The Head of Construction Projects and Infrastructure is a senior leadership role responsible for managing the planning, execution, and delivery of building and infrastructure projects across Saudi Arabia. This role ensures projects are completed on schedule, within budget, and in compliance with Saudi regulatory standards and local codes. The incumbent will supervise project teams, coordinate with local contractors, consultants, and government authorities, and uphold the highest standards of safety, quality, and environmental responsibility. The ideal candidate will have extensive experience managing mid-scale to large construction projects within Saudi Arabia's regulatory and cultural context.

Key Responsibilities:

Project Delivery & Oversight:

Lead the full lifecycle management of commercial, residential, industrial, and public infrastructure projects across multiple sites in Saudi Arabia.

Regulatory & Standards Compliance:

Ensure all projects adhere to Saudi Building Code, Saudi Arabia's environmental standards, safety regulations, and local legal requirements (e.g., SAGIA, GSA, and other relevant authorities).

Planning & Scheduling:

Develop detailed project timelines and resource plans aligned with local conditions and climatic considerations to ensure timely delivery.

Budgeting & Cost Control:

Prepare project budgets, monitor expenses, and implement cost-saving measures consistent with local market conditions to maximize project profitability.

Design & Construction Supervision:

Collaborate with local design firms, consultants, and engineering teams to ensure construction complies with Saudi standards and specifications.

Procurement & Contract Management:

Oversee local tendering processes, select Saudi-based contractors and suppliers, negotiate contracts, and ensure contractual compliance with local laws.

Quality & Safety Standards:

Stakeholder & Government Engagement:

Risk Management:

Team Leadership & Development:

Qualifications & Skills:

Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or related field; Master’s degree preferred.

Minimum of 10 years’ experience in managing building and infrastructure projects, with significant experience in Saudi Arabia or the Gulf region.

Deep knowledge of Saudi building codes, standards, and local regulations.

Proven track record of managing multiple projects simultaneously within the Saudi market.

Strong leadership, negotiation, and interpersonal skills, with fluency in Arabic and English preferred.

Job Description:

• Manage and control the implementation of the company purchases of equipment, supplies and services from local and foreign vendors, ensuring orders are received as per agreed schedules and in a cost/quality effective manner.
• Plan, direct and co-ordinate the activities of procurement specialists.
• Locate vendors and subcontractors, conducting meetings to build and sustain long-term partnerships.
