Duties and Responsibilities
- The candidate shall be responsible for ensuring efficient, secure, and continued installation/operation of electronic communication systems such as wire, wireless, and data communication systems. He will focus on ensuring optimum levels of system reliability, maintenance, and customer satisfaction.
- Provide input into the plans for ensuring voice, data, wire, and wireless communications are properly integrated and maintained in the total communications infrastructure. Implements these plans and procedures to ensure integrity, security, and proper maintenance of the systems.
- Assist the installation community in resolving system and programmatic issues concerning equipment and line installations, access to communication system resources, and connectivity problems. Maintain customer support services for mechanical and electronic systems, including supply and authorization scheduling.
- Install and maintain components of electronic systems, including training users and maintenance personnel during the implementation phase.
- Develop and maintain policies, procedures, and standards for electronic systems requirements, installation, upgrades, backup strategies, disaster recovery, and continuity of business operations.
- Develop integration and support plans for scheduling installation of related software, software upgrades, and upgrade of hardware components.
- Determine electronic systems maintenance requirements and develop maintenance plans to implement these requirements. Monitor system performance and capacity loading for efficiency and reliability.
- Participate in developing statements of work, requests for proposals, equipment specifications and requirements, and systems testing and acceptance.
- Prepare On-The-Job (OJT) training materials in accordance with applicable training manuals and conduct training to the personnel, when required.

Qualifications
Shall have a minimum of Bachelor of Science (B.Sc.) degree in Communications, Electrical, Electronics, or a related Engineering field. Shall possess effective writing, communication, and interpersonal skills. Must be proficient in the use of desktop applications.
Experience
- Shall have a minimum of ten (10) years of experience in C4I communication systems and components in a military or security environment.
- Shall have at least five (5) years of experience working as a communications engineer.
- Must have experience in defining system architecture and documenting requirements and specifications using industry standards.
- Must have experience with satellite, microwave, PABX, wire, wireless, and data communication systems.
- Must have demonstrated communication and interpersonal skills and the ability to work independently completing multiple and often competing tasks.
- Must have experience in providing instruction and On-The-Job training to technical personnel.

Experience
- Shall have a minimum of ten (10) years experience in installation, operation, maintenance and troubleshooting of a wide variety of analog and digital PABXs in general and SDH, DWDM Systems in particular.
- Experience with the Original Equipment Manufacturers (OEM) or three (3) years experience supporting Switched Networks or equivalent environment is required.
- Must have hands on experience with SDH and DWDM hardware and software. The experience must include installation, programming, configuration, modifications, table assignments, routing configuration, subscriber and trunks allocations, and network control.
- Must be able to use Technical Orders, procedures and schematics to troubleshoot and diagnose equipment down to Line Replaceable Units (LRU) using diagnostic test equipment, as required.
- Must have experience in using the system tests of Built in Test Equipment (BITE) tests and diagnostics and Tone Input and Measurement Sets (TIMS) to verify the system operation.
- In addition, the experience should include maintenance of Key Telephone Equipment, voice recorders, public address systems, voice conditioning equipment (VCE), interface equipment, paging systems, facsimile, and main distribution frames.
- Experience with Cables, Fiber Optics, Wiring, and Terminations will be a plus.
- Must be able to perform transmission tests for video and data circuits using analog or digital facilities.
- Must be able to perform Traffic analysis and provide management with advice to maintain high degree of efficiency, availability and Grade of Service.
