Job Description:
Parsons is seeking a highly experienced and strategic Senior Interfaces Logistics Manager to join our pivotal team on the prestigious Qiddiya Project in Riyadh. This is a critical leadership role responsible for orchestrating the seamless flow of materials, equipment, and resources across multiple, highly interdependent project packages and diverse stakeholders. The successful candidate will be the central point for managing complex logistical interfaces, ensuring optimized delivery, minimizing conflicts, and enabling the efficient progress of this monumental development.
Key Responsibilities:
Logistics Strategy & Planning:
Develop, implement, and continuously refine comprehensive logistics and interfaces management strategies tailored to the scale and complexity of the Qiddiya Project.
Lead the planning for inbound and outbound material flow, heavy haulage, site access, laydown areas, and integrated supply chain operations across various project zones.
Anticipate logistical bottlenecks and interface clashes between different contractors, project packages, and disciplines (e.g., roads, utilities, facilities, attractions).
Interface Management & Coordination:
Identify, track, and proactively manage all critical logistical interfaces between different construction contractors, engineering disciplines, client teams, and external regulatory bodies.
Chair and facilitate regular interface meetings to ensure alignment, resolve conflicts, and establish clear lines of responsibility for integrated logistics activities.
Develop and maintain an Interface Management Register and Matrix, ensuring all interface agreements and resolutions are documented and communicated.
Ensure all necessary permits and approvals for specialized transport, road closures, and large-scale deliveries are secured in a timely manner.
Operational Oversight & Execution:
Oversee the day-to-day logistics operations, ensuring efficient movement, storage, and distribution of materials and equipment on a vast and dynamic site.
Directly manage third-party logistics (3PL) providers, freight forwarders, and transport companies, ensuring adherence to contractual terms, performance metrics, and safety standards.
Optimize laydown yard utilization, material handling, and warehousing solutions across the project.
Implement robust material tracking systems to ensure visibility and accountability of all project assets.
Risk Management & Problem Solving:
Conduct comprehensive risk assessments related to logistics and interfaces, developing mitigation plans to address potential delays, cost overruns, or safety incidents.
Lead incident response for logistics-related issues, including transport delays, customs challenges, or material damage.
Proactively identify opportunities for logistical efficiencies and cost savings.
Stakeholder Engagement:
Build and maintain strong working relationships with all project stakeholders, including contractors, client representatives, local authorities, and customs officials.
Represent Parsons in high-level discussions related to project logistics and interface coordination.
HSE & Compliance:
Ensure strict adherence to all health, safety, and environmental (HSE) policies and procedures for all logistics and material handling operations.
Ensure compliance with all local and international transportation regulations and customs requirements.
Reporting & Performance:
Prepare and present detailed logistics and interface management reports, dashboards, and forecasts to senior management and the client.
Track key performance indicators (KPIs) for logistics and interface management, driving continuous improvement.
Qualifications:
Bachelor's degree in Supply Chain Management, Logistics, Engineering, Business Administration, or a related field from an accredited institution.
A minimum of 15+ years of progressive experience in complex logistics and supply chain management, with a significant portion dedicated to large-scale, multi-contract construction projects or mega-programs.
Proven experience in a senior leadership role (e.g., Logistics Manager, Interfaces Manager, Supply Chain Director) on projects with a significant land area and multiple concurrent construction fronts.
Demonstrable expertise in managing complex interfaces between civil, infrastructure, vertical construction, and specialized attractions/ride installations.
Extensive knowledge of international logistics, customs procedures, heavy lift and transport, and site logistics best practices.
Experience working on mega-projects in the Middle East is highly advantageous.
Proficiency in project management software (e.g., Primavera P6), ERP systems (e.g., SAP, Oracle), and specialized logistics/interface management software.
Exceptional communication, negotiation, and interpersonal skills, with the ability to influence and lead diverse teams.
Strong analytical, problem-solving, and strategic thinking abilities.
Ability to work effectively under pressure in a fast-paced, high-stakes environment.
Relevant professional certifications (e.g., CSCP, CPIM, PMP) are highly desirable.
