skilled in Substation Primary and Secondary Design: Earthing, Lighting, Lightning Protection, Cabling.
  • Understanding of interdisciplinary interfaces between Civil, MEP, Instrumentation, and Secondary Engineering (Schemes, Wiring Diagrams, SCADA (Supervisory Control and Data Acquisition) & Control Systems).
  • Experience leading and executing projects across multiple geographies, clients, and utilities.
  • Detailed knowledge of substation equipment, vendor engineering, and market conditions.
  • Ability to interpret contractual technical requirements and facilitate project teams effectively.
  • Strong interviewing skills for recruitment and team development.
  • Desirable awareness of ETAP (Electrical Transient Analyzer Program), PSCAD (Power Systems Computer-Aided Design), CYMGRD (Grounding and Earthing Analysis Software), and Project Planning Tools

JOB SUMMARY:

The Project Manager is responsible for all aspects of the Project. The Project Manager has the authority to coordinate and execute the successful safe completion of construction on assigned projects, within schedule and budget and in accordance with engineering specifications, drawings and contract requirements He will recruit all necessary staff for projects, set strategies and execution plans in order to deliver the Project within the agreed schedule and budget as well as ensuring that it functions as per an agreed performance specification. He will retain responsibility for the commissioning or the facilities and until handover to Client.

PRIMARY RESPONSIBILITIES:

  • Have total accountability for the management all phases of Project from Preliminary Engineering, though Detailed Design, Fabrication, Integration, Installation and Commissioning
  • Set up project team and all procedures necessary to manage the project both technically and commercially
  • Manage interfaces with Client, and other contractors.
  • Participates and contributes Constructability Reviews
  • Manage, motivate and develop project team, with specific attention to developing national staff
  • Ensure that the project team manage all technical and quality issues to deliver a quality product to Client that fulfils its purpose
  • Develop strategies to deliver project on time and within budget
  • Retain responsibility until all facilities are fully functioning and all commercial issues closed out satisfactorily
  • Ensure smooth transition and handover to operations
  • Makes effective client, labor, and public relations.
  • Manages a team of construction specialists that are responsible for the actual construction, field engineering, quality assurance, craft supervision, administration, material control, and project controls.
  • Coordinates the preparation of and issuance of reports on the construction status of the project.
  • Keeps client informed of daily activities on the site.
  • Makes sure that each field staff member understands his/her role and responsibilities on the site and that entire staff functions as a team.
  • Makes sure that all plans and procedures for the project are implemented in the field and manages the activities accordingly. These include:

- Warehousing - Field Engineering

- Subcontracts - Field Procurement

- Craft Supervision -Labor Relations

  • Trains, develops and appraises General Superintendent, Technical Service Manager, Administrative Manager, Site QC Manager, Project Controls Manager and Project HSE Manager

QUALIFICATIONS:

Skills:

  • PMC /EPC experience Downstream Projects to produce liquefied natural gas, gasoline, heating oil, synthetic rubber, plastics, lubricants, antifreeze, fertilizers, and pesticides.
  • Adaptable and able to work in international environments
  • Commercially astute with good knowledge of contract management economics
  • Good interpersonal skills with ability to achieve results in an environment where they may have to be achieved largely by influence
  • Good understanding of Project financial drivers and management
  • High level of personnel drive and initiative

Academic: Undergraduate degree in appropriate discipline

Experience: 15-20 years professional experience

Proven track record of successfully managing EPC projects
