Flight Operations Officer works as distant arm for NOC at Airport and closely coordinates with Station Personnel to ensure all required standard services are met.
_Receiving all flight documents released by Flight Dispatchers as per GACA/FAA regulations. _Ensure crew reporting and ensure crew sign-on and off is within limitations, and coordinate this task with NOC – if necessary.
_ Report all identified threat and security incident through the IQSMS

Job Purpose:
To oversee and manage aviation safety and investigations, ensuring compliance with regulatory requirements and organizational standards by conducting safety investigations, audits, and inspections to foster a proactive safety culture and mitigate operational risks within the aerodrome.
Key Responsibilities:
- Follow all relevant Aviation Safety Department policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner.
- Contribute to the identification of opportunities for continuous improvement of systems, processes, and practices taking into account leading practices, improvement of business processes, cost reduction, and productivity improvement.
- Promote the implementation and adherence to policies, processes, and operating procedures to others within RAC.
- Establishing new policies and procedures regarding document storage, sharing, sending, and destruction.
- Comply with All RAC Policies & Procedures including Safety and reporting hazards.
- Participate in the Aviation Safety Department budgeting cycle and provide input to the budgeting process.
- Ensure effective utilization of the Aviation Safety & Investigations unit's budget and resources, and report accurately on budget utilization.
- Investigate and propose implementing strategies that result in a positive financial impact for RAC and mitigate financial and operational risks.
- Manage, guide, and assist direct reports to perform their functional operations in accordance with set policies and procedures.
- Set performance objectives, provide the necessary support, evaluate/appraise the team, and provide regular feedback on performance.
- Ensure ongoing competency and performance evaluation takes place as per schedule.
- Evaluate training and development requirements for employees within the unit and make recommendations for learning interventions.
- Conduct investigations into incidents, accidents, and instances of potential regulatory non-compliance to ensure the implementation of safety processes and identify new hazards or failures in risk controls.
- Lead and supervise thorough investigations of major safety incidents or accidents, in alignment with RAC SMS policies and international aviation standards.
- Identify root causes of safety incidents and develop corrective actions to mitigate recurrence.
- Compile detailed investigation reports, including findings, recommendations, and risk mitigation measures, for senior management review and implementation.
- Oversee safety activities within the aerodrome, ensuring compliance with relevant regulations, including but not limited to GACAR standards.
- Monitor and conduct safety audit across aerodrome areas to identify and address risks proactively.
- Approve and oversee yearly audit plans, monthly inspection schedules, and frameworks related to accident/incident investigations.
- Promote a proactive safety culture by conducting audits, inspections, and investigations that enhance organizational safety and operational efficiency.

Job Purpose :
- The Director of Quality and Safety is a pivotal role within the aviation industry, responsible for ensuring the highest standards of quality and safety are maintained across both, Air Operations and Water Aerodromes alike. This role demands a proactive leader with extensive knowledge of aviation regulatory standards mandated by the General Authority of Civil Aviation (GACARs) as well as international Standards and a commitment to fostering a culture of safety and continuous improvement.
Job Responsibilities :
Safety Management System (SMS):
- Oversee the establishment and maintenance of a robust Safety Management System.
- Promote a safety-first culture by implementing proactive measures to reduce risk and develop Health and Safety standards across all operational areas of TRSASC.
- Lead investigations of safety incidents and near-misses, ensuring thorough analysis, reporting, and corrective actions.
Quality Management Systems (QMS):
- Develop and implement a comprehensive Quality Management System.
- Ensure compliance with international aviation standards including ISO 9001, and industry-specific regulations by the General Authority of Civil Aviation, as FAA and ICAO.
- Conduct regular audits and inspections to monitor conformance to QMS and H&S standards and identify areas for improvement.
Regulatory Compliance:
- Stay abreast of all relevant aviation regulations and ensure the organization's practices meet or exceed these standards.
- Serve as the primary contact with regulatory bodies during audits, inspections, and certifications.
Training and Development:
- Develop and deliver comprehensive training programs on quality and safety standards for all employees.
- Maintain records of training and ensure competency across the workforce.
- Continuous Improvement:
- Champion continuous improvement initiatives focusing on process efficiency and effectiveness.

Risk Management :

- Recommend at AOC and Water Aerodrome Operations as well as corporate levels operating policy changes when required to ensure organizational flexibility.
Qualifications & Experience:
- Bachelor's degree in aviation management, Engineering, or a related field (master's preferred).
- Extensive experience in quality and safety management within the aviation industry.
- Certified Auditor (e.g., ISO 9001 Lead Auditor) and/or Safety Professional (e.g., CSP, SMS certification).
- In-depth knowledge of regulatory requirements including GACA, ICAO, and FAA standards.
- Proven ability to lead and influence a safety culture within an organization.
- Exceptional analytical, problem-solving, and communication skills.
- Strong leadership capabilities and experience managing cross-functional teams.
