The Design Management Director in The LINE Design team will lead and manage the design of different assets related to The LINE. The Director of Design will lead a design team with respective plans, schedules, and will organize and coordinate the design work is executed on projects of all scales. The Design Management Director for THE LINE Design team will oversee the creation of neighborhood master plans and architectural designs for THE LINE. This role involves leading a team of Design Consultants, ensuring that the technical aspects of the design work is executed according to Design Briefs and Requirements, Development Control Regulations and KPIs, and in compliance with the NEOM THE LINE Plan of Work procedures. The Design Management Director will be responsible for the management of a module, comprised of eight neighborhoods, and encompassing approximately 4,000,000 m² of assets.
Time will be allocated 80% on Neighborhoods designs, and 20% on NEOM Business responsibilities.
Requirements
- Delivery of design through the NEOM Plan of Works and THE LINE specific plans and procedures
- Collaboration with THE LINE Development and THE LINE Projects Neighborhood teams, to ensure integrated delivery.
- Collaboration with the Creative Design Director and the Neighborhood Design Directors, to ensure consistency across various Neighborhood and project scales.
- Ensure compliance with the Development Brief and Budget, and conformance to Development Control Regulations, Guidelines, and Design KPIs
- Manage technical quality of Neighborhoods design, and implementation of the Vision for The LINE
- Support delivery of contractual obligations, scope, schedule, budget.
- Support monthly internal reporting to NEOM leadership, City and City Integration team
Onsite employees are expected to attend a Jacobs Workplace on a full-time basis, as required by the nature of their role.
Here's what you'll need
Experience
- 20+ years of post-graduate outstanding architectural design and management experience
- Proven related experience in an Architectural Practice, including management of international design consultants across sectors and typologies
- Experience working in signature architecture design studios
- Design experience in various architectural types residential, mix use, commercial, public, healthcare, educational, etc.
- Experience and extensive knowledge on design and construction materials and their application
- Design experience of public realm design and application
- Extensive project experience with emphasis on large projects and programs
- Experience in Middle East is appreciated
- B.Arch or B.Sc. in Architecture from a recognized university
- Postgraduate in Architecture or Urban Design
- International accreditation (RIBA, AIA, or equivalent)

Support the Project Manager in managing and delivering the Piles design in accordance with the requirements of the client. Coordinate and monitor the development of the design consultant’s planned activities and provide progress reports to Design Project Management, highlighting performance to plan.
**Job Duties**:
- Management of design activities and coordination of workloads for piles.
- Plan, coordinate, manage and monitor the review of design deliverables produced by the client’s design consultant, including reports, providing feedback to the Design Project Manager regarding progress, key issues and risk.
- Coordinate and manage the design review of the design consultant’s hazard and risk logs.
- Coordinate engineering efforts in assigned areas between specialty and other engineering groups or disciplines, with the client, suppliers, and contractors.
- Coordinate and visit the jobsite as required, to resolve problems, interpret drawings and documents and provide technical support during the construction phase.
- Coordinate with other disciplines, consultants, and attend project meetings from time to time.

**Qualifications/Experience Essential Technical Skills**:
- Civil Engineering Degree from an accredited university with 15+ years of relevant experience in design management.
- Experience in managing the design/ design for high rise buildings project
- Experience in both design-build and design-bid-build forms of procurement with contractors and consultants
- Experience in field construction and inspection of piling systems for initial acceptance.
- Knowledge of relevant codes and standards pertinent to the discipline and project location.
- Thorough knowledge of discipline engineering techniques, the design of engineered systems and design calculations.
- Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
- Proven track record of coordinating and delivering large scale projects.
- A professional license from a recognized licensing or registration board.
- Demonstrated skill in leadership.

- Coordinate with other disciplines, consultants, and attend project meetings from time to time.
- Coordinate with Contracts Department and Construction teams for supporting the pre-construction procurement process and the checking and assembly of the design documentation for issue as design-build or design-bid-build tender packages as required.
- Review contractor’s construction drawings, respond to technical queries and technical submittals to ensure compliance with design intent.
- Participate in site visits and investigations led by designers.
- Take an active role in design reviews, interdisciplinary design reviews and provide comments.
- Take an active role in the client’s Stage Review and Approval Procedure.
- Chair discipline specific meetings, recording actions.
- Represent the client in technical meetings and Value Engineering analysis.
- When delegated, assumes a lead technical role over other engineers or project subgroups for completing specific tasks.
- Assist in on-the-job-training of assigned personnel and provide input for their performance evaluations.
- Review and check work of subordinate engineers.
- Provide guidance for assured design quality and compliance with the client’s requirements, design guidelines, statutory requirements, local and international codes, standards and norms, and international standards of independent firms that are carrying out the detailed design.
**Qualifications/Experience Essential Technical Skills**:
- Civil Engineering Degree from an accredited university with 15+ years of relevant experience in design management.
- Experience in managing the design/ design for high rise buildings project
- Experience in both design-build and design-bid-build forms of procurement with contractors and consultants
- Experience in field construction and inspection of raft systems for initial acceptance.
- Knowledge of relevant codes and standards pertinent to the discipline and project location.
- Thorough knowledge of discipline engineering techniques, the design of engineered systems and design calculations.
- Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
- Proven track record of coordinating and delivering large scale projects.
- A professional license from a recognized licensing or registration board.
- Demonstrated skill in leadership.

Parsons is looking for an amazingly talented Senior Civil and Structure Engineer (Design Management) to join our team! In this role you will get to oversee and directs the design, development, and implementation of civil and structural engineering projects, ensuring compliance with standards, managing teams, and delivering projects on time and within budget.
POSITION OVERVIEW:
Completes a wide variety of difficult engineering assignments, applying engineering techniques and analyses within one discipline. The Engineer at this level is a fully qualified professional, proficient in the utilization of most engineering theories and practices. Some assignments involve CAE (computer aided engineering)/CAD (computer aided design) applications. Willingness to travel or relocate to supplier, client, or construction site locations, is expected.
What You’ll Be Doing:
Performs complex engineering tasks and particularly important engineering work efficiently and accurately.
Extracts engineering information from CAD drawings.
Prepares engineering computations, material quantity takeoffs, estimates, surveys, and designs.
Completes a variety of assignments such as drawings, specifications, and other materials suitable for procurement and construction purposes.
Frequently interfaces with other Engineering disciplines as well as other departments.
Prepares detailed requisitions for equipment and materials.
Reviews supplier drawing submittals and performs technical bid analyses.
Prepares and issues specifications, data sheets, and other construction documents.
Provides technical guidance to CAD Designer/Drafters, Designers, and lower-level Engineers working on the same project.
May be required to provide the seal and signature of the professional engineer, as appropriate, ensuring compliance with all applicable codes, regulations, and ordinances.
May act in an advisory capacity to senior management personnel on engineering related matters.
Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You’ll Bring:
Bachelor's Degree in Engineering (or related field)
Minimum 8+ years of related work experience.
Must have experience in Design Management for large scale infrastructure project and knowledge of undertaking design from RIBA 2 through RIBA 4 stages.
Proficiency in utilizing CAD and other PC software packages typically associated with engineering is required.
Excellent communication skills in English is required.
Professional Engineer registration may be required.
