Parsons is looking for an amazingly talented Design Risk Lead to join our team! In this role you will lead the identification, assessment, and management of risks during the design phase of airport infrastructure projects.
What You’ll Be Doing:
Conduct regular risk workshops, reviews, and brainstorming sessions with project teams to identify potential risks early in the design process.
Ensure that design risks are adequately documented and communicated to relevant stakeholders for mitigation.
Develop and implement strategies for managing and mitigating identified design risks, ensuring that they align with project objectives and timelines.
Collaborate with designers, engineers, and other stakeholders to ensure that risk mitigation measures are incorporated into design solutions.
Develop contingency plans and recommend design changes or adaptations to minimize risk exposure.
Work closely with architects, engineers, and other design professionals to incorporate risk management into the design process, from concept through to detailed design.
Provide risk management guidance on various aspects of design, including structural, mechanical, electrical, and civil engineering, ensuring that each discipline understands the potential risks within their scope.

What Required Skills You’ll Bring:
Bachelor’s or Master’s degree in Civil Engineering, Structural Engineering, Architecture, Risk Management, or a related field.
Professional certification in risk management (e.g., ISO 31000, Project Management Professional (PMP), or equivalent) is preferred.
Minimum of 15 years of experience in risk management, with at least 5 years of experience specifically managing design risks in large-scale infrastructure projects.
Proven experience in identifying and managing risks across various design disciplines, including civil, structural, mechanical, and electrical engineering.
Extensive experience in risk management for complex infrastructure projects, particularly in the airport, transportation, or large commercial sectors.
Deep understanding of risk management principles, methodologies, and tools, particularly as applied to the design phase of infrastructure projects.
Strong analytical and problem-solving skills, with the ability to assess complex design scenarios and recommend appropriate mitigation measures.
Knowledge of relevant industry standards, codes, and regulations related to design and construction.
Proficiency in risk management software and tools (e.g., Risk Register, Primavera Risk Analysis, or similar).
Excellent communication, collaboration, and leadership skills, with the ability to influence and guide design teams and stakeholders in risk management practices.

Role Overview:
Zutari is seeking an experienced and results-driven Design and Build Lead to lead complex infrastructure and building projects across Saudi Arabia. Based in Riyadh, this senior leadership role will oversee the full lifecycle of design-and-build project bridging the gap between conceptual design and final construction, with a focus on cost, quality, and speed of delivery.
You will play a critical role in leading multidisciplinary teams and working closely with clients, contractors, and authorities to ensure successful project execution across various sectors, including transport, water, buildings, utilities, and industrial developments.
Responsibilities
- Provide leadership and oversight across all phases of Design and Build projects from pre-contract tender support to design todesign management in construction delivery and handover.
- Act as the single point of accountability for coordinating design teams, contractors, and stakeholders to ensure seamless integration between design intent and construction execution.
- Lead bid strategy, tender support, design compliance, and contractor engagement in D&B procurement frameworks.
- Ensure compliance with local regulations, codes (e.g., SBC), client specifications, and authority requirements across all project stages.
- Develop and implement project execution strategies that optimize time, cost, and quality outcomes.
- Collaborate with commercial, legal, and project controls teams to manage risks, contracts, and performance metrics.
- Interface with key government clients and private developers (e.g., NEOM, Red Sea Global, ROSHN, PIF, NHC, SWPC, MOTLS).
- Mentor and guide project teams, fostering a collaborative, performance-driven culture.
Requirements
- Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a related field; a Master’s degree or PMP certification is an advantage.
- Minimum 15 years of experience in engineering and construction, with a significant focus on Design and Build project delivery, especially in the Saudi or GCC market.
- Proven experience managing large-scale D&B contracts across transport, landinfrastructure and building sectors.
- Deep understanding of local authority requirements, construction standards, and permitting processes in Saudi Arabia.
- Experience working with government entities, EPC contractors, consultants, and international developers.
- Proven ability to apply value engineering principles to optimise design solutions while effectively managing design risks, particularly in cost-driven and highly competitive contractor environments
- Strong commercial acumen, with proven experience managing and maintaining effective relationships with contractor clients, ensuring alignment of technical delivery with commercial objectives.

- Excellent communication and interpersonal skills, with the ability to effectively challenge stakeholders and advocate for design system principles.
- Expert-level proficiency in Figma for design system management
- Demonstrated ability to foster collaboration between design and development teams, ensuring smooth integration of design system components.
- Experience in defining and implementing governance models for design systems.
- Please note: This role is purely focused on the management and evolution of the design system; it does not involve any hands-on design work.
- Willing to dedicate normal working hours (9-6) to VML, not in parallel with other working commitments.
- Based in Dubai or Riyadh, or be willing to relocate. This role will be primarily office based so remote is not an option.

Role Overview:
Zutari is seeking an experienced and results-driven Design and Build Lead to lead complex infrastructure and building projects across Saudi Arabia. Based in Riyadh, this senior leadership role will oversee the full lifecycle of design-and-build project bridging the gap between conceptual design and final construction, with a focus on cost, quality, and speed of delivery.
You will play a critical role in leading multidisciplinary teams and working closely with clients, contractors, and authorities to ensure successful project execution across various sectors, including transport, water, buildings, utilities, and industrial developments.
Responsibilities
- Provide leadership and oversight across all phases of Design and Build projects from pre-contract tender support to design todesign management in construction delivery and handover.
- Act as the single point of accountability for coordinating design teams, contractors, and stakeholders to ensure seamless integration between design intent and construction execution.
- Lead bid strategy, tender support, design compliance, and contractor engagement in D&B procurement frameworks.
- Ensure compliance with local regulations, codes (e.g., SBC), client specifications, and authority requirements across all project stages.
- Develop and implement project execution strategies that optimize time, cost, and quality outcomes.
- Collaborate with commercial, legal, and project controls teams to manage risks, contracts, and performance metrics.
- Interface with key government clients and private developers (e.g., NEOM, Red Sea Global, ROSHN, PIF, NHC, SWPC, MOTLS).
- Mentor and guide project teams, fostering a collaborative, performance-driven culture.
Requirements
- Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a related field; a Master’s degree or PMP certification is an advantage.
- Minimum 15 years of experience in engineering and construction, with a significant focus on Design and Build project delivery, especially in the Saudi or GCC market.
- Proven experience managing large-scale D&B contracts across transport, landinfrastructure and building sectors.
- Deep understanding of local authority requirements, construction standards, and permitting processes in Saudi Arabia.
- Experience working with government entities, EPC contractors, consultants, and international developers.
- Proven ability to apply value engineering principles to optimise design solutions while effectively managing design risks, particularly in cost-driven and highly competitive contractor environments
- Strong commercial acumen, with proven experience managing and maintaining effective relationships with contractor clients, ensuring alignment of technical delivery with commercial objectives.

What You’ll Be Doing:
Conduct regular risk workshops, reviews, and brainstorming sessions with project teams to identify potential risks early in the design process.
Ensure that design risks are adequately documented and communicated to relevant stakeholders for mitigation.
