Job Purpose
To enable local real time Contract Engineering support; we are seeking an enthusiastic Contracts Engineer to join our close-knit Team at Lucy Electric. The role will encompass consulting with our clients to communicate their application needs to our development and engineering team as well as demonstrating our products to our customers when required. The role will provide local technical support and engineering resource for contract projects and generate new contract drawings, options, and Bills of Material (BOMs) to meet our customers’ needs.
This is a great development opportunity for a motivated self-starter to learn all about Lucy Products and how they are used in the electricity industry.
Job Context
As local support for a wider Contract and Engineering team, the role will entail closely interacting with other design, contract and technical engineers.
You will be creating contract drawings and engineering BOMs for both internal and external customers in KSA and overseas. This may involve developing and trialing new features for our switchgear products as well as the preparation of electrical schematics and wiring diagrams.
Liaising with customers during product inspections and responding to their technical queries to ensure product compliance will be required.
Job Dimensions
The role will be office based in the company premises in Dammam.
This role reports to the Customer Operations Manager based in Dubai.
Key Accountabilities
These will include:
- Liaison with Sales, Contracts, Engineering, and global Operations staff to deliver customer requirements within timescales, budgets and operational constraints.
- Interpret customer requirements and internal specifications and produce a detailed design using 3D CAD
- Issuing drawings and bills of material to the factory and customers using the Lucy CAD system
- Secondary designs required for specific customers which are outside the standard configurator system. This could involve trialing them through prototype build.
- Positively contribute to achieving the budgeted annual sales target.
- Work to ISO 9001 quality standards.
- Ability to thrive in a high pressure and developing environment. The ability to continuously improve standards & quality of the department.
- Adherence to all Company Health & Safety Policies, Procedures and Safe Working Practices.

They are looking to strengthen their team by adding a Project/Design & Construction Manager to join their team on a full-time basis. The Project/Design & Construction Manager will be responsible for planning, coordinating, and executing all aspects of the company’s store development and fit-out projects. This person willessentially be a liaison between our clients company, designers, construction contractors and landlords. This person will ensure that the contractors that do the building, do it to spec, in time and on budget.

A bit about the role:
- Lead the end-to-end process of new restaurant openings, remodels, and renovations.
- Oversee project planning, scheduling, procurement, and site execution.
- Ensure projects are completed within the approved timelines and budgets
- Work with internal stakeholders and external design consultants to develop and approve store layouts, designs, and material specifications.
- Ensure all designs align with brand standards and local regulatory requirements.
- Manage general contractors, subcontractors, and site teams across multiple sites.
- Conduct regular site visits to monitor progress, quality, and compliance with design and safety standards.
- Identify and resolve construction-related issues in real time.

Ideal Candidate:
- Bachelor’s degree in civil engineering, architecture, construction management, or related field
- Minimum of 5–7 years of experience in retail or restaurant construction and fitout projects.
- Proven track record in managing multiple concurrent projects in the F&B or hospitality sector.
- Strong knowledge of construction methods, design processes, and regulatory approvals in Saudi Arabia.
- Familiarity with local authorities, civil defence, and licensing requiremnets.
- Excellent project planning and organizational skills.

# Project Overview:
Jubail is one of Bechtel's most remarkable achievements-a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times-and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
# Job Summary:
Reporting to the Manager of Engineering, the Area Engineering Manager is responsible to monitor and coordinate the design process for all Procure & Construct (PC) as well as Engineer-Procure-Construct (EPC) Contracts within the area. The work will require management of a team of Project Engineers and close coordination with other departments and external stakeholders as well as assuming technical responsibility for interpreting, organizing, executing, and coordinating across multiple projects.
**Work Location: Ras Al-Khair.** The work location for this position is at Ras Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail Ras Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City. Free breakfast and lunch are currently provided for Ras-Al-Khair assignees during workdays.
# Major Responsibilities:
+ Manages the Project Engineers in their activities and provide guidance on technical issues.
+ Take ownership of all new design contracts in his project area and work with the Project Engineers to develop Task Releases to local engineering firms (A/E's).
+ Review and approve the scope and design cost estimate for all Task Releases.
+ Ensure that Project Engineers meet their Work Plan goals in budget and schedule
+ Prepare the cash flow budget for the annual work plan; monitor and resolve variances
+ Present projects to the client Planning Committee
+ Liaise with the Area Construction Manager to ensure resolution of design and construction issues
+ Participate in weekly staff meeting and monthly area review meetings to report on project performance and resolution of engineering issues
+ Submit timely and accurate data to project controls for weekly and bi-weekly reports
+ Request and manage off-project engineering support, if deemed necessary
+ Monitor the timely completion and response of Technical Queries (RFI, FCD)
+ Raise trends and submit to project controls
+ Coordinate Design Change Notices. Review and ensure quality of A/E submittals.
+ Develop and maintain training competencies and training material to support succession planning within the Project delivery group.
+ Able to work in a culturally diverse environment.
# Education and Experience Requirements:
+ University degree in Civil Engineering or related discipline.
+ Civil engineering design background (roads, highways, underground utilities, earthworks and drainage)
+ Minimum of 13-15 years of relevant experience in design and coordination of multi-discipline design teams.
+ Knowledge of industrial infrastructure development and utilities.
+ Understanding of industry standard design procedures and ability to explain and communicate them with clarity in both written and verbal form.
+ Skill in oral and written communication.
+ Ability to provide strong, active technical leadership to adopt and enforce a consistent approach that nurtures a culture of creativity, innovation and empowerment.
+ Strong directional leadership, people management and communication skills.
+ Capable of dealing and interacting with challenging people and situations.
# Required Knowledge and Skills:
+ Experience managing an integrated engineering design team on complex site development projects
+ Experience with preparation and monitoring of engineering performance and progress reporting (EPPR).
+ Experience in construction.
+ Experience in executing engineering in a BIM/VPD environment.
+ Knowledge of Engineering software applications as related to the design of civil infrastructure and buildings including, but not limited to: Autodesk suite of CAD and analysis tools.
+ Execution planning / financial management / planning and organizing.
+ Demonstrated experience with preparation of engineering fee proposals and engineering design contracts.
+ Familiarity with Quality Management Systems based on ISO:9001 standards as applied to engineering design.
+ Sufficient knowledge of computers to monitor schedule of work and track completion of outstanding design issues.
+ Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
+ Familiar with industry standards and codes.
+ Demonstrated experience in coaching and mentoring.
+ Multi-tasking co-ordination skill while executing complex and challenging project /program execution.
