**Job Description:**
Parsons is seeking a visionary and experienced **Director - Facilities Management** to join our team! In this role, you will provide strategic leadership and oversight for all VMA and Facilities Operations, ensuring seamless integration and collaboration with the Facility Management (FM) department. Your primary responsibility will be to set the vision, operational strategy, and performance standards for facility operations, asset management, and related services, all while supporting VMA's mission and objectives.
As the Director, you will champion excellence, innovation, and sustainability across all operational aspects, driving continuous improvement and ensuring alignment with industry best practices. The ideal candidate will bring extensive experience in facilities operations and asset management, with a proven ability to lead large-scale operations and deliver exceptional results.
**What You'll Be Doing:**
+ Develop and implement long-range strategic plans, operational policies, and budgets for VMA and Facilities Operations in alignment with VMA's goals and close collaboration with the FM department.
+ Lead, mentor, and manage a large, diverse team of senior managers, managers, and specialists, fostering a culture of high performance, collaboration, and continuous improvement.
+ Oversee the comprehensive management of all facility services, including hard and soft services, asset lifecycle management, project delivery, QHSE, and sustainability initiatives, ensuring they meet quality, safety, and efficiency standards.
+ Champion the integration and optimization of FM systems (e.g., CAFM, BMS) and technologies to enhance
+ operational effectiveness and data-driven decision-making.
+ Establish and maintain strong working relationships with the Facility Management department, key stakeholders, contractors, and regulatory bodies to ensure effective service delivery and compliance.
+ Drive performance management, quality assurance, and risk mitigation strategies across all operational pillars.
+ Report operational performance, strategic initiatives, and resource management to executive leadership.
**What Required Skills You'll Bring:**
+ Master's or bachelor's degree in engineering (Mechanical, Electrical, Civil), Facility Management, Business Administration, or a related field.
+ Minimum of 15+ years of progressive leadership experience in large-scale facility operations, venue management, or a comparable complex operational environment, with at least 10 years in a senior leadership role.
+ Proven record of accomplishment of successfully leading and managing large, multi-disciplinary teams and collaborating effectively with FM departments.
+ Extensive knowledge of facility management principles, building systems, maintenance strategies, project management, contract management, and QHSE standards.
+ Strong strategic thinking, financial acumen, problem-solving, and decision-making skills.
+ Excellent communication, negotiation, and interpersonal skills.
+ Relevant professional certifications (e.g., CFM, PMP, RICS) are highly desirable.

Objective:

The role holder is responsible for leading, managing, automating and digitizing all procurement activities taking ownership of the procurement process for the HSSE, Facilities, Others Category Cluster, ensuring service delivery in a cost-effective manner in line with the stated strategy and defined service level agreements. The role holder shall carry out his duties in accordance with the stipulated business plan and policies and procedures.

General Responsibilities

  • Identify the needs of products and services for HSSE and facilities operations within ASMO and accordingly develop a case for raising a purchasing request.
  • Create a purchasing request ensuring it is evaluated and classified according to value (e.g., risk, financial) and assigned to buyers by means of the tenders processing.
  • Support the Finance function by giving clear price roadmap/trends to prepare the budget.
  • Define the cost drivers of the HSSE, Facilities, Others Category Cluster and follow its implications to ensure full consideration and awareness of cost.
  • Anticipates changes in ASMO needs and market conditions to define sourcing strategies.
  • Develop business cases, including needs for cross-functional resources, timeframe and targets.
  • Liaise with Legal function to ensure full coverage of legal-related matters in contractual agreements and ensure scope-coverage is clearly outlined.
  • Ensure alignment between suppliers and contracts ensuring ASMO is safeguarded from potential contract breaches.
  • Implementing e-sourcing tools to automate the supplier selection and negotiation process, improving efficiency in supplier relationship management.
  • Develop an end-to-end purchase-to-pay process map to be automated by Technology function.
  • Liaise with Technology function to automate the HSSE, Facilities, Others Category Cluster procurement process from requisition to payment, including purchase orders, approvals, and invoice processing, to reduce manual intervention.
  • Lead discussions for purchasing requirements, project specifications, and linkage with HSSE, and facilities operations with sector management and suppliers.
  • Drive the digital transformation of procurement processes, leveraging automation, data analytics, and emerging technologies to enhance efficiency, reduce costs, and support the specific needs of HSSE and facilities operations.
  • Implement and manage supplier portals that enable automated ordering, invoice processing, and communication with suppliers, reducing administrative overhead.

Qualifications:

This position is open only to candidates currently residing in Saudi Arabia.

