Assist in records management requirements for Fixed Equipment, including paper files, SAP and miscellaneous computer programs.
Assist in the area of equipment upgrading and maintenance emphasizing the cost-effective selection, application and installation. - Providing technical advice and recommendations in response to scope of works for and including the environmental impact assessment itself, from an air perspective.
- Expert review of documentation relating to the RCER permitting process (predominantly permit application package forms and supporting information).
- Assessment of air pollution control Best Available Technique and the verification of proposed measures’ applicability and suitability for the given process.
- Development and implementation of a system for reviewing air emissions inventories submitted by industry as part of their permit requirements utilizing international best practices, procedures and guidelines.
- Identify and assess the sources of air pollution, including industrial emissions, fugitive dust, and vehicular pollutants, to verify compliance with standards.
- Recommend additional or alternative air pollution control strategies, operational changes, or emissions reduction plans where necessary.

- Day-to-day management of the Yanbu Industrial City odor management strategy including identifying and implementing improvements based on international best practices and guidelines.

- Evaluate the impact of air source pollution on ambient air based on stack testing results/calculation and air ambient monitoring.

OverviewWe are seeking a Static Equipment (Mechanical) Engineer to join our Yanbu Refinery Engineering Division.
Yanbu Refinery is a 250 MBD capacity refinery located in the west coast of Saudi Arabia and responsible for meeting the demand of refined products like Gasoline, Diesel, and Jet Fuel in the western region of Saudi Arabia.
Your primary role will be to conduct special studies and analyses, such as necessary mechanical calculations for our static equipment such as piping, pressure vessels and shell and tube heat exchangers.
Key Responsibilities- Perform field troubleshooting to support plant operations, in terms of stationary mechanical equipment integrity, participate in major T&Is/emergency plant shutdowns as required and support maintenance organizations in the repair procedures for piping, pressure vessels, heat exchangers, fin fans, tanks, fired heaters, maintaining equipment integrity and review of material specification and technical quotations. In addition, extend engineering support to review and approve contractor repair procedures or designs.
- Participate in facilities audits, insurance, HAZOP Studies, Compliance Review, and other internal or external assessments.
- Support Capital and expense project review for drawings, calculations, scope of work, material specifications, vendor quotations and detailed purchase order requirements.
- Perform all piping and mechanical equipment calculations such as minimum wall thickness for internal and external pressure, tube sheet minimum thickness, Fire Heaters calculations, branch reinforcement calculations, MAWP calculations as per ASME B31.3/ASME VII Div 1/TEMA, hydrotest pressure, blind calculation, up-rating and de-rating of piping circuits and pressure vessels by following API 570/API 510, fitness for service to evaluate flaws per API 579, review pipe stress analysis, flange calculations, stability and buckling calculations for vessels, or other mechanical calculation as per applicable ASME and Saudi Aramco Standards.
- Perform mechanical technical assessments and calculations for plant reliability and integrity such as boiler assessment, heat exchangers assessment, spring hangers, firefighting equipment and systems, certain valves, Hot Taps calculations, etc.
- Develop in-house design package for expense projects by including scope of work, assembly/erection procedures, welding procedures, NDT requirements, material list and sketches/drawings.
- Perform mechanical reviews and revalidation of existing drawings such as piping plans, equipment SIS, data sheets, isometrics, etc.
- Conduct investigations as required for plant mechanical failures/trips, participate in risk assessment and HAZOP studies, and conduct revised standard review applicability.
- You must hold a Bachelor Degree in Mechanical Engineering.
- You must have a minimum of 12 years within the Refinery, NGLF or Petrochemical industry specifically in asset integrity of stationary equipment, with at least 8 years field experience working on plants major turnaround and field troubleshooting.
- You must have a thorough knowledge of best engineering practices, solid industry codes and standards background and use of engineering software.

Parsons is looking for an amazingly talented Fire Protection Specialist to join our team! This position will be within the Private Projects Section of the Project Management Department. This person will report to the Section Manager and Department Manager. The person will be expected to interface, coordinate, collaborate and communicate with other Section and Department staff, private developers and their consultants, construction contractors and other team members within the Royal Commission of Yanbu.
What You'll Be Doing:
- Review project design documents to ensure that all privately developed projects comply with applicable codes, regulations, standards and laws.
- Inspect the final systems after they are constructed to ensure compliance with applicable codes, regulations, standards and laws.
- Coordinate activities with other departments within the Royal Commission of Yanbu and external developers, their design consultants and their contractors/subcontractors.
- Train and mentor junior staff within the department, in other departments, at design consulting companies and contractor staff on the technical details and code interpretations for fire protection systems.
- Research and analyze data such as design proposals, specifications, and manuals to determine feasibility and compliance of design or application.
- Use computer assisted engineering and design software and equipment to perform engineering tasks.
- Consistently demonstrate professional skills in structuring assigned activities, creativity, teamwork, communications, operational efficiencies, handling of a client’s changing needs, decision making, and analyzing and solving problems.
- Participate in other fire safety activities such as:
- Conducting fire protection surveys.
- Making fire risk analysis.
- Participating in fire safety educational and training activities.
- Interpret and provide consultation on fire and safety engineering codes & standards.
- Exhibit excellent teamwork, problem solving and consensus building skills.
What Required Skills You'll Bring:
- Bachelor's Degree in Mechanical Engineering, Fire Protection Engineering or Fire Protection Safety or related field.
- Minimum of 3 years of experience specifically in the field of fire protection systems design, review and construction.
- Candidates with the National Fire Protection Association's (NFPA) Certified Fire Protection Specialist (CFPS) certification.
- Certification, ICC Fire Plan Examiner or approved international equivalent, NCEES PE Fire Protection.
What Desired Skills You'll Bring:
- Professional Engineer will be preferred.
- Very good written and verbal English communication skills.
- Competent with MS Office Suite, AutoCAD and relevant fire-protection/mechanical systems design software.
