As part of its development of Qiddiya City, Qiddiya Investment Company (“QIC”) will be developing residential communities, retail destinations, office precincts, hospitality & F&B offerings, entertainment venues, staff accommodation, educational, medical, sports & cultural arenas & stadiums (F1, tennis, golf, equestrian, motor sports, aquatics etc.), theme parks and e-gaming concepts in standalone or mixed-use environments.

The Director of Facilities - Hard Services is Qiddiya’s in-house industry expert for Facilities Engineering. They form an integral role within the QAM PMO structure, supporting Engineering related performance reviews, managing engineering aspects of contract governance and acting as a point of engineering expertise for Qiddiya.

They are responsible for the technical maintainability, operability, readiness and future property and facilities management operation of the assets within Qiddiya City. The role retains a responsibility for the engineering aspects of assets under the responsibility of an operator or nominated party.

The role includes the development and delivery of Facilities Engineering service design, phased mobilization, ramp up/ interim services through to the ongoing property operations of commercial and private assets (directly or indirectly dependent upon asset and QAM strategy).

• Exclusive to Commercial and Private property assets within the scope of QAM.
• Create QAM Change and Transformation operational policies and standards
• Close interface with Operational Readiness
• Assist in developing and implementing Asset Management, Facilities Management Framework and associated Strategies.
• Lead the contractual performance deliverables of all Service providers & contractors within QIC FM.
• Delivering QAM obligations as defined within the Ways of Working related to asset handover and operations setup.
• Support and implement a QAM Property, Facilities, Technology and ESG oversight function responsible for:

• Property Governance
• Property Standards
• Property Compliance and Auditing
• Asset Lifecycle Performance and Planning.
• Property Operator performance
• Asset Maintainability and Operability through the design and build phases
• Asset handover, testing & commissioning and certification
• Procurement of technical and specialized service providers for QAM
• Budgeting and Financial Management
• QAM service setup, interim management and operation of property assets either under direct management or through a nominated third-party operator
• Prepare investment summaries & make recommendations for major CAPEX expenditures.
• Examine and monitor the operating performance of the assets to ensure the return on investment in each asset is maximized through identifying asset enhancement initiatives
• Provide input to monthly, quarterly and annual internal reports to the Executive Committee for all assets in the Retail portfolio

• Eng. Degree with experience the fields of Real Estate, Business, Facilities Management or Hospitality Management.
• Recognized industry membership e.g., IWFM / IFMA.
• 15+ years of Facilities Management experience, 5+ years in a leadership position.
• International experience including prior experience within MENA.
• Proven experience leading teams and managing contractor relationships.
• Excellent understanding of health, safety, and environmental regulations.
• Strong strategic thinking and planning abilities.
• Excellent communication and interpersonal skills to engage and influence stakeholders effectively.
• Experience working in multicultural environments and knowledge of Middle Eastern facility operations is an advantage.
• Certifications in facilities management or project management are highly desirable (e.g., IFMA, FM Global, PMP).

• Operational Handover Support:

• Asset Coding Management:

• Maintain, update, and support the asset coding structure aligned with project progress and operational needs.

• CAFM System Administration:

• Manage and administer CAFM systems backend functions related to asset data and coding integrity.

• Stakeholder Liaison:

• Liaise with IT, operations, and project teams to ensure seamless CAFM integration and data accuracy.

• Technical Support & Training:

• Provide technical support and training to FM teams on asset coding and CAFM system use.

• Reporting:

• Prepare and present reports on asset coding status, CAFM data quality, and handover progress.

What Required Skills You'll Bring:

• Minimum 5–10 years’ experience in Facilities Management or related operational roles.

• Proven experience managing CAFM systems, particularly backend asset data and coding structures.

• Knowledge of asset coding standards, operational handover processes, and design review coordination.

• Strong technical aptitude with CAFM software and asset lifecycle management.

• Familiarity with CAFM platforms such as IBM Maximo, Archibus, FM:Systems, Planon, or similar.

• Experience with data integration, database management, and reporting tools related to CAFM.

About the Role

Facility Services Management:

• Managing preventive maintenance programs to ensure optimal performance of civil components and building systems (HVAC, electrical, plumbing, firefighting, etc.).
• Coordinating with service providers and contractors to ensure high-quality service delivery aligned with company standards.
• Conducting scheduled and ad-hoc site inspections to verify service scope compliance and asset condition.
• Liaising with internal and external stakeholders to address FM-related inquiries and facilitate service provision.
• Responding to emergency calls and critical situations 24/7/365.
• Securing necessary permits and approvals for FM-related activities.
• Reviewing and evaluating vendor quotations, recommending optimal solutions, and coordinating approvals through to PO issuance.
• Verifying invoices and processing them in line with management directives.
• Reviewing service provider reports, providing feedback, and ensuring proper documentation.

Problem-Solving and Issue Resolution:

• Diagnose and resolve issues in HVAC, electrical, plumbing, and fire safety systems.
• Provide technical support to minimize downtime and service disruptions.
• Lead emergency repairs and ensure swift resolution of critical incidents.
• Supervise major cleaning and waste removal activities, with progress reporting.

Project Coordination & Technical Review

• Assist in planning and executing facility projects (upgrades, space planning, installations).
• Support renovation, fit-out, and refurbishment projects, ensuring technical compliance.
• Oversee project documentation and adherence to engineering standards.
• Review and validate layouts and drawings to ensure alignment with FM requirements.

Vendor Coordination & Service Quality

• Coordinate with vendors and contractors to ensure timely, high-quality execution of maintenance and project work.
• Regularly assess performance, provide feedback, and manage schedules to align with operational needs and project timelines.

Health, Safety, and Compliance:

Ensure all FM services strictly adhere to health, safety, and environmental regulations, including building codes, safety protocols, and sustainability objectives.

• Conduct regular inspections and audits to proactively identify risks and enforce compliance.
• Provide technical guidance on regulatory matters and maintain accurate, up-to-date documentation.

Documentation and Reporting:

• Maintain accurate records of maintenance, repairs, and service requests.
• Prepare regular reports tracking key operational metrics and compliance.
• Support the creation of detailed FM reports for management and stakeholders.
• Assist in preparing FM-related documentation as needed.