Responsibilities
  • Develop and implement strategic plans for the FM project portfolio, aligning with company growth objectives and market demands.
  • Provide senior-level oversight and leadership to a team of Facilities/Project Managers and their teams.
  • Manage the P&L and financial performance of the entire project portfolio, ensuring quality, cost, and budget control.
  • Cultivate and maintain strong relationships with key clients and stakeholders, acting as the primary point of contact for strategic discussions.
  • Direct all phases of project execution, from planning and resource allocation to delivery, ensuring projects are completed on time and to the highest standards.
  • Implement robust risk management strategies to identify, mitigate, and resolve project risks proactively.
  • Ensure all projects and operations are in full compliance with relevant industry standards, safety regulations, and national policies, including Vision 2030 objectives.
  • Lead new business development efforts, including the preparation of proposals and presentations for large-scale and complex FM contracts.
  • Provide high-level reports on project performance, financials, and strategic outcomes to executive leadership.
Qualifications
  • Experience: Minimum of 15+ years of progressive experience in facilities or project management, with at least 7-10 years in a senior leadership or directorial role.
  • Education: Bachelor’s degree in Engineering. An MBA or a Master’s degree in a relevant field is highly preferred.
  • Certifications: Professional certifications such as Project Management Professional (PMP) or Certified Facility Manager (CFM) are a strong asset.
  • Technical Skills:
  • Strong technical knowledge of the field.
  • Expertise in large-scale FM projects and operational excellence.
  • In-depth knowledge of financial and contract management, including P&L responsibility.
  • Strategic understanding of technology integration in FM (e.g., CAFM, IoT).
  • Soft Skills:
  • Exceptional leadership, team management, and mentoring capabilities.
  • Superior communication, negotiation, and client relationship management skills.
  • Strong strategic planning and business development acumen.
  • High-level problem-solving and decision-making abilities.

As part of its development of Qiddiya City, Qiddiya Investment Company (“QIC”) will be developing residential communities, retail destinations, office precincts, hospitality & F&B offerings, entertainment venues, staff accommodation, educational, medical, sports & cultural arenas & stadiums (F1, tennis, golf, equestrian, motor sports, aquatics etc.), theme parks and e-gaming concepts in standalone or mixed-use environments.

The Director of Facilities - Hard Services is Qiddiya’s in-house industry expert for Facilities Engineering. They form an integral role within the QAM PMO structure, supporting Engineering related performance reviews, managing engineering aspects of contract governance and acting as a point of engineering expertise for Qiddiya.

They are responsible for the technical maintainability, operability, readiness and future property and facilities management operation of the assets within Qiddiya City. The role retains a responsibility for the engineering aspects of assets under the responsibility of an operator or nominated party.

The role includes the development and delivery of Facilities Engineering service design, phased mobilization, ramp up/ interim services through to the ongoing property operations of commercial and private assets (directly or indirectly dependent upon asset and QAM strategy).

Key Responsibilities
  • Exclusive to Commercial and Private property assets within the scope of QAM.
  • Create QAM Change and Transformation operational policies and standards
  • Close interface with Operational Readiness
  • Assist in developing and implementing Asset Management, Facilities Management Framework and associated Strategies.
  • Lead the contractual performance deliverables of all Service providers & contractors within QIC FM.
  • Delivering QAM obligations as defined within the Ways of Working related to asset handover and operations setup.
  • Support and implement a QAM Property, Facilities, Technology and ESG oversight function responsible for:
  • Property Governance
  • Property Standards
  • Property Compliance and Auditing
  • Asset Lifecycle Performance and Planning.
  • Property Operator performance
  • Asset Maintainability and Operability through the design and build phases
  • Asset handover, testing & commissioning and certification
  • Procurement of technical and specialized service providers for QAM
  • Budgeting and Financial Management
  • QAM service setup, interim management and operation of property assets either under direct management or through a nominated third-party operator
  • Prepare investment summaries & make recommendations for major CAPEX expenditures.
  • Examine and monitor the operating performance of the assets to ensure the return on investment in each asset is maximized through identifying asset enhancement initiatives
  • Provide input to monthly, quarterly and annual internal reports to the Executive Committee for all assets in the Retail portfolio
  • Eng. Degree with experience the fields of Real Estate, Business, Facilities Management or Hospitality Management.
  • Recognized industry membership e.g., IWFM / IFMA.
  • 15+ years of Facilities Management experience, 5+ years in a leadership position.
  • International experience including prior experience within MENA.
  • Proven experience leading teams and managing contractor relationships.
  • Excellent understanding of health, safety, and environmental regulations.
  • Strong strategic thinking and planning abilities.
  • Excellent communication and interpersonal skills to engage and influence stakeholders effectively.
  • Experience working in multicultural environments and knowledge of Middle Eastern facility operations is an advantage.
  • Certifications in facilities management or project management are highly desirable (e.g., IFMA, FM Global, PMP).
