Hiring Unit Context
BPS is now seeking to fill the position of recruiting a Finance Analyst for the following unit(s):
BPSIM--Sitting within BPSOU, BPSIM is responsible for business planning, budgeting, work programming, deliverables reporting, and financial reporting for all the departments in the World Bank’s Middle East and North Africa Region (MENAAP), the Infrastructure Global Practice and the Digital Global Practice. In addition, BPSIM staff perform accounting, payment processing, cash management, and administration functions in country offices. Overall, BPSIM ensures that each department maintains cost efficiency and adequate controls over all financial transactions and supports effective management and monitoring of deliverables.
Duties And Responsibilities
The Finance Analyst supports budget activities by preparing budgets, producing reports, and performing budget analysis. They maintain policies and controls, contribute to budget planning, and foster positive relationships with internal and external stakeholders. In CO, the finance Analyst is also responsible for managing the financial and accounting aspects of the organization, including establishing and enforcing accounting policies, preparing financial reports, conducting analyses, interpreting reports and tax returns, and maintaining good corporate relations. With a strong understanding of fundamental concepts and practices, they provide analytical support to senior professionals, ensuring accurate records while assuming limited accountability.
The selected candidate is expected to be an excellent team player, comfortable working with large datasets, preferably with data modeling skills, a finance, accounting, or economics background/experience with strong analytical skills, and knowledge in one or more of the key functional areas that BPS supports.
The position is expected to serve four Country-Office-based Practice Managers (PMs), and Practice Management units within the MENAAP Region. The Finance Analyst will also support one of the functional teams (e.g., planning, reporting, systems/controls) serving the MENAAP Region.

Selection Criteria
- Minimum Education consisting of a bachelor’s degree in accounting, Business, Finance, Management, or other relevant discipline required to fulfill position-specific requirements (e.g., Economics, Public Administration, etc.) OR Non‐Finance Bachelor's Degree plus one of the following: (1) CIMA Advanced Diploma in Management Accounting; or (2) ACCA Advanced Diploma in Accounting and Business; or (3) equivalent accounting certificate.

As a part of the Middle East Finance Team, the Senior Finance Analyst will be responsible for providing support to the Finance Manager and wider business in the areas of financial analysis and management, reporting, reviews, internal audits and internal governance/business controls.
Key responsibilities and duties are listed, but not limited to, the below:
- Support the Division Financial Manager with the following:
- Financial reporting on a monthly basis including month end management accounts after closing and forward-looking forecasts for the year, with variance analysis and sensitives on the various risks and opportunities to these forecasts.
- Sitting on monthly project control meetings for major, complex, or high-risk projects in territory in order to assimilate potential impacts to the division’s annual budgets and forecasts.
- Maintenance of the project control systems and finance training to enable unit staff to understand and interpret financial information, ensuring accurate project budgeting and revenue recognition.
- Production of annual budgets at division level, and consolidation to unit level.
- Business partnering for Divisional Managers/Territory Managers/Sector Leaders/Service Leaders
- Assessment of the financial aspects of contracts to determine financial implications on future expected performance and profitability of the division.
- Interpretation of monthly management accounts for the division, advising on financial performance and potential actions required to improve project profitability, staff utilisation, overheads control, and working capital management.
- Minimum Bachelor’s degree in Finance and Accounting; professional qualifications within accountancy will be an added advantage
- Conversant in the use of Microsoft products and experience in other ERP systems
- Willingness to study for professional accountancy exams or part qualified
- Proven ability to produce accurate management reports to tight deadlines
- Willingness to live in region and undertake business travel as required around the GCC and India
- Flexibility to work longer hours at peak times as required.

Job Summary:
The Finance Analyst is responsible for the day-to-day delivery of Finance Managed Service operations for the Finance Service Tower. This includes processing of finance transactions and production of required reports.
Daily tasks and delivery expectation:
As a Senior Finance Analyst, you will work across one or more core finance processes, delivering these activities for customers of PwC:
Accounts Payable- Complete ownership of accounting and reconciliations; ensures accuracy and timeliness.
- Manages monthly closing of financial records and posting of month end information; ensures accuracy of financial statements.
- Prepare monthly and quarterly reporting, as required.
- Assist accountants and controllers with A/P issues or problems.
- Review and process invoices along with providing resolutions for the invoices and releasing them for payment.
- Resolve all vendor queries and requests coming via e-mails / tickets within the agreed SLA.
- Maintain exception logs for process-related exceptions for knowledge retention.
- Independently perform transactional tasks which support the compliance, planning, and execution of assigned processes.
- Enforce the internal compliance policy and guidelines established by management on their daily operational activities.
- Perform daily internal audits to ensure all invoices/queries are balanced as per the guidelines.
- Maintain a tracker of exceptions and ensure invoices and queries are balanced based on the exception tracker.
- Identify and rectify unidentified cash and manage end-to-end process of cash office reconciliations.
- Identify exceptions in cash office reconciliations and follow up with stores for proper closure.
- Report cash short/long and send for payroll recovery for amounts above threshold as per policy.
- Work closely with merchants for credit card settlement issues and chargebacks.
- Follow up on customer/internal disputes, customer questions, and work between departments to get resolutions.
- Making collection calls to customers, emailing/faxing invoices, or getting hard copies mailed out to customers as per their requests.
- Solving queries related to cash applications and coordination with customers.
- Extensive knowledge and ability to perform day-to-day operations while maintaining SLA.
- Working as part of the Order to Cash Processing team, accountable for the Order to Cash process from customer inquiry to delivery and invoicing.
- Determining financial outcomes by collecting operational data/reports, conducting analysis, and reconciling transactions.
- Excellent communication skills are a must with a good command over written and spoken English & Arabic.
