    Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

    Job Summary:

    The work location for this position is at Ras Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail – Ras Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City. Free breakfast and lunch are currently provided for Ras-Al-Khair assignees during workdays.

    The Assistant Resident Engineer (ARE) is assigned to a field construction organization in a supervisory capacity. ARE is responsible for supervising and directing operations within assigned discipline or area. Supervises and directs Contractor’s activities, subordinate superintendents and others, as assigned. Ensures assigned construction operations and subcontractors performance is in compliance with specifications and within schedules and budgets.

    Major Responsibilities:

    Responsible for field construction operations within assigned discipline or area.
    Determines contractor’s workforce requirements. Coordinates established area operational plans.
    Monitors work activities and ensures the quality of work performed.
    Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.
    Prepares daily reports and forecasts, including summary of construction progress, contractor personnel forecasts, and expenditures forecast.
    Monitors tool usage on the site. Review Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive.
    Monitors the activities of subcontractors to ensure compliance with specifications and schedules.
    Responsible for the implementation of client/project policies, procedures and instructions within assigned operations.
    Coordinates activities with other disciplines or areas and clients’ resident representatives, as instructed by construction management.
    Ensures that client, Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operations. Actively participates in scheduled safety meetings.
    Implements Six Sigma tools, analysis, and decision making in the execution of duties.

    Education and Experience Requirements:
    • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience.
    • Experience providing daily safety and quality inspections of Contractors’ physical works related to Roads, Bridges, Site Development, Pipelines and associated infrastructure works.
    • Knowledge of supervisory functions relating to field activities.
    Required Knowledge and Skills:
    • Experience working with, supervising and administering subcontractors and/or Direct Hire workforce.
    • Excellent oral and written English communication skills.
    • Ability to work within a culturally diverse organization, recognizing and respecting differences.
    • Ability to balance work requirements from multiple projects.
    • Current/prior Middle East work experience on mega civil infrastructure projects.
    • Experience in projects which are budgeted expenditure driven.
    • Experience reviewing Contractors’ submittals, work method statements, safety plans, quality plans and traffic control plans for compliance with contract documents.
    • Experience reviewing and processing the contractor’s monthly pay applications.
    • Experience reviewing and monitoring the Contractors’ project schedules.
    • Experience writing correspondences to contractors on contractual matters.
    • Experience in dealing with the change management & claims.
    • Knowledge of the use of contracts, and the contractor and subcontractor’s responsibilities contained in contract documents.
    • Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management Plan.
    • Ability to work within an integrated RC/Bechtel/Contractors team at multiple levels in order to achieve safety standards and high-quality work.
    • Serve as a resource for training/mentoring colleagues with less experience.

  • Support the Resident Engineer in day-to-day site supervision activities related to roadworks, drainage, utilities, or structural components.
  • Coordinate with site inspectors to monitor contractor activities and ensure compliance with approved drawings, method statements, and specifications.

Requirements

  • Chartered/Professional Engineer (preferred)- UPDA Grade A.
  • Excellent command of English (spoken and written).
  • Familiar with document management systems, MS Office, AutoCAD (viewing), and site-related software.

+ Review and comment on the contractor's programs ensuring that they are sufficiently detailed to demonstrate compliance with the requirements of the contract, allocated resources and cash flow.
+ Monitor the Contractors progress during construction and regularly assesses output.
+ Implement QMS requirements and conduct regular Audits.
+ Ensure the contractor liaises with service and other authorities in a timely manner so as not to affect the progress of the works by attending meetings, monitoring agreed programmes and regular follow-up.
+ Certify interim and finalize payments after full review and consultation with the responsible team members.
+ Prepare substantial completion reports including any outstanding requirements.

