In this role you will be responsible for overseeing the facilities and buildings, and overall management of housing properties or residential communities.
What You'll Be Doing:
- Plans, schedules, assigns, and supervises personnel in the custodial care of large buildings; inspects work for maintenance of proper standards.
- Supervises and participates in preventive maintenance and maintenance of buildings, including floors, walls, ceilings, doors, windows, locks, fixtures, and furniture.
- Supervises and participates in the servicing, cleaning, and maintenance of mechanical equipment and systems, electrical fixtures, and other equipment.
- Inspects grounds, buildings, and equipment, noting need for repair and replacements and reports same.
- Enforces building and safety regulations.
- Plans and conducts a preventive maintenance program; trains new employees; maintains adequate levels of janitorial and maintenance supplies; keeps records and prepares reports.
- Supervises and participates in the setting and arrangement of rooms for meetings and other special student and faculty functions.
- Performs related work as required.

The Ideal Candidate will have a proven track record in leading large-scale transportation infrastructure construction supervision projects, with deep technical expertise across multiple engineering disciplines. They will be responsible for ensuring that construction works comply with design intent, technical specifications, quality standards, and safety requirements. With extensive site-based leadership experience, the candidate will oversee project execution, resolve complex technical challenges, and guide ARX's supervision teams toward successful delivery.
Responsibilities:
- Direct and manage all aspects of construction supervision on major projects from mobilization to handover.
- Oversee daily site operations, ensuring compliance with contract documents, design drawings, and technical specifications
- Lead multidisciplinary supervision teams (civil, structural, architectural, MEP, and specialist engineers/inspectors).
- Review and approve shop drawings, material submittals, method statements, and inspection requests.
- Monitor contractors' performance against schedules, budgets, and quality benchmarks.

Job summary/Role description
TM and TM Arabia Limited have been awarded two lump-sum turn-key EPC contracts related to a petrochemical expansion at the SATORP Refinery (a JV composed of Saudi Aramco and Total Energies), in Jubail, Kingdom of Saudi Arabia.
The overall value of the contracts is approximately USD 2 billion. The project's scope of work entails complete engineering services, equipment and material supply, construction activities, pre-commissioning, and commissioning, and shall have a duration of approximately 4 years.
He/she should ensure that all Field activities are performed according to the HSE Policy, the regulations, standards, and procedures, promoting all preventive and corrective action as required.
Duties and responsibilities
- To perform the Job Hazardous Analysis (JHA) and participate to the Job Safety Analysis (JSA).
- Verify the adequacy and application of the Site HSE Plan and all related procedures, to the preparing any revisions.
- To update the HSE documentation during all the construction phases when deemed necessary.
- To check that Subcontractors, perform their activities in accordance with all the HSE applicable procedures, regulation, and standards, promoting all necessary action to ensure that the said procedures and regulations are observed.
- To organize, plan and participate to periodical HSE walk around, Inspections and Audits on site, prepare all the relevant reports, action plans, verify the follow up and the timely execution of the corrective action.
- To organize, coordinate and directly participate in the HSE Training activities on site.
- To organize and participate to all relevant site HSE Meetings, prepare the relevant MOM.
- To co-operate with the Client concerning the issue of any necessary work permits.
- To organize in case of work accidents a full investigation of the event, finalized to the identification of corrective measure to avoid reoccurrence.
- To keep accident records, identifying the areas to which prevention must be addressed.
- To perform and or promote the indoctrination / training of personnel.
- Lead and coordinate the activities off the Site HSE Committee (composed by all Contractor and Subcontractors HSE Representative).
- To lead and coordinate the site emergency response team and fire prevention/fighting team, organizing training and emergency drill mock activities.
- To prepare the HSE section of the construction monthly progress report and other periodical report.
- To prepare and update the Site HSE Statistics, verify the performance versus the Project and corporate HSE Objective, Targets, and performance indicators.
- Propose recovery plan in case of mismatch
Knowledge & Qualifications
- Bachelor's degree in relevant Engineering OR Science OR HSE discipline (from an institution of higher learning authorized to grant academic degrees in the country of issue).
Experience
- Relevant experience in 3 major EPC projects: oil & gas, petrochemical sector.
- Minimum 10 years' experience in HSE in construction, fabrication, installation and/or commissioning projects / operations in the oil & gas or petrochemical industries.
- NEBOSH IGC or Equivalent Any other HSE certifications
- Experience dealing with the same client is beneficial for further consideration.
Skills and Abilities
- Ability to conduct HSE orientation / induction/HSE awareness sessions to workers.
- Ability to understand and implement HSE plans, Welfare plans, Emergency response procedures/plans and site specific HSE procedures / work instructions.
- Practical experience in implementation of SSOW (PTW/ WMS/ Risk Assessment etc.)
- Awareness of practical H2S control measures.
- Ability to conduct HSE inspections Ability to understand and implement incident reporting and investigation procedures.
- Ability to conduct training/awareness sessions on relevant HSE procedures applicable to the SOW.
- Ability to investigate incidents, identify immediate and root causes.
- Ability to develop HSE plans, Emergency response procedures/plans.
- Ability to analyse incidents and apply root cause analysis techniques. Awareness of H2S hazards and control measures.
