Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Job Summary:

In this role, you will help conduct environmental engineering studies, prepare impact reports for new construction projects, evaluate proposed regulations, and develop procedures. You will conduct routine investigations, compile and analyze data, and maintain technical records. Your collaboration efforts and application of environmental engineering principles and techniques will contribute to project success.

Major Responsibilities:
  • Provide assistance in managing the environmental assessment studies for Ras-Al-Khair Industrial City including:
  • Formulation of the scope and management the Environmental Impact Assessment (EIA) studies and deliverables.
  • Managing the development of the environmental management program for the two cities, and assisting the Royal Commission in the implementation of the program.
  • Establishing contract specific environmental requirements.
  • Review of contractor environmental credentials at prequalification and tender.
  • Liaison with Royal Commission for Jubail and Yanbu.
  • Ensuring that contractor environmental management plans meet contract and Royal Commission for Jubail and Yanbu requirements, and that contractors are complying with the requirements of their environmental management plans.
  • Provide assistance and professional advice to engineering, project and construction management in identifying and complying with environmental requirements and in addressing environmental issues as they arise during project planning and execution.
  • Provide client with expert opinion on miscellaneous environmental issues.
  • Reviews project technical progress against approved schedules, scope and quality, and evaluates changes and takes corrective action when required.
  • Manages the flow of information required to and from third parties and stakeholders to assure the timely progress of the technical work.
  • Prepares or directs the preparation of project studies, reports, forecasts, and special technical reports.
  • Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
  • Understanding of local, state/provincial, and federal/national government programs and processes.
Education and Experience Requirements:
  • University degree in Civil, Chemical, Environmental or any related Engineering discipline.
  • 5 years of relevant experience in large facility/ infrastructure projects in the following areas: permitting, environmental regulatory compliance (air, water, soil, waste), assessment of environmental impact, site investigations and field surveys, source monitoring, and monitoring of the ambient environment.
  • Experience in one of the following primary industries: petroleum refining, metals (smelting, rolling, alloys), and power plants.
  • Fluent in English Language both oral and written communication.
  • Strong Communication and Presentation skills
  • Working within an integrated team with a diverse mixture of nationalities and cultures.
Required Knowledge and Skills:
  • Strong background managing the development of complex environmental technical studies.
  • Experience in performing air dispersion modeling (AERMOD and CALPUFF)
  • Knowledge of Best Available Techniques for the control of surface water discharges
  • Knowledge of international environmental regulations such as the Federal US regulations, European Union or other advanced environmental regulatory systems.
  • Environmental permitting/compliance experience in other manufacturing industries such as building materials, cement, glass, refractory products, machine and mechanical parts, fertilizers, nitrates and ammonia.
  • Experience with preparation and monitoring of engineering performance and progress reporting (EPPR).
  • Knowledge and understanding of engineering Quality Management Systems.
  • Multi-tasking skills while executing complex design reviews involving challenging complex systems together with reviews of unplanned tasks
  • Ability to work within an integrated RC/ Bechtel team at multiple levels from working level to Project Manager level.

Reporting to the General Manager

  • Focus on the rejuvenation of the Sustainability department.

  • Lead sustainable host events on a monthly basis that are fun, engaging and supportive of a culture of sustainability among the team.
  • Assist no connecting the property with globally recognized sustainability events, initiatives, and 'citizen science', such as Earth Day, World Ocean's Day and Global Shoreline Clean-Up for guests and hosts.
  • Revise and control department's operational budget is strictly adhered to and all costs will be continually monitored and controlled to drive profitability, while taking into consideration the preservation of required standards with every decision made.
  • Ensure that forecasting is undertaken on a daily, weekly, monthly, quarterly and annual basis to ensure budgets are met and exceeded.
  • Minimize payroll costs by maximizing productivity and efficient scheduling of hosts.
  • Prepare and submit legally required and confidential documentation related to the operation.
  • Complete accurately all corporate reporting requirements for the role.
  • Attend or conduct the designated meetings and briefings as instructed.
  • Perform any additional duties given to me by my manager.

Qualifications

To execute the position of Sustainability Manager, I must have the required qualifications, technical skills and experience in a similar role in luxury hotels with proven results and includes the following:

  • Bachelor's degree in Environmental Management, Sustainability, or closely related field.
  • Technical skills and at least four years' experience in a sustainability-related role within hospitality with proven results.
  • Technical skills include Advanced MS Office – Word, Excel, PowerPoint and Outlook.
  • Familiar with various hotel systems including POS and OPERA platforms and have knowledge on property and policies.

The project:

This is an opportunity to work on one of the largest programmes in Saudi Arabia. This unique project consists of major mixed-use development, including sports facilities, entertainment, and arts, along with all associated infrastructure.

