**Overview**
GovCIO is currently hiring for Communications Specialist. This position will be located in Saudi Arabia and will be an onsite position.
**Responsibilities**
The Communications Specialist is responsible forsupporting C4I systems such as NAVMACS, HF, UHF, and VHF Radios and Antennas, Tactical Data Links (Link-11, 16, 22), CENTRIXS, Network Communications, SATCOM, or ADSI.This role requirs experience in military operations or related fields, with a strong focus on technical proficiency, analytical skills, and effective communication. The specialist will develop and implement emergency response plans, oversee surveillance systems, and provide expert guidance on operational readiness to support mission objectives.
+ Evaluate information from command centers and prepare high-level military and government reports as needed.
+ Oversee the operation of surveillance and detection systems to maintain situational awareness.
+ Provide technical information and advice on capabilities, systems integration, and operational readiness.
+ Direct the operation of weapons targeting, firing, and launch computer systems to ensure mission success.
+ Analyze and assess system performance to recommend enhancements and upgrades.

**Posted Pay Range**

General Position Summary

Under the technical guidance of the Knowledge Management and Communications Specialist plays a key role in amplifying the visibility, impact, and learning generated through Mercy Corps Ethiopia’s humanitarian programs portfolio. This position leads to the development and implementation of a comprehensive communications strategy, with a strong emphasis on humanitarian response documentation, program learning, and multi-stakeholder engagement. Communication specialists will lead to the creation of impactful stories, evidence-based content, and learning products that reflect program achievements and challenges across sectors.

This role will also support meaningful knowledge exchange and documentation across the program cycle, ensuring that evidence, best practices, and innovation inform programming and external influences. Additionally, the Communications specialist will represent Mercy Corps Ethiopia’s humanitarian in external communications forums and cultivate strategic partnerships with key stakeholders, including media, government bodies, peer agencies, research institutions, and donors.

Responsibilities
  • Collaborate with humanitarian response teams to document emergency interventions, early recovery efforts, and resilience outcomes.
  • Design and roll out dissemination strategies for emergency response achievements using traditional and digital media, donor platforms, and sector coordination mechanisms.
  • Develop tailored products (e.g., situation reports, case studies, photo essays) that elevate the voices of affected communities and highlight program outcomes and gaps.
  • Work closely with MEL to package learning outputs and evidence into engaging formats for program teams, partners, and external stakeholders.
  • Lead or support documentation efforts for After-Action Reviews (AARs), learning events, and key program milestones.

Qualifications and Experience
  • BA/MA in communications, journalism, international development, or related field. A master’s degree is preferred.
  • At least 4–6 years of progressive experience in communications, media relations, or public affairs, preferably in the humanitarian or development sector.
  • Proven experience producing multimedia content (written, visual, digital) and managing dissemination in diverse contexts, including emergency settings.
  • Strong understanding of humanitarian principles, donor communication requirements, and branding policies.
  • Demonstrated ability to synthesize complex technical content into accessible stories and knowledge products.
  • Excellent written and spoken English and Amharic; additional local language skills are a plus.

An exciting opportunity is available for Specialist II , Network & Unified Communication Based in Riyadh and will report directly to Section Head, Network & Unified Communication.

Job Summary:

Manages the network and unified communication infrastructures through maintenance, enhancement, and continuous improvement in specific technical areas for sub-functions.

Manages projects to design and deliver infrastructure solutions to meet business requirements by corporation's policies and security governance.

Qualification and Requirements:

  • Bachelor's degree in Computer Engineering or related Technical subject.
  • Cisco Certified Professional (CCNP).
  • 5+ years' experience in IT Infrastructure.
  • Specific experience in managing Networks, VoIP/Video Conference & Communications and VMware SD-WAN.

Position Responsibilities:

  • Install, secure, maintain, troubleshoot, administer, and upgrade LAN (Cisco), WAN (Cisco), SDWAN (VMware VeloCloud), and WLAN devices (Aruba Cloud Central), Cisco Webex Video conference cloud and facilities, video conference in general such as Microsoft Teams, and Cisco IP Telephony and all the integration.
  • Establishes technical environment by creating RFPs, designing system configuration; directing system installation; defining, documenting, and enforcing system standards, and following PMO project management.
  • Participate in developing and maintaining a backup, recovery procedures, and processes.
  • Maintain a Change Management process and procedures.
  • Provide 3rd-level support to resolve service Desk and operation tickets as assigned.
  • Working with the team and providing all support required.
  • Ensure appropriately updated and patched, ensuring system security and reliability.
  • Direct involvement in projects related to assigned roles.
  • Work with IT and business units to identify and design new and enhance existing infrastructure.
  • Play a primary role in the development, enhancement, and technical support of LAN, WAN, and WLAN, and video conferences (Cisco Webex, MS Teams), Cisco IP Telephony
  • Prepare Technical specifications for network and unified communication infrastructure requirements.
  • Responsible for all interfaces and integration of Network and unified communication infrastructure with other teams and functions.
  • Advise on best practices and make recommendations on functionality that best supports business objectives.
  • Collaborate with personnel throughout the IT organization in the implementation and support of global IT initiatives.
  • Support business initiatives and complete other duties as assigned by the direct manager.
  • Maintain and foster collaborative effort with all business functions and the IT teams to identify, establish, and share best practices.
  • Manage all Installation and Upgrade of Network infrastructure devices.
  • Reporting network and unified communication operational status by gathering, and prioritizing information.
  • Design and implement short- and long-term strategic plans to ensure network capacity meets existing and future requirements.
  • Design and monitor effective implementation of network and unified communication systems.
  • Planning and control of budget: capex vs. opex
  • Manage and ensure optimal operation of all network and Unified communications HW/SW.
  • Managing national and international connectivity contracts for Internet & WAN.
  • Oversees full network infrastructure including LAN, WAN & WLAN.
  • Designing and Implementation of new sites, responsible for maintaining IP address schema and maintaining the network documentation.
  • Managing web and video conferencing solutions including and not limited to TEAMS, and Cisco WebEx.
  • Plan and build disaster recovery and business continuity framework.
  • Security hardening of IT infrastructure and working closely with CISO.
  • Establish and maintain service level agreements (SLA) with end users and operational level agreements (OLA) with other EBS departments.
  • Supporting in design, and implementation of Inorganic growth, Carve out, Integration, Cloud migration, and critical projects.
  • Prepare RFPs, scope of work reports, technical evaluation, and other documentation for IT projects.
  • Test network and unified communication performance and provide network performance statistics and reports; develop strategies for maintaining network infrastructure.
  • Conduct internal user awareness sessions and trainings.
  • Ensure network reliability and resiliency to support on-premises and cloud-hosted services.
  • Apply best practice security measures overall network and UC systems by working collaboratively with the security team.
  • Work closely with vendors, outsourcers, and contractors to secure network/UC products and services.
  • Institute network asset management, including maintenance of network component inventory, life cycle management, and related documentation.
  • Works on special IT projects as needed.
