Your mission
As Project Site Manager in our Thermal Generation department, you will contribute to our mission every day by playing a crucial role in overseeing and supervising the EPC Contractor's execution of large-scale Combined Cycle Gas Turbine (CCGT) and Thermal Power Plant projects. You will ensure the construction, commissioning, and testing of the plant complies fully with the EPC Contract and international standards, while leading the site team to deliver safe, timely, and quality results.
Your key responsibilities
- Oversee EPC Contractor's project execution, ensuring compliance with contractual, technical, and quality standards.
- Lead site supervision activities including construction, testing & commissioning, material procurement review, and factory inspections.
- Coordinate between Client, EPC Contractor, Owner's Engineer (OE) site team, and Tractebel's home office design review team.
- Lead weekly and monthly project meetings, prepare progress reports, and verify work compliance against approved drawings and submittals.
- Manage inspections of materials, equipment, installations, and construction works on site.
- Oversee pre-commissioning, commissioning, and start-up activities until handover for commercial operation.
- Prepare punch lists, NCRs, and conduct QA/QC across all disciplines (mechanical, electrical, I&C, civil).
- Ensure health, safety, security, and environmental compliance in accordance with local and international codes.
- Support the Client in contract administration, milestone payment certifications, and review of contractual claims with the support of the Senior Planning and Contracts Engineer.

Your mission

In this role, you are required to provide the interface and manage design information flow between all Consultants delivering the design for the project. Responsibilities
- Monitor the performance of all internal and external architectural and engineering work related to project, emphasizing on-time and on-budget performance and monitoring compliance with Design Guidelines and contract terms.
- Monitor the development of the overall design process from conceptual design through schematic and detailed/contract documents.
- Perform design reviews throughout the design process from conceptual design through schematic and detailed/contract documents.
- Conduct ongoing constructability reviews to successfully meeting the schedules and program budgets.
- Monitor submittals by the design consultants to obtain approvals and permits necessary by all regulatory agencies and local authorities having jurisdiction.
- Implement Design to budget requirement in all appropriate RFP's and contracts for design services. Monitor compliance with Design to Budget standards.
- Promptly inform in writing of any event or situation that the likely effect of which would be to vary the scope of the Program; and or change its quality, content or function.
- Schedule the submission of the design, in stages if appropriate, to Client and request his approval thereto. Advise Client in the event that the design indicates that compromises are necessary between particular objectives and requirements of Project. Schedule the Design activities in the Master Schedule to include reasonable periods Client approvals.
- Monitor the dissemination of design information among the Program Team in timely manner such that abortive work is avoided or minimized as much as practicable.
- Monitor the performance of the Design Consultant and other consultants in respect of the deliverables associated with the agreed Design Program and provide immediate advice to Client in the event their progress may affect the program overall completion date or milestone objectives together with recommended remedial action.
- Monitor statutory authority approval processes. Prepare a standard NOC (no objection certificates) register to be prepared and updated by all consultants and contractors.
- Schedule the Design to allow reasonable periods for Client approvals, any Municipality Permits, No objection Certificates, and other statutory approvals.

As HSE Engineer in our Thermal Generation department, you will play a key role in ensuring that health, safety, environmental, and security standards are implemented and maintained at all stages of large Combined Cycle Gas Turbine (CCGT) and Thermal Power Plant projects. AtkinsRealis are seeking a highly experienced and commercially astute Associate Director - Cost Management to lead and manage pre-contract cost consultancy services across high-profile projects based in Riyadh, Saudi Arabia. The ideal candidate will bring deep expertise in cost planning, procurement strategy, and tender documentation, and will play a pivotal role in client engagement, team leadership, and business development.
Key Responsibilities:
Pre-Contract Cost Management :
- Lead the development of detailed cost plans and estimates from concept through to tender stage.
- Provide strategic procurement advice and manage the tendering process including preparation of BOQs, tender documents, and bid evaluations.
- Ensure cost advice aligns with client budgets and project objectives.
- Conduct value engineering and risk analysis to optimize project outcomes.
Client & Stakeholder Engagement :
- Act as the primary point of contact for clients on pre-contract matters.
- Build and maintain strong relationships with clients, consultants, and contractors.
- Present cost reports and procurement strategies to senior stakeholders.
Team Leadership & Development :

Qualifications & Experience:
- Bachelor's degree in Quantity Surveying, Cost Management, or related field.
- Must have MRICS.
- Minimum 15 years of experience with a strong focus on pre-contract services.
- Proven track record of managing large-scale projects in the Middle East such as typically leisure, entertainment, sports, Theme park & museum.
- Excellent knowledge of procurement routes, cost planning techniques, and contract administration.

What you'll do
- Advise project and site teams to maintain a safe, compliant work environment across industrial & energy efficiency projects.
- Review engineering/design deliverables for alignment with company and industry HSE standards.
- Lead/participate in PHA, HAZOP, JSA, SIMOPS, and risk studies.
- Conduct site inspections and audits; issue clear findings and continuous-improvement actions.
- Investigate HiPo and lost-time incidents using root-cause analysis; define and track countermeasures.
- Consolidate HSE performance data for monthly/quarterly/annual reports and Group tools.
- Support emergency response during/after working hours as needed.
- Coach line managers on ENGIE One Safety practices (managerial safety visits, joint tours, life-saving checks, reviews).
- Coordinate day-to-day activities of HSE staff; mentor Safety Officers and assess new-joiner competency.
- Run due diligence on EPCs (desktop assessments & site visits) and help launch local/group safety campaigns.
What you'll bring
- Diploma in HSE (e.g., NEBOSH/BSC) or degree in QHSE; Engineering degree is an advantage.
- 15+ years in a similar role within an EPC/industrial environment.
- Proven incident investigation & root-cause analysis skills.
- Strong knowledge of local statutory HSE requirements and international standards (incl. fire prevention).
- Excellent English (written & spoken); Arabic is a plus.
- Computer literacy, valid driving license, and willingness to travel within the GCC.
