The Planning Engineer for Power Block planning will oversee the commissioning, startup, and performance testing schedules, ensuring alignment with project objectives. This role involves regular progress updates, generating “what-if” scenarios, and developing impacted schedules to address potential delays or changes. The Lead Planning Engineer will coordinate closely with stakeholders to maintain schedule integrity and achieve key project milestones

PRINCIPAL ACCOUNTABILITIES

• Oversee the development and maintenance of commissioning, startup, and performance testing schedules.
• Ensure all planning activities align with project objectives and timelines.
• Provide regular progress updates and reports to project management and stakeholders.
• Generate “what-if” scenarios to anticipate potential project delays or changes.
• Develop impacted schedules and recovery plans to address any deviations from the project plan.
• Coordinate with various stakeholders, including engineering, procurement, and construction teams, to ensure schedule integrity.
• Conduct risk analysis and implement mitigation strategies to minimize project risks.
• Utilize planning software (Primavera P6, Power BI, etc.) to manage and track project schedules.
• Ensure compliance with all relevant safety and quality standards.

Skills

MINIMUM REQUIREMENTS AND QUALIFICATIONS

• Minimum 10 years as a planning engineer, with at least 2 years in a lead planning engineer role.
• A Degree in BSc in Electrical or Mechanical Engineering.
• Expertise in power block systems and commissioning & start-up scheduling methodologies.
• Proficiency in Primavera P6, risk analysis, Power BI, VB, DAX, and Excel.
• Strong analytical thinking and the capacity to manage complex timelines.

WORKING CONDITIONS

• The role may require extended hours to meet project deadlines.
• Work is primarily office-based but may include site visits to monitor project progress.
• The position demands a high level of coordination and communication with various project stakeholders.

1. Develop and monitor compliance with all EHS&S regulatory requirements.
2. Track EHS&S performance against formal KPIs.
3. Pre-approve contractor safety-related documents using a proprietary document control system.

13. Participate in and lead safety promotion events and programs.
14. Maintain open communication with the commissioning and start-up teams.
15. Support training and communicate gaps and deficiencies.
16. Lead or support incident investigations and root cause analyses.
17. Assist in implementing the Project EHS&S plan(s).
18. Prioritize and coordinate unforeseen issues at the site, escalating as needed.
19. Update the EHS plan regularly in collaboration with site management.
20. Support safety incentive program implementation.
21. Contribute to weekly safety and EHS&S reports.
22. Support development of safety program elements like APT, SOS, Safety License, Incentives, and QSA.

The successful execution of all the site construction works in accordance

with the project schedule, cost and other KPIs.

Accountable for ensuring of the planning of the construction activities,

developing the construction schedule and ensuring it is being updated

regularly.

Accountable for managing the field general costs and protecting AP’s

interests during construction stage, and Construction Change Order

management.

Accountable for construction troubleshooting and problem solving

necessary to facilitate construction scope of work. E.g. working with

engineering team to resolve technical queries; working with materials team

to resolve material requirements/shortages.

Develop overall coordination and co-operation of contractors in order to

minimise interface problems.

Ensure that effective coordination and communication exists between AP

and Contractors.

Ensure that all risks and significant environmental aspects are identified on

site for all activities. Ensure that these risks are communicated to the

appropriate contractors (records of communications should be retained).

The direct management of a team of Construction Supervisors and

supporting services as defined in the project organisation chart.

Maintain a strong and effective professional working relationship with the

AP Project Management, Client, interfacing EPC’s, sub-contractors, and

other stakeholders.

Maintain an open and effective communication channel with the site

project team, Site Project Manager, Site Manager and EH&S Manager.

Represent the Company in meetings with the Client, interfacing EPC’s,

sub-contractors, and other stakeholders. Lead meetings and record minutes

of meetings as required.

Coordinate with the Client at the Site.

Support and promote the implementation of the Project Safety, Security

and Quality plans.

Support and promote the implementation of the Construction & Project

Execution Plans.

Provide strong leadership and coordination to ensure the site team is

working effectively to achieve the project KPI’s. Identify and address risks

and issues, escalating to the Site Project Manager and Site Manager as

required.

Provide leadership to ensure prompt prioritisation and coordination of all

unforeseen issues at the site, escalating to the Site Manager, Site Project

Manager as required.

Write regular progress reports as required by the Site Project Manager and

Site Manager.

Ensuring the Implementation of project Quality Procedures, Specification,

Company Standards are in place.

Supervising and arranging discipline QC Inspector at site.

Review / Implementation of contractor/sub-contractor ITPs, QA/QC Plan,

Construction Quality Program (CQP), procedures to confirm compliance

with contractual requirements. Ensures correct version of contract

documents and drawings are used. Assist the Site quality lead in

Monitoring Contractors QC programs and personnel for full compliance.

Participate in review and endorsement of Contractors QC personnel.

Monitor The Performance Of Special Processes Including Qualifications Of

operators.

Monitoring Contractors RFIs, ITPs, Checklist and report raised by

subcontractor, and it is updated regular basic.

Follow up with client to get approval for the Project Quality Documents &

Quality Personal approval.

Tracking of IFC drawings and its updates revisions to control use of

superseded drawings at site.

Ensures that contractors/fabricators maintain records of calibration of

equipment used in production of work activities.

Preparing the procedures for the special works and maintaining its updated

revisions all the time.

Liaise with contractor for the Concrete trial mix design with Batching Plant group and follow up for the expediting approval from Client.

Participating in weekly Quality Meeting, Project Management Meetings

with Client, Internal construction Meeting with Subcontractors.

Addressing Non-Conformity Issues of subcontractors through NCR

Document and also handling Client NCR, Focus Assessment Reports,

Logbook Entries liaise with Document controller.

Assists the site quality lead in audits of contractor/fabricators’ compliance

with procedures and specifications. Highlight serious and high-risk

findings to Management.

Verify as built red lined drawings as required.

Participate in discipline incident investigations, including root cause

analysis with recommending actionable and sustainable learning’s

Preparing Internal Punch list during PMCC walk down.

Participating PMCC meetings & walk down with Client, Proponent for final punch list.

What Required Skills You'll Bring:

• At least 10 years of related work experience, preferably with some time spent on projects in the Middle East region.

• Master's degree in Environmental Planning or related discipline preferable.

• Bachelor's Degree in an Environmental field from a recognized western university,
