Required Experience

Education
  • Bachelor’s degree in construction management, Engineering, Architecture, Law, or a related field.
Certifications & Memberships
  • Saudi Council of Engineers (SSE) Membership or any local engineer's society membership, i.e. CRPEP (for Bahrain).
  • Additional training courses, professional and personal development with membership to professional groups, societies or institutes, desired.
Essential Skills
  • Strong understanding of construction contracts (FIDIC, NEC, etc.), procurement processes, and contract law.
  • Familiarity with Saudi Arabian local laws and regulations related to construction projects.
  • Experience of managing contracts on large, complex, and high-value projects.
  • Strong negotiation, communication, and interpersonal skills.
  • Excellent organizational skills with the ability to manage multiple tasks simultaneously.

RESPONSIBILITIES

  • Proficient in S3D and 2D software's.

Requirements:

  • Able to demonstrate knowledge of the various international standards and codes including NACE, ASME, API and ASTM with emphasis on corrosion and inspection codes such as API-571 and API-580.
  • NACE Senior Corrosion Technologist certification or combination of NACE Corrosion Technologist and API-571 is preferable.
  • Able to demonstrate fluency in English, oral and written.

Job Description:

The Office Quality Engineer supports the Quality Manager in implementing, monitoring,

and maintaining the Quality Management System (QMS) across the project and

organization. This role involves preparing and reviewing QA/QC documentation,

ITP Checklists, Procedures, Welding Procedure Specifications (WPS), Procedure

Qualification Records (PQR), Operation & Maintenance (O&M) Manuals, Testing

and Commissioning Procedures, Training Manuals, and Project Record

Documentation.

• Quality Record Management: Maintain and organize all QMS quality records

and document control procedures. Ensure proper traceability, accessibility, and

confidentiality.

• Final Documentation and Closeout: Prepare and compile project handover

documents, including Operation & Maintenance (O&M) manuals, As-Built

dossiers, and properly compiled in accordance with initial acceptance

requirements.

• Maintain and control Quality Department documents such as QMS, Internal

Audit reports, and related records.

• Participate in internal and external audits and support continuous

improvement initiatives.

• System Implementation Support: Contribute to the implementation and

continuous improvement of the Quality Management System (QMS) in alignment

with ISO 9001 or client-specific systems.

• Support Project Quality team for Material Submittal & Vendor Document

Review: Review material submittals, test certificates, and vendor quality

documentation for compliance with project specifications and applicable

standards.

• Coordination and Communication: Liaise with site QA/QC teams,

construction, engineering, and procurement departments to ensure quality

requirements are fully integrated and adhered to throughout the project lifecycle.

• Participate in Testing and Commissioning activities either On-Site or Off-site.

• Final Documentation and Closeout: Prepare and compile project handover

documents including Operation & Maintenance (O&M) manuals, As-Built

documentation, Testing & Commissioning records, and project close-out

• Training and Awareness: Assist in conducting quality awareness sessions and

provide support in implementing quality improvement initiatives.

• Collecting Project Quality Reporting: Compile and submit regular quality

reports, highlighting key issues, quality performance indicators, NCR trends, and

status of inspections and tests.

Qualifications:

Bachelor’s degree in Engineering (preferably Mechanical/Electrical/Industrial)

• Certifications (preferred or as required):

o ISO 9001:2015 Internal Auditor Certification with hands-on experience in

conducting internal audits.

o Project-specific qualifications (e.g., Aramco, Royal Commission, Dirriyah

o Minimum of 5 years of relevant QA/QC experience in the field of

construction of power, water, energy, infrastructure, and district cooling

plant projects within Saudi Arabia or the Middle East, with strong

knowledge of MEP systems and products.

o Strong knowledge of quality control processes and techniques.

o Strong knowledge of MS Office tools (Word, Excel, Visio, PowerPoint and

Expected:
