The Executive Director – Program Delivery role holder is responsible for heading the Delivery function. They direct execution of detailed design, and delivery of an asset, within budget, scope and time.

  • Develop Delivery function’s strategy and business plans in alignment with the organization’s strategy to ensure achieving the strategic objectives
  • Develop the Delivery function’s objectives and scorecard in alignment with the unit objectives and score card to ensure achieving the organization overall objectives

Stakeholders’ Relations

  • Act as companies representative with local and international ventures and enterprises to establish and maintain good working relationships with the key stakeholders within and outside the company.

Budget

  • Leads Delivery function’s budgeting process and budget on time submission to ensure its compliance with the budgeting policy
  • Direct Delivery function’s budget utilization during the year across all related functions to ensure that spending is in alignment with the submitted and approved budget

Governance and Resilience

  • Develop Delivery function’s policies and procedures and monitor implementation to ensure achieving function’s operational excellence
  • Direct Delivery function’s day-to-day operations to ensure compliance with approved policies & procedures

People Management

  • Direct employee performance management processes within Delivery function’s in alignment with the HR policies and procedures to ensure continuous improvement of employees’ performance
  • Direct performance evaluation process and validate its results within Delivery function’s in alignment with HR policies & procedures to ensure appropriate and fair evaluation for Delivery function’s employees

Delivery

  • Direct the mobilization and coordination of relevant technical, HSSE, financial control resources, and information managers to conduct detailed development and delivery of an asset
  • Direct the identification of long-list and short-list of qualified PMCs and cost consultants (if cost consultants are contracted)
  • Direct the drafting of terms of reference for tender processes, and select contract format with PMC and legal (FIDIC)
  • Direct successful management of PMC, cost consultants, and all sub-consultants
  • Direct the detailed design phase, supported by PMC
  • Direct the coordination with PMO team to harmonize the detailed design elements across assets
  • Direct the preparation of periodic progress reports and present results as required
  • Direct PMCs’ actions over engineering contractors in support of project modification
  • Direct the management of schedule, budgets, and quality control for the entire delivery process
  • Direct the testing and commissioning of assets, and handover to operations teams

KNOWLEDGE & EXPERIENCE

Minimum Qualifications

  • Bachelor’s degree in Project and Programme Management
  • Master’s degree in Project and Programme Management is preferred

Professional Certifications

  • PRINCE2, Agile or similar certifications are preferred

EXPERIENCE

Required Experience

  • 14 years of relevant experience with at least 7 years in similar role
  • Previous experience in asset delivery is preferred
  • Experience in similar entities (theme park, live theatre or production safety) is preferred

Key Responsibilities:

  • Lead the Corporate Audit department, defining the vision, strategy, and operational framework for effective auditing processes across the organization
  • Develop, implement, and maintain a comprehensive internal audit plan based on risk assessments, aligning audit activities with the company's strategic goals
  • Direct and inspire a high-performing team of auditors, fostering professional development and enhancing the audit skills and competencies of team members

Key Responsibilities
  • Direct the strategic planning and development of Gaming and eSports projects, ensuring alignment with Qiddiya's overall vision, objectives, and market positioning.
  • Lead interdisciplinary teams to execute the development of diverse Gaming and eSports offerings including theme parks, live entertainment venues, and attractions.