# Project Overview:
Jubail is one of Bechtel's most remarkable achievements-a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times-and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 
# Job Summary:
The Assistant Resident Engineer is assigned to a field construction organization supporting one of more Resident Engineers. Supervises and provides guidance associated with Contractor's activities, as assigned. Ensures that scheduled construction activities and contractors' performance are in compliance with specifications and within schedules.
# Major Responsibilities:
+ Coordinate between service provider, contractor & Royal Commission
+ Responsible for coordination and oversight of field construction operations within assigned projects.
+ Determines contractor's workforce requirements. Coordinates established area operational plans.
+ Monitors work activities and ensures the quality of work performed.
+ Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.
+ Reviews daily reports and forecasts, including summary of construction progress, contractor personnel forecasts, and expenditures forecast.
+ Ensures the activities of the assigned contracts are in compliance with specifications and schedules.
+ Responsible for the implementation of client/project policies, procedures and instructions within assigned projects.
+ Coordinates activities with other disciplines or areas and clients' resident representatives, as instructed by the Resident Engineer.
+ Ensures that client, Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. Ensures the Zero Accident Philosophy is
+ incorporated into every aspect of construction operations. Actively participates in scheduled safety meetings.
+ Implements Six Sigma tools, analysis, and decision making in the execution of duties.
+ Interact with all RC Department to coordinate all related to Permits and inspections
+ Closing contracts (Commercial/Technical) handover to custodian Department
# Education and Experience Requirements:
+ University Degree in Electrical discipline with minimum 8 years of relevant construction experience.
+ Knowledge of contract documents, and the contractor's responsibilities.
+ Experience providing daily safety and quality inspections of Contractors' physical works related different electrical power project as transmission lines and high voltage substations.
+ Experience working with construction contractors, administering and verifying compliance with contract documents, specifications, materials, equipment and scope of work. Experience in High
+ Voltage, Medium Voltage, Substations, instrumentation and low voltage systems.
+ Knowledge of the Project ES&H Handbook, including solid knowledge of risk and hazardous conditions.
+ Knowledge of Bechtel and client work procedures.
+ Experience reviewing Contractors' submittals, work method statements, safety plans, quality plans and traffic control plans for compliance with contract documents.
+ Experience reviewing and processing the contractor's monthly pay invoices.
+ Experience reviewing and monitoring the Contractors' project schedules.
+ Experience writing correspondences to contractors.
+ Experience in providing supporting information and documentation related to submitted claims.
+ Closing contracts (Commercial/Technical) handover to end-user
+ Control documents (Contractual) Technical reports
# Required Knowledge and Skills:
+ Proactive in coordinating and communicating with the contractor on different types of common contractual issues, lesson learned and 3rd party service provider.
+ Ability to communicate effectively with others.
+ Provides clear and timely communication and information to assigned Resident Engineer(s) on senior management as requested.
+ Serve as a resource for training/mentoring colleagues with less experience.

Job Summary

The work location for this position is at Ras Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail – Ras Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City. Free breakfast and lunch are currently provided for Ras-Al-Khair assignees during workdays.

The Assistant Resident Engineer (ARE) is assigned to a field construction organization in a supervisory capacity. ARE is responsible for supervising and directing operations within assigned discipline or area. Supervises and directs Contractor’s activities, subordinate superintendents and others, as assigned. Ensures assigned construction operations and subcontractors performance is in compliance with specifications and within schedules and budgets.

Major Responsibilities

  • Responsible for field construction operations within assigned discipline or area.
  • Determines contractor’s workforce requirements. Coordinates established area operational plans.
  • Monitors work activities and ensures the quality of work performed.

  • Coordinates activities with other disciplines or areas and clients’ resident representatives, as instructed by construction management.

Education And Experience Requirements

  • Knowledge of supervisory functions relating to field activities.

Required Knowledge And Skills

  • Experience working with, supervising and administering subcontractors and/or Direct Hire workforce.
  • Excellent oral and written English communication skills.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences.
  • Ability to balance work requirements from multiple projects.
  • Current/prior Middle East work experience on mega civil infrastructure projects.
  • Experience in projects which are budgeted expenditure driven.
  • Experience reviewing Contractors’ submittals, work method statements, safety plans, quality plans and traffic control plans for compliance with contract documents.
  • Experience reviewing and processing the contractor’s monthly pay applications.
  • Experience reviewing and monitoring the Contractors’ project schedules.
