The successful candidate will have a proven track record delivering large-scale, complex projects in Saudi Arabia or the GCC — from early planning and master-planning through design management, procurement and construction handover. This is a hands-on leadership role: you'll lead multi-discipline teams, manage third-party consultants and contractors, and ensure the programme, budget and quality targets are met.
Key responsibilities
- Lead project planning and governance: define phases, programme, milestones, KPIs and reporting to the owner/board.
- Oversee design management and interfaces across architecture, MEP, civil, landscape, interiors, FF&E, and sustainability.
- Direct procurement strategy and tendering for large packages (EPC, design consultants, specialist works).
- Coordinate statutory approvals, local authority liaison and compliance with Saudi regulations and standards.
- Manage cost controls, budget forecasting, change control and value engineering.
- Lead contractor selection, contract negotiation and claims management; drive contractor performance.
- Implement robust QA/QC, HSE and commissioning plans; ensure safe delivery.
- Build and lead integrated project teams (PMO, design managers, commercial, contracts, permits, procurement).
- Stakeholder engagement: present to executive sponsors, coordinate with planners, utility providers and government entities.
- Risk management: identify, mitigate and report major programme and delivery risks.
Required experience & skills
- 12+ years' capital projects experience with at least 5 years in senior PM/Head of Delivery role on mega projects.
- Direct experience delivering mega projects in Saudi Arabia or GCC (projects > USD 200–500M; preferable projects > USD 1B).
- Strong knowledge of local approvals, regulations and typical contracting forms used in KSA.
- Demonstrable track record in design coordination, procurement of major packages, and on-site delivery.
- Excellent commercial acumen: budget management, cost control and contract negotiation.
- Proven leadership of large multi-discipline teams (100+ team members and multiple consultants/contractors).
- Fluent English; Arabic advantageous.
- Professional qualification in Engineering/Architecture/Construction Management and membership of a recognised body preferred.
- Residency/Right to work in Saudi Arabia preferred; willingness to relocate for the right candidate.
Desirable / Nice-to-have

- Familiarity with BIM processes, digital delivery and program management tools.
- Experience managing JV structures or international EPC contractors.
- Previous experience working with government or sovereign wealth stakeholders.
Personal attributes
- Stable career history with clear, progressive responsibility.
- Strong communicator — able to present to senior executives and governmental stakeholders.
- Decisive, pragmatic and solutions-oriented with a track record of delivering under pressure.
- High integrity and culturally aware for working in KSA senior stakeholder environments.
Package & perks (indicative)
- Competitive base salary + performance bonus.
- Relocation package (if required), housing allowance, health insurance, annual tickets/home leave.
