Job Description
We are seeking a detail-oriented and analytical Lead Civil Engineer to join our team in Riyadh, Saudi Arabia. In this role, you will oversee construction supervision for infrastructure and road projects, ensuring high-quality standards and efficient project execution.
- Manage and supervise infrastructure and road construction projects from inception to completion.
- Conduct site inspections to ensure compliance with design specifications, quality standards, safety regulations.
- Analyze and interpret technical drawings, blueprints, and specifications.
- Coordinate with contractors, subcontractors, and stakeholders to resolve technical issues and ensure project progress.
- Prepare and review technical reports, including progress reports, change orders, and quality control documentation.

Qualifications

- Strong knowledge of construction supervision techniques and quality control processes.
- Familiarity with Saudi Arabian construction standards and regulations.
- Excellent project management skills, including scheduling, budgeting, and resource allocation.
- Demonstrated ability to read and interpret technical drawings and specifications.

Job Description
We are seeking an accomplished and visionary Project Director to lead and oversee large-scale civil infrastructure projects . The Project Director will be responsible for providing strategic leadership, managing end-to-end project execution, and ensuring the successful delivery of complex infrastructure works. The ideal candidate will possess deep technical expertise in civil engineering, proven leadership ability, and a strong track record of delivering major infrastructure programs on time, within budget, and to the highest standards.
Key Responsibilities
- Define and implement strategic objectives for large-scale infrastructure projects, ensuring alignment with the company’s overall mission and business plan.
- Lead and inspire multidisciplinary teams of engineers, consultants, and contractors, fostering collaboration, innovation, and accountability.
- Direct the planning, design, and execution of major civil works including bridges, tunnels, highways, stormwater and drainage systems, and city development programs.
- Collaborate with internal and external stakeholders to define requirements, mitigate risks, and establish robust delivery frameworks.
- Act as the primary representative of the project with clients, government agencies, and regulatory authorities.
- Monitor progress through key metrics and milestones, providing transparent reporting to senior leadership and stakeholders.

Qualifications & Requirements
- Education : Bachelor’s degree in Civil Engineering or related field (Master’s degree or relevant certifications preferred).
- Experience : At least 15+ years of senior-level leadership experience in civil engineering with a proven track record in large-scale infrastructure projects.
- Demonstrated expertise in infrastructure project delivery, including bridges, tunnels, roads, drainage, and urban development.
- Strong leadership and team management skills, capable of guiding large and diverse project teams.
- Excellent communication, negotiation, and interpersonal skills to manage clients, stakeholders, and governmental relationships.
- Proven experience in strategic planning, financial management, and business development within the civil engineering sector.
- Proficiency in project management tools, reporting systems, and data-driven decision-making.
- Previous experience working with top consulting firms or government infrastructure projects is highly valued.
- Certifications : PMP or equivalent project management certification strongly preferred.

Parsons is looking for an amazingly talented Lead Estimator - Civil Works to join our team on King Salman International Airport (KSIA)! In this role you will be responsible for the Estimation activities relative to the Infrastructure delivery programme, ensuring compliance with applicable governance.
What You’ll Be Doing:
Perform the day-to-day Estimation activities for the Infrastructure delivery programme and monitor its performance against Key Performance Indicators.
Ensure the Estimation activities are undertaken in compliance with the client’s objectives, strategies, policies, plans, procedures, and applicable regulations / standards templates (or propose / develop strategies, policies, plans, procedures and templates, as required).
Review / comment Cost Plans and other relevant documents produced by Cost Consultants engaged by the client, as required.
Participate to the preparation of top-down cost breakdown structures (CBS) and ensure its implementation within deliverables.
With Cost Consultants, deliver quality-controlled, best-in-class pre-tender estimates / bill of quantities / material take-off’s for the assigned projects based on applicable standards (CESMM4, NRM…).
Ensure that changes to scopes of work / services / supplies are correctly estimated, preserving the client’s interests and reputation.
Provide cost prediction (benchmarking, estimating, cost planning and cost reporting), as required.
Identify opportunities for improvements and innovations.
What Required Skills You’ll Bring:
Graduate degree required (such as BSc, BA, LLB, or similar); post-graduate degree preferred.
8 years of relevant experience required, with mandatory prior experience at Lead level (or equivalent).
Expertise in the Estimation function with a thorough knowledge of industry practices and regulations.
Familiar with various forms of contract (lump sums, unit rates / re-measurable, early contractor involvement, design & build) to deliver a wide array of Infrastructure Assets (roads, railway systems, power substations, district cooling plants, telecoms, water supply, reservoirs and pumping stations, firefighting systems, irrigation systems, drainage, wastewater treatment plants).
Ability to independently manage day-to-day estimation activities and supervise subordinates.
Fully conversant with technologies and systems (Microsoft Office Suite, ACONEX, Oracle, CostX, etc.) required to perform daily duties.
Fluent in English, with excellent written and oral communications skills.
What Desired Skills You’ll Bring:
Prior experience in Saudi Arabia, familiar with PIF Development Companies’ operating models, having worked on the client’s, PMCM consultant’s and/or Cost Consultant’s side on multi-billion dollars programmes.
Prior experience on Airport projects highly desired (but not mandatory).
Excellent analytical skills to model estimates and quantities using applicable standards.
