The Construction Engineer will serve as the primary site lead for the execution of HVAC works in energy efficiency retrofit and construction projects. Acting as the standard-bearer of Engie in Western Region, this role ensures that all activities are carried out safely, efficiently, and in accordance with project specifications, timelines, and quality standards. A strong focus on Health, Safety, and Environment (HSE) compliance is essential. The role will cover the ongoing sites in Jeddah and Makkah.
Roles and Responsibilities
Site Execution & Coordination
- Lead and mentor site supervisors and foreman.
- Act as the primary point of contact for site-related decisions and escalations.
- Lead and supervise implementation on site of Energy Efficiency measures with regards to HVAC solutions covering mechanical (Replacement of Chillers, Package Units, AC DX Unit, AHU), electrical (VFD, Motors, Panels, Lighting) and BMS,
- Develop and implement site execution strategies to optimize resources and timelines,
- Ensure works are executed in line with approved shop drawings, method statements, and specifications.
- Manage subcontractor performance and ensure adherence to contractual obligations
- Monitor daily progress and ensure alignment with the overall project schedule.
- Validate subcontractor progress and support payment certification.
Health, Safety & Environment (HSE)
- Collaborate deeply with the HSE Team
- Enforce HSE policies and procedures across all site activities.
- Conduct regular safety inspections and toolbox talks.
- Ensure all workers are trained and equipped with proper PPE.
- Report and investigate any incidents.
Quality Assurance & Documentation
- Ensure quality control procedures are followed during installation and commissioning.
- Maintain accurate site records including daily reports, inspection requests, and material deliveries.
- Ensuring the Operations & Maintenance manuals as well as handover documents are in line with contract specification and requirements
- Ensuring that any variations and instructions received from the client are incorporated into the latest construction issued drawings and auctioned by the construction team.
Technical Support
- Advising on construction methodologies in coordination with other disciplines/contractors/ subcontractors prior to construction.
- Review and interpret technical drawings and specifications.
- Support resolution of site-level technical issues in coordination with the engineering team and project manager.
- Assist in reviewing material submittals and shop drawings.
- Participate in testing, commissioning, and client inspections.
- Provide technical leadership during complex retrofit phases, including shutdowns and live system transition
Planning & Logistics
- Track and manage material deliveries and site inventory.
- Coordinate with the planning team to align site activities with project milestones.
- Support procurement by providing feedback on supplier performance and technical compliance.
Requirements
- 5-8 years of experience in HVAC construction and site execution, preferably in energy efficiency or retrofit projects.
- Bachelor's degree in Mechanical or Construction Engineering; Master's degree is a plus.
- Proven track record of managing complex retrofit project in live environments.
- Strong understanding of HSE regulations and experience in implementing safety protocols.
- Experience with commissioning and handover of HVAC systems.
- Familiarity with project management tools and reporting systems.
- Experience in managing a site team

What You'll Be Doing
Installation and Field Supervision:
- Support the installation and construction oversight of ICT systems including structured cabling, fiber optics, network cabinets, server rooms, and backbone infrastructure.
- Monitor daily construction activities to ensure alignment with approved drawings, specifications, and industry standards.

Project Overview
Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Job Summary
In this role, you will provide construction support with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and coordination of system turnover.
Your work will contribute to ensuring construction activities operate safely, are complete, and conform to quality standards and project requirements.
Major Responsibilities
- Assists construction supervision in planning construction methods and procedures.
- Coordinates engineering or construction problems with Senior Construction Engineer and/or Construction Manager
- Identifies construction quality, safety and schedule issues and makes the responsible Construction Manager aware of said issues
- Monitors site activities to ensure works are performed in a safe and compliant manner
- Interprets design engineering drawings and ensure contractor's compliance to construction issued drawings, including Temporary construction facilities and Field sketches of revisions and additions and preparing "as built" drawings
- Reviews design drawings, study Interference problems and reviewing related vendor drawings and installation instructions
- Review estimating quantities and material takeoffs of the field purchases of materials submitted by the contractor and report discrepancies to his supervisor
- Assists in coordination of vendor material deliveries, storage of materials, expediting and engineering reports related to the schedule
- Follow and ensure projections and schedules for manpower, material, and equipment requirements
- Review and stay on top of field change notices, extra work orders and back charge notices
- Attend daily/ weekly coordination and progress meetings with the Contractor
- Collaborates and compiles daily reports for submission to the Senior Construction Engineer and Construction Manager
- Review of Method Statements and safety submittals for Safe Systems of Work procedures
- Assists Senior Construction Engineer/Construction Manager with interface and stakeholder management
- Maintain a zero-accident policy on site with the contractor through regular participation in and audit of clients' health and safety programs
- Monitors installation of materials and equipment to assure conformance with drawings and specification
Education And Experience Requirements
- Required bachelor's degree (or international equivalent) and 5-10 years of relevant work experience.
Required Knowledge And Skills
- Self-motivated individual with ability to work independently and exercise professional judgment, with a passion to take ownership of all tasks that are allocated.
- Have a basic understanding of contract administration, including preparation of correspondence, analysis of claims, and construction negotiation.
- Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.
- Experience of delivering civil infrastructure projects and specifically activities including earthworks, installation of underground utilities, structures associated with underground utilities, road construction,
- Experience of working in the GCC and ideally in KSA.
- Ability to manage priorities and take on additional evolving responsibilities.
- Ability to work within a culturally diverse organization.
- Ability to work to deadlines and accelerated project schedules.
- Ability to communicate (both spoken and written) in English.