Supports the teams with the achievement of Mace's wider corporate ambitions and organisational objectives and targets to reduce client carbon emissions and deliveries.

You'll be responsible for:

  • Support the development and delivery of client sustainability, climate change, and social value strategies across projects.
  • Act as a generalist across all key sustainability topics, while developing technical expertise in a specialist area (e.g., carbon, energy, waste, water, materials).
  • Provide sustainability and environmental input throughout design and delivery phases, including embodied and operational carbon strategies.
  • Guide design teams to identify environmental constraints and maximise positive environmental outcomes.
  • Share best practices and innovation across the business, supporting continuous improvement and knowledge transfer.
  • Build strong relationships with clients, design teams, contractors, and regulators to embed sustainability into project delivery.
  • Collaborate on net zero carbon transition, identifying and managing carbon impacts throughout the project lifecycle.

You'll need to have:

  • Professional membership (e.g. IEMA, CIEMA, RICS) and a relevant degree or equivalent.
  • Expertise in one or more sustainability areas (e.g., carbon, energy, water, biodiversity, responsible sourcing, sustainable design).
  • Experience embedding sustainability into design, procurement, contracts, and certification processes (e.g., BREEAM, LEED, WELL).
  • Strong understanding of social value frameworks (e.g. TOMS, V2S) and ability to influence behavioural change across teams.

Parsons is looking for a
Environmental & Sustainability Manager
to join our team in Makkah. In this role you will be responsible for ensuring that the project complies with environmental regulations and sustainability standards. This role involves developing and implementing strategies to minimize the environmental impact of the project, promoting sustainable practices. The Environmental & Sustainability Engineer will work closely with project teams, contractors, and stakeholders to integrate environmental and sustainability considerations into all aspects of the project while respecting the cultural and religious sensitivities of Makkah.

What You'll Be Doing

  • Develop and implement an Environmental Management Plan (EMP) for the project, covering all phases from design to construction and operation.
  • Ensure compliance with Saudi Arabian environmental laws, regulations, and international standards, such as ISO 14001.
  • Conduct environmental impact assessments (EIAs) and recommend mitigation measures to address potential risks.
  • Develop and implement sustainability strategies to ensure the project meets green building standards, such as LEED or BREEAM.
  • Promote the use of sustainable materials, energy-efficient systems, and renewable energy sources in the project.
  • Identify opportunities to reduce the project's carbon footprint and enhance resource efficiency.
  • Monitor environmental and sustainability performance throughout the project lifecycle.
  • Conduct regular site inspections and audits to ensure compliance with environmental and sustainability standards.
  • Prepare detailed reports on environmental and sustainability performance for senior management and stakeholders.
  • Develop and implement waste management plans to minimize construction and operational waste.
  • Ensure proper disposal of hazardous materials in compliance with local regulations.
  • Promote recycling and reuse initiatives to reduce waste generation.
  • Work closely with contractors, consultants, and government authorities to ensure alignment on environmental and sustainability objectives.
  • Engage with cultural and religious experts to address sensitivities related to environmental and sustainability decisions.
  • Act as a liaison between the project team and regulatory bodies to facilitate approvals and resolve environmental issues.
  • Provide training and guidance to project teams and contractors on environmental and sustainability best practices.
  • Raise awareness of environmental and sustainability issues among workers and stakeholders.
  • Promote a culture of environmental stewardship and sustainability across the project.
  • Identify and assess environmental risks associated with the project and develop mitigation strategies.
  • Monitor the effectiveness of risk management measures and adjust as needed to maintain compliance.
  • Address and resolve environmental incidents in a timely and effective manner.
  • Ensure all environmental and sustainability strategies respect the cultural and religious significance of Makkah and the Holy Haram.
  • Collaborate with stakeholders to integrate environmentally friendly solutions that align with local traditions and practices.

What Required Skills You'll Bring

  • Bachelor's degree in Environmental Engineering, Sustainability, Civil Engineering, or a related field.
  • 15 years of experience with Min.3 years in KSA in environmental management or sustainability, preferably in large-scale construction or urban development projects.
  • Proven track record of implementing environmental and sustainability strategies in complex environments.
  • Strong knowledge of environmental regulations, sustainability standards, and green building certifications (e.g., LEED, BREEAM).
  • Proficiency in environmental management tools and software.
  • Excellent analytical and problem-solving skills.
  • Strong communication and stakeholder engagement abilities.
  • Attention to detail and ability to identify environmental risks and opportunities.
  • Strategic thinking and ability to align environmental and sustainability efforts with organizational goals.
  • Strong organizational and time management skills.
  • Ability to work collaboratively with multidisciplinary teams.
