JOB PURPOSE:
Jobholders at this level are capable of operating with minimal supervision. They work within guidelines and procedures in order to prepare more complex, specialized or ad-hoc reports in their related field. They contribute to the completion of milestones or operational targets within the assigned functional area.They undertake operational activities including participating in the development of ZATCA IT systems and database operations guidelines and standards. Assisting in the implementation of operations and security patches as well as vendors' release notes. Troubleshooting, identifying root causes, and providing technical support for incidents and tickets. Monitoring ZATCA systems and applications on a daily basis to ensure proper operation and support with performance reports

ROLES AND RESPONSIBILITIES:

  • Assess current ZATCA systems and database operational model, identify gaps and challenges to define IT systems and database operations areas of improvement and stay abreast of the latest trends and standards
  • Gather business needs, oversee the development of databases design, review and finalize database capacity plans to ensure that all projects are aligned with set plans
  • Collect needed operational inputs, perform daily operations of ZATCA systems and databases to maintain the best operational performance
  • Oversee all daily work activities of systems and database operations, assess the feasibility of automation to build scripts automating the daily operations of when possible
  • Develop maintenance implementation plans based on technical needs, and implement the necessary maintenance activities in coordination with all relevant stakeholders to maintain optimal system performance
  • Receive and review change requests related to IT systems and database, monitor the implementation of the requests to ensure that all requests are handled on time
  • Receive and prioritize systems/database incidents and escalated tickets, to ensure that troubleshooting and technical support activities are conducted timely and according to business priorities
  • Monitor and assess the performance, health and safety of IT systems and databases, recommend performance and hardware improvements to meet business objectives and required quality
  • Review Systems and Database Operations performance reports, analyze actual performance against set KPIs, and implement the needed actions to improve operations performance
  • Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
  • Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
  • Escalate complex problems to the relevant person to ensure cases/issues are closed properly
  • Perform other duties as requested

The Regional Infrastructure Operations Manager is a key role in the management team that is operating and scaling the world's largest cloud computing infrastructure. We encounter interesting, challenging and complex problems every day. As a technical manager in Amazon you can innovate to solve these issues and help drive operations excellence in all areas of your role. You will have the ability to refine and develop processes to optimize operational excellence in every aspect of your role. Key job responsibilities

  • Hiring, managing, and developing the operations management team including compute operations managers, engineering operations managers, logistics operations managers, and security operations managers.
  • Attainment of organizational performance goals and objectives relating to safety, security, availability, scaling, and efficiency.
  • Planning and executing the Infrastructure Operations component of new AWS datacenter build outs and AWS datacenter expansions, including server hardware install, troubleshooting and repair, security system install, troubleshooting and repair, and related Operations tasks.
  • Operation and maintenance of mechanical, electrical, and controls systems for Amazon datacenters to include preventive maintenance, corrective maintenance, and change management.
  • Vendor management of colocation datacenter services providers to meet or exceed contracted performance SLA's.
  • Safety, security, and availability incident response, incident management, and incident resolution.
  • Continuous improvement of operational processes, procedures, methods, and tools.

Basic Qualifications

  • Leading operational launch for a new datacenter or critical facility build out and start up. Ability to operate independently as a manager of a geographically distributed management team.
  • Bachelor's or Masters degree in engineering, computer science or a related field, or relevant industry experience with management experience in datacenter operations, or critical environment facilities.
  • Demonstrated track record in delivering complex projects with prior ownership of the operation of a mission-critical team and/or product.
  • Proven ability to hire, develop and manage high-performing technical teams, managing other people managers.
  • Must be a Saudi Arabian national

Preferred Qualifications

  • Functional knowledge of datacenter mechanical, electrical, and controls systems.
  • Technical project manager or member of a project team for a new datacenter build out and start up.
  • Deep knowledge of information technology infrastructure domains such as compute server platforms, storage server platforms, server components, network devices, technologies and architectures, IT service delivery principles and best practices.
  • Expertise in one or more continuous improvement methodologies such as Lean or Six Sigma.

This role transforms data from a reporting utility into a strategic enabler of behavior change, operational intelligence, and monetization. It emphasizes understanding user personas, surfacing decision-making needs, and designing solutions that drive action. The role also oversees the data platform, governs data quality, and supports the design of data-powered logistics solutions across the organization.

Job Responsibilities:

Strategic Data Leadership

  • Lead the strategic vision for Starlinks' data capabilities across both business and technology domains.
  • Drive the evolution of data from reactive reporting to proactive insight generation and behavior-based intervention.

Engagement-Driven Insight Enablement

  • Embed with business units (3PL, eCommerce, Delivery, Control Tower) to understand their evolving decision-making needs—even when unstated.
  • Lead user research, persona definition, and journey mapping to ensure that data tools, services, and analytics solutions drive operational impact.

Hypothesis-to-Action Design

  • Implement a dynamic capabilities model where data informs questions, builds hypotheses, and translates into system-embedded workflows, alerts, or nudges that change user behavior and outcomes.

Ownership of Data Platform Product

  • Define the roadmap for internal and external monetization of data assets and develop commercial models for external usage.

Data Platform Ownership

  • Own the experience, governance, and roadmap of the unified Data Platform (Microsoft Fabric-based) as a product.
  • Ensure secure, discoverable, curated, and composable data assets for both internal and external stakeholders.

Logistics Platform Data Support:

  • Define and coordinate data use cases across logistics orchestration services (OMS, WMS, TMS), Control Tower, Digital Twins, and IoT.
  • Ensure data dependencies, SLA expectations, and pipeline readiness are aligned with platform feature releases.
  • Collaborate with platform and product teams to embed intelligence, observability, and traceability in real-time operations

Commercial Data Strategy & Monetization:

  • Identify and prioritize data domains that can drive external value for customers, vendors, or marketplace partners.
  • Define business models for data products, including licensing, API access, embedded analytics, and insights-as-a-service.

Governance & Data Council Leadership

  • Chair the Starlinks Data Council, promoting federated data ownership, privacy controls, and quality management across domains.
  • Establish KPIs and SLAs for data freshness, completeness, timeliness, and accuracy.

Federated Enablement & Culture

  • Enable citizen developers and embedded data teams through standards, training, and embedded support.
  • Promote a culture of curiosity, experimentation, and ethical use of data.

Team & Capability Building

  • Lead and develop a high-performing data team fostering product thinking and cross-functional empathy.

Job Requirements:

  • Bachelor's degree in information technology, Computer Science, or Engineering.
  • 10–12 years progressive experience, with 5+ years owning distributed systems or enterprise data platforms.
