We are currently supporting a major infrastructure development in Riyadh to support our cost management function, we are seeking a highly skilled Cost Estimation Engineer with robust Middle East experience and a background in PMO environments.
The Cost Estimation Engineer will be responsible for preparing, reviewing, and validating cost estimates across various phases of the project, including concept, design, procurement, and execution. The role requires strong analytical skills, market knowledge, and a proven track record in delivering cost estimates on large-scale infrastructure programs within the Middle East.
Responsibilities- Prepare detailed and high-level cost estimates for infrastructure works including civil, utilities, roads, and public realm.
- Support the PMO with cost benchmarking, estimation methodologies, and budget development.
- Evaluate consultant and contractor estimates and provide cost assurance and value engineering input.
- Analyze quantity take-offs and BOQs based on design drawings and specifications.
- Work closely with planning and engineering teams to align cost data with project schedules and work breakdown structures (WBS).
- Maintain historical cost databases, market rate analysis, and escalation indices.

Qualifications:
- Bachelor's degree in Civil Engineering.
- Minimum of 10 years of experience in cost estimation.
- Experience in both Engineering Design firms and Contracting companies is highly desirable. Candidates with significant relevant experience within a Contracting company may be considered even if their experience in an Engineering Design firm is less extensive.
- Proven experience in preparing detailed cost estimates for a variety of civil engineering projects.
