Duties and Responsibilities

1. Advise and assist the management in all aspects of his specialty.
2. Provide Installation Teams support to Sectors for installation, operations, and maintenance.
3. Carry out maintenance of communication equipment, as required.
4. Carry out Preventative Maintenance Instructions (PMIs), as required.
5. Properly document maintenance activities (PMIs, Job Control Documents (JCDs) and configuration changes).
6. Perform intermediate level maintenance, as required.
7. Produce/update engineering training material for On-the-Job training and conduct training as required/requested.
8. Participate in modification and enhancement proposals and upgrades.
9. Keep abreast of emerging C4ISR communication technologies, research, and user trends in terms of technology choices.
10. Evaluate new communications technologies for application in a military environment.
11. Carry out any other tasks assigned by management within his specialty.

Qualifications
Shall have a minimum of Bachelor of Science (B.Sc.) degree in Electronics/Electrical Engineering. Specialized training on various wire communications systems such as the SDH, DWDM, PABX and/or other associated sub-systems is required. Must be proficient in the use of desktop computer software packages, in particular MS Office.
Experience

1. Shall have a minimum of ten (10) years experience in installation, operation, maintenance and troubleshooting of a wide variety of analog and digital PABXs in general and SDH, DWDM Systems in particular.
2. Experience with the Original Equipment Manufacturers (OEM) or three (3) years experience supporting Switched Networks or equivalent environment is required.
3. Must have hands on experience with SDH and DWDM hardware and software. The experience must include installation, programming, configuration, modifications, table assignments, routing configuration, subscriber and trunks allocations, and network control.
4. Must be able to use Technical Orders, procedures and schematics to troubleshoot and diagnose equipment down to Line Replaceable Units (LRU) using diagnostic test equipment, as required.
5. Must have experience in using the system tests of Built in Test Equipment (BITE) tests and diagnostics and Tone Input and Measurement Sets (TIMS) to verify the system operation.
6. In addition, the experience should include maintenance of Key Telephone Equipment, voice recorders, public address systems, voice conditioning equipment (VCE), interface equipment, paging systems, facsimile, and main distribution frames.
7. Experience with Cables, Fiber Optics, Wiring, and Terminations will be a plus.
8. Must be able to perform transmission tests for video and data circuits using analog or digital facilities.
9. Must be able to perform Traffic analysis and provide management with advice to maintain high degree of efficiency, availability and Grade of Service.

Qualifications
Shall have a minimum of Bachelor of Science (B.Sc.) degree in Electrical/Electronics Engineering. Specialized training and certification in at least one of the wireless communications systems is required. These systems include: VRCS System, HF Radio System, UHF/VHF Radio System, Microwave Radio System, WiFi, TETRA, or the SATCOM. Must be qualified and specialized on the specific equipment, hardware and software, operation and maintenance of the specific discipline. Must be proficient in the use of desktop computer software packages, in particular MS Office.
Experience

1. The candidate shall have a minimum of ten (10) years experience in the field of TETRA communications.
2. Shall be fully conversant with the equipment, facilities, and installations in use in a TETRA system or have had experience on equipment, facilities, installations or systems of the similar type and generation in a communications environment.
3. Shall be fully conversant in wireless radios, having experience on HF, VHF, UHF and SHF communications including associated multiplexing and terminal equipment, Land Mobiles, multi-channel Tape Recorders and Pager Equipment, as well as TETRA radio operations and maintenance.
4. Shall be fully conversant and have an understanding of TETRA uplink, downlink, RF, Multiplex, Modems, Antenna Tracking system, and other equipment in use in a TETRA system or have had experience on similar equipment or systems of the same generation.
5. Shall have three (3) years experience in developing and/or supporting at least one current C2 wireless communications systems. These systems include: VRCS System, HF Radio System, UHF/VHF Radio System, Microwave Radio System, TETRA, or a SATCOM radios is required.
6. Shall have experience with Main Distribution Frames, IDF, Voice Conditioning equipment, Multiplexers, High Power Amplifiers (HPAs), LNAs, Up-converters, Down-converters, etc.
7. Shall have experience in producing training material and providing On-the-Job training in the maintenance and operation of wireless communications systems.

Duties and Responsibilities

1. Develop plans and strategies for acquisition, installation, and operations & maintenance of communications infrastructure.
2. Develop architecture/design for the communications network infrastructure installation using the latest equipment in SDH, ATM, IP, TETRA, etc., technologies over Fiber, Radio, Microwaves, Satellite, etc., transmission mediums.
3. Define technical requirements and specifications for network enhancements, and/or expansions and prepare test plans & procedures for system evaluation and acceptance.
4. Prepare or review Functional Requirements, System Requirements, and Statement of Work documents for the communications network growth.
5. Develop system integration and support plans for implementation and upgrade of various elements of the communications infrastructure (e.g. satellite, DTRS, Radio, PABX telephony, electronic systems, multi-media, etc.).
6. Project manage the installation of communications infrastructure growth, upgrades, or expansions projects consisting of transmission, switching, multiplexing, base-stations, gateways, routers, etc.
7. Evaluate, plan, install and/or upgrade hardware and software to meet strategic requirements.
8. Develop maintenance control plans and procedures.
9. Monitor network performance and loading of network and reconfigure the network to balance the load.
10. Prepare training material & documentation as per training requirements.
11. Impart classroom training as well as On-The-Job to the technical personnel in various communications fields.
12. Prepare and/or evaluate the spare parts requirements related to the communication systems.

Job Specification

Qualifications
Shall have a Bachelor of Science (B.Sc.) or higher degree in Electrical, Electronics, or Telecommunications Engineering. Shall have effective writing, communication, and interpersonal skills.

Experience

1. The candidate shall have a minimum of fifteen (15) years of experience as communications systems engineer in system design, modifications, integration, and operations & maintenance of communications infrastructure using related industry & ITU standards, design techniques, tools, and Network Management Systems.
2. The experience in item 1 above shall include at least five (5) years working in the design and implementation of communications infrastructure.
3. Shall have experience in defining requirements, designing and documenting architecture, developing specifications, and preparing Statements of Work and other related documents for large-scale communication systems including wire, wireless, and satellite communications.
4. Shall have experience with Network Management Systems, e.g., HP OpenView.
5. Knowledge/experience of helpdesk system, e.g., Remedy, HP Service Desk, is desirable.
6. Shall have experience in Digital Trunking Radio Systems (DTRS).
7. Shall have experience in Ground to Air HF, VHF, UHF, SHF Radios and their multiplex and terminal systems, Land Mobiles, TETRA, and SATCOM systems.
